Henan:
1. According to the latest environmental performance rating results of enterprises in key industries released by the Provincial Department of Ecology and Environment,
A-level enterprises will implement independent emission reduction from November 15, 2023 to March 15, 2024;
Class B enterprises shall implement peak staggering and shutdown from November 15, 2023 to January 20, 2024 and from February 10, 2024 to March 15, 2024; Grade
C enterprises will implement peak load shifting and shutdown from November 15, 2023 to January 31, 2024 and from February 11, 2024 to March 15, 2024;
Grade D enterprises will implement peak load shifting and shutdown from November 15, 2023 to March 15, 2024.
2. Cement clinker production lines undertaking residential heating tasks shall implement "fixed production by heat", operate according to the minimum production load on the premise of guaranteeing heating tasks, and make up for the number of days of kiln shutdown from March 16, 2024. In addition, the supplementary shutdown time and the off-peak shutdown time in non-heating season shall not be offset; for the cement clinker production line with the treatment of domestic waste and sludge in the original state of more than 400 tons/day and less than 600 tons/day, 2/3 of the off-peak production shutdown time of the production line shall be implemented according to the enterprise environmental performance rating results; The cement clinker production line with the total amount of domestic waste and sludge in the original state of more than 600 tons per day and the production line with the total amount of toxic and harmful wastes per day higher than 6% of the cement clinker production capacity shall implement 1/2 of the kiln shutdown time of the production line according to the enterprise environmental performance rating results.
3. Cement grinding process (including independent grinding station), carbide slag production line and special cement enterprises such as aluminate, sulphoaluminate and white silicate. The above three types of production lines shall be limited (stopped) according to the results of enterprise environmental performance rating and emergency control measures for heavily polluted weather.
Jiangxi
Cement Association requires that the unified peak-staggering production of 48 clinker production lines in Jiangxi Province from November to December should be tentatively scheduled for no less than 10 days, kiln lines between different factories should not be replaced with each other, and all peak-staggering plans should be implemented before December 31.
Hebei Province
requires that the implementation time of cement peak staggering production in 2023-2024 be adjusted to November 1, 2023 to October 31, 2024, and the heating season time is unified from November 1, 2023 to March 31, 2024. The annual peak staggering days are 150 days, including 120 days in the heating season and 30 days in the non-heating season.
Ningxia
requires all cement clinker production enterprises in the region to stagger peak production for 150 days, and the number of days that have not completed peak production within the time limit will be supplemented by the end of 2024. The off-peak production time is from November 1, 2023 to March 31, 2024. The peak-shifting production period in
Hunan
Province is from September 1, 2023 to March 15, 2024. The peak-shifting production days base of the cement clinker production line is 100 days, of which the peak-shifting production days base from September 1, 2023 to December 31, 2023 is not less than 55 days.
Shanxi
requires that all cement clinker production lines should carry out peak-shifting production, with a total of 180-190 days of peak-shifting shutdown throughout the year. According to the requirements, the peak-shifting production time of all cement clinker production lines in spring, summer and autumn shall not be less than three times, the peak-shifting production time for completing the ultra-low emission transformation shall not be less than 60 days, and the peak-shifting production time for not completing the transformation shall not be less than 70 days.
