Recently, some illegal photovoltaic projects in Sihong Photovoltaic Power Generation Application Leading Base , once a "star" project in Jiangsu Province, have been demolished because of the problem of flood obstruction and incomplete procedures.
It is reported that Sihong Photovoltaic Power Generation Application Leading Base is planned to build 1000 MW, with a total investment of 7.5 billion yuan . The photovoltaic facilities of the project cover about 9 square kilometers of water surface, occupying about 70% of the water area of Tiangang Lake in Sihong County.
The base was approved by the National Energy Administration in 2017 and constructed in two phases. Through bidding and optimization, enterprises such as CGN, Linyang, Jingke, Tongwei, State Power Investment Corporation, Three Gorges New Energy, Longji Green Energy and Huaneng were finally determined to participate in the construction of the base.
Due to its outstanding performance in the construction of the first phase of the project, Sihong also received an award scale of 500,000 kilowatts in 2019.
However, in May 2022, after watching the aerial video of Tiangang Lake in Sihong County, Jiangsu Province, the relevant verification team of the water conservancy department believed that the photovoltaic project had the problem of flood obstruction.
At the same time, the project has gone through the formalities of environmental assessment, land and planning according to law, but in the process of project approval, it is found that the formalities of water administrative license have not been handled according to law, which is regarded as a violation .
The competent department requires that the removal of photovoltaic facilities and purse seines occupying the flood passage of the lake shall be completed by the end of May of the same year, and the rectification of photovoltaic facilities in other areas of the lake shall be completed by the end of December.
Since the procedures of environmental impact assessment, land and planning are complete, why did they not go through the "water administrative licensing procedures"? For this problem, many enterprises did not give a clear reply, all said that they had gone through various formalities in strict accordance with the national and local requirements. On May 27,
2022, according to the official website of the Ministry of Water Resources, Sihong County has organized the removal of 10.5 km of the inner fence of the flood passage of Tiangang Lake, and has begun to remove photovoltaic panels. In the next step, the Huaihe River Water Conservancy Commission, together with the Jiangsu Provincial River Chief Office and the Water Conservancy Department, will continue to follow up the progress of the problem rectification, and in light of the situation of epidemic prevention and control, timely go to the Tiangang Lake site for supervision, promote the problem clearance and rectification, ensure the smooth passage of flood discharge, and keep the bottom line of flood control safety.
Although the clean-up and renovation work has not been completed according to the time node required by the Ministry of Water Resources, the illegal part has been demolished, and all parties have not made much effort. This project has changed from a "scenery star" project to a typical negative case of water photovoltaic power station in China.
It is reported that the Ministry of Water Resources issued the Guiding Opinions of the Ministry of Water Resources on Strengthening the Control of River and Lake Water Shoreline Space shortly after the Sihong Forerunner Base in Jiangsu Province was required to dismantle the photovoltaic panel facilities encroaching on the river course, which aroused widespread heated discussion.
The document clearly States that projects such as photovoltaic power stations and wind power generation should not be built in rivers, lakes and reservoirs. The construction of photovoltaic and wind power projects around lakes and reservoir branches shall be scientifically demonstrated and strictly controlled, and shall not be located in areas with flood control, water supply functions, water ecology and water environmental protection needs, shall not hinder the smooth flow of flood, shall not endanger the safety of water conservancy facilities such as reservoir dams and embankments, and shall not be prohibited. It shall not affect the stability of the river regime and the safety of navigation.
At present, there are two main types of surface photovoltaic: pile foundation type and floating type. However, no matter what kind, there are problems of flood obstruction, resulting in certain security risks. How to balance water surface photovoltaic and river flood discharge, this problem still needs the industry to continue to explore.
