No feedback or suggestions were received during the publicity period of the project environmental impact report (draft for comments).
The announcement is as follows:

Project Overview: Yiliang Chenshi Building Materials Co., Ltd. New Dry Process Cement Production Line Project with Daily Output of 2500 Tons of Clinker Constructs a new dry process cement production line with a scale of 2500t/d clinker. A 4.5MW low-temperature waste heat power generation system will be built simultaneously. The total project investment is million RMB yuan for 61000 and 30.66 million RMB yuan for environmental protection.
Main environmental impacts and countermeasures and measures to prevent or mitigate adverse environmental impacts:
I. Main environmental impacts
According to the characteristics of the project and the results of on-site investigation, The main environmental issues to be concerned in the Project include:
(1) Main environmental issues during the construction period: ① ecological impact caused by permanent land occupation of the Project during the construction period; ② impact of construction on water and soil loss.
(2) Main environmental problems during the operation period: ① the impact of domestic wastewater and initial rainwater collection in the plant area on the water environment; ② the impact of dust on the atmospheric environment during the operation period of the project; ③ the impact of solid waste on the environment; ④ noise pollution.
II. Countermeasures and measures
to prevent or mitigate adverse environmental impacts (I) Pollution prevention and control measures during the construction period:
1. Waste gas: construction excavation surface, construction area and waste soil and rock landfill area shall be sprinkled with water to reduce dust; before backfilling, construction waste soil and rock shall be stacked in a centralized manner and covered with dust-proof curtain. 2. Waste water: construction waste water and domestic sewage are collected and precipitated in the temporary sedimentation tank and then reused for watering and dust reduction on the site without being discharged. 3. Noise: strengthen the repair and maintenance of mechanical equipment. 4. Solid waste: The domestic waste shall be collected in a centralized manner and then cleared and transported regularly. The unusable part of the construction waste shall be collected and transported to the designated place. The spoil shall be used for plant greening and site backfilling. 5. Ecology: The management shall be strengthened during the construction process. The principle of occupying as little land as possible and destroying vegetation as little as possible shall be adopted to control the scope of construction. The temporary land occupation for construction shall be arranged in the permanent land occupation area as far as possible, and the temporary land occupation area shall be controlled to the minimum, so as to avoid large-scale damage to soil and vegetation.
(II) Pollution prevention measures during the operation period:
1. Waste water: flood intercepting ditches shall be set around the site to prevent off-site rainwater from entering; domestic sewage and initial rainwater shall be recycled and not discharged after being collected and treated up to the standard.
3. Waste gas: The proposed project is equipped with 74 sets of high-efficiency dust collection devices, and the selected bag-type dust collector shall be stabilized at more than 99.9%; the flue gas of the rotary kiln shall be denitrified by low nitrogen burner + fuel staged combustion + SNCR control denitrification process; Strengthen the maintenance and management of the dust collection system and dust removal system, ensure the normal operation of the dust removal system, and take timely measures to sprinkle water and reduce dust on the transportation roads, squares and material storage sheds in the plant area; all material transportation vehicles must be enclosed or covered.
4. Solid waste: Classified collection and classified disposal, safe disposal rate of 100%.
5. Noise: measures such as foundation shock absorption, noise elimination and building sound insulation shall be taken for the equipment.
6. Environmental risk: We must attach great importance to it, keep the alarm bell of risk prevention ringing, strictly implement various risk prevention measures, and constantly improve the risk management system.
7. Soil: Do a good job of soil tracking and monitoring system.
Public participation:
The environmental impact report of the project (draft for comments) was submitted by the construction unit on December 13, 2022. In Yiliang County People's Government Network (https://www.ynyl.ccoo.cn/forum/thread-11391158-1-1.html), network publicity and publicity were carried out for 10 working days, and during the publicity period, Zhaotong Daily was published twice. The time is December 16 and December 17, 2022. During the period of network and newspaper publicity, announcements and public participation questionnaires will be posted in the surrounding areas of the project simultaneously. A total of 60 questionnaires were distributed, of which 10 were distributed to local government departments and social organizations, and 10 were recovered; 50 were distributed to surrounding residents, and 50 were recovered. The units and people surveyed expressed their support for the project construction and had no objections, and no feedback or suggestions were received during the publicity period. Environmental Impact Report and Public Participation Statement on Environmental Impact Assessment of New Dry Cement Production Line with Daily Output of 2500 Tons of Clinker of Yiliang Chenshi Building Materials Co., Ltd. were publicized.
It is reported that Yiliang Morning Lion Building Materials Co., Ltd. is located in Zhongming Town, Yiliang County, and the project was launched by Yiliang County People's Government in 2019, with a total investment of 610 million yuan. The project adopts the current international advanced new dry process cement technology and equipment, the main machine adopts the domestic advanced equipment, the key equipment is imported from abroad, the whole production process adopts DCS distributed control, the whole system runs stably, safely and reliably, the labor production efficiency is high, the technical equipment reaches the leading level of the domestic counterparts; the environmental protection adopts the ultra-low emission design to reach the domestic advanced level. It is one of the most advanced production lines in Yunnan cement project.
