In accordance with the Law of the People's Republic of China on Import and Export Commodity Inspection and the Administrative Measures of the Customs of the People's Republic of China on the Acceptance of Import and Export Commodity Inspection (hereinafter referred to as the Acceptance Measures), the General Administration of Customs has decided to implement the acceptance management on the inspection of imported cement. Relevant matters are hereby announced as follows:
I. Scope
of Acceptable Commodities According to the results of the quality and safety risk assessment of imported cement, the consignee of imported goods or his agent may entrust the acceptance institution to carry out the inspection of imported cement (HS coded 2523290000). The Customs shall accept the inspection results of the accepting institutions in accordance with the Measures for Acceptance.
2. Inspection Items, Applicable Technical Specifications and Inspection Methods
Acceptance Institutions shall inspect imported cement in accordance with the requirements of Inspection Items, Applicable Technical Specifications and Inspection Methods Acceptance of Imported Cement.
3. The acceptance institution of the content
of the inspection report accepts the entrustment of the consignee of the imported goods or his agent to carry out the inspection of the imported cement and issue the inspection report. The inspection report shall comply with the provisions of Article 13 of the Acceptance Measures and be accompanied by photos of the accepted commodities.
4. The validity period
of the inspection report The inspection report issued by the accepting institution shall be valid within six months from the date of issuance.
5. Requirements
for accepting institutions (1) Application conditions. Where an
inspection institution applies for inclusion in the catalogue management of import cement acceptance institutions (hereinafter referred to as the "applicant institution"), it shall meet the following requirements in addition to the provisions of the first, second, fourth, fifth and sixth paragraphs of Article 7 of the Measures for Acceptance:
The qualification accreditation of inspection and testing institutions (CMA) or the ISO/IEC 17025 accreditation implemented by China National Accreditation Committee for Conformity Assessment (CNAS) shall be obtained, and the scope of inspection capability shall include the inspection items, applicable technical specifications and inspection methods listed in Annex 1 of this announcement.
2. Inspection institutions registered outside the People's Republic of China shall be accredited by the ISO/IEC 17025 system implemented by the International Laboratory Accreditation Cooperation Mutual Accreditation Agreement (ILAC-MRa). The scope of inspection capability shall include the inspection items, applicable technical specifications and inspection methods listed in Annex 1 of this announcement.
(2) Method of application.
The applicant institution shall submit the application materials to the Customs in accordance with Article 8 of the Measures for the Adoption of Credit. The specific application path is as follows: China International Trade Single Window (https://www.singlewindow.cn)-Business Application-Standard Edition Application-Inspection and Quarantine-Import and Export Commodity Inspection Acceptance. The application process is detailed in the Service Guide for the Catalogue Management of Customs Import and Export Commodity Inspection and Acceptance Institutions.
6. If the consignee of
imported goods or his agent needs to apply for the acceptance of inspection results for imported goods, he shall select the type of "acceptance of inspection results" in the column of "goods attributes", and enter the "acceptance institution code/inspection report number" in the column of "product qualification" corresponding to the item number of goods. The Declaration of Quality and Safety Conformity shall be uploaded in the column of "Attached Documents", and the Customs shall implement the acceptance in accordance with the Measures for Acceptance.
