Notice of Peak Staggering Production Plan of Jiangxi Province in November-December 2023

Recently, Jiangxi Province issued the Notice on the Work of Staggered Peak Production in November-December 2023.

1. Arrangement

of peak-staggering production From November to December, the unified peak-staggering production of 48 clinker production lines in the whole province is tentatively scheduled for no less than 10 days. Kiln lines between different factories shall not be replaced with each other. All peak-staggering plans shall be fully implemented before December 31. All units are requested to report the peak staggering plan of each kiln line to Liu Bing Office of the Association before 12 noon on November 1, so as to facilitate the organization and implementation.

2. Continuous strengthening of inspection

1. Overall dispatch and zoning supervision. At the same time of the association's overall dispatch of peak-staggering production in the whole province, the whole province is divided into four districts, namely, East Jiangxi, West Jiangxi, South Jiangxi and North Jiangxi, to implement regional supervision. The relevant vice president units in each district are the supervisory leaders and leading units to strengthen communication with enterprises in the region and ensure the orderly development of peak-staggering production as planned.

2. Strengthen inspection and promote implementation. During the off-peak production period, the daily inspection, supervision and feedback mechanism will be implemented. The deputy Secretary-General of the association will take the lead in each area, continue to organize on-site inspection according to the cross-check arrangement, and upload the video of on-site inspection to the WeChat working group of Jiangxi Cement Association. The Secretariat of the association will summarize the daily notification according to the feedback from the inspection.

3. Track feedback and ensure landing. Each inspection team shall pay close attention to the development of peak-shifting production of corresponding enterprises in the region, timely communicate and supervise those who fail to carry out peak-shifting production according to the plan or whose peak-shifting is not in place, and report the unsatisfactory communication effect to the Provincial Cement Association for coordination and treatment at the first time. The implementation of peak-shifting production of each enterprise shall be taken as the basis for the implementation of annual peak-shifting production.

4. Attach great importance to safety. Each regional inspection team shall carry out on-site inspection based on the principle of fairness and justice and with a high degree of attention, responsibility and seriousness, and each enterprise shall actively cooperate; at the same time, during the inspection, special attention shall be paid to traffic safety and drunk driving shall be eliminated.

3. To further enhance the ideological awareness

of peak-staggering production is the national industrial policy. All units should further enhance their ideological awareness, enhance the self-discipline awareness of the industry, actively adapt to the requirements of normal peak-staggering production of cement, strengthen their responsibilities, strictly implement peak-staggering production, and reduce air pollutant emissions. Accelerate the pace of carbon neutralization of cement industry in Jiangxi Province, and make due contributions to the green and high-quality development of cement industry.
