: Compared with the previous edition, how does the Energy Efficiency Level 2023 expand the scope of application of energy efficiency benchmark level and benchmarking level?   

"Energy Efficiency Level 2023 Edition" expands the scope of application of energy efficiency benchmark level and benchmarking level, and adds 11 new areas such as ethylene glycol, urea, titanium dioxide and industrial silicon on the basis of 25 previously defined key areas such as oil refining, coal coke, steelmaking and ironmaking, cement, glass and ceramics. The scope of energy saving and carbon reduction transformation and upgrading will further cover the areas with great potential for energy efficiency improvement, rapid development of the industry and some light industries.

Q: What revisions have been made to the 2021 edition of the Energy Efficiency Level 2023?   

Compared with the energy efficiency benchmark level and benchmark level index of the 2021 edition, the 2023 edition of Energy Efficiency Level has appropriately increased the energy efficiency index values in some key areas, mainly in coal chemical industry, soda ash, ferroalloy and other fields, reflecting the inevitable trend of continuous improvement and upgrading of the energy efficiency level of these industries following the development of the industry. It strengthens the restraint and leading role of energy efficiency indicators. At the same time, the energy efficiency benchmark level and benchmark level of some industries are also effectively linked up with the revised industry energy consumption quota standards, reflecting the characteristics of policy coordination, which is conducive to the long-term healthy development of related industries.

Q: For stock projects with energy efficiency lower than benchmark level, what are the requirements for the time limit for transformation in the Energy Efficiency Level 2023?

For stock projects with energy efficiency lower than benchmark level, the Energy Efficiency Level 2023 requires local governments to guide enterprises to upgrade to above the benchmark level of energy efficiency within the prescribed time limit, and to eliminate projects that fail to meet the standards on time. For the 25 key areas previously specified, such as oil refining, coal-based coke, steel and iron making, cement, glass, and ceramics, the Energy Efficiency Level (2023 Edition) specifies that the relevant work should be completed by the end of 2025 in principle; for the 11 newly added areas, such as ethylene glycol, urea, titanium dioxide, and industrial silicon, the relevant work should be completed by the end of 2026 in principle. : How does the Energy Efficiency Level (2023 Edition) link up with relevant policies?

Energy Efficiency Level (2023 Edition) proposes to improve relevant supporting policies, make good use of the policy "toolbox", play a policy "combination punch", accelerate the pace of enterprise transformation and upgrading, and improve the overall energy efficiency level of the industry. The

first is to strengthen the supervision and assessment of energy efficiency. For all kinds of projects that meet the scope of application of Energy Efficiency Level 2023 Edition, we should strengthen the daily monitoring and on-site inspection of project energy efficiency indicators, give full play to the role of energy conservation supervision, environmental protection supervision and law enforcement constraints, strengthen supervision and management, and accelerate the implementation of energy conservation and carbon reduction transformation in enterprises. The

second is to give full play to the role of policy incentives. Give full play to the incentive role of green electricity price, fiscal and taxation policies, make good use of the discount policy of medium and long-term loans for manufacturing industry and loans for equipment purchase and renewal, and implement preferential tax policies for energy-saving equipment, technological transformation and comprehensive utilization of resources. The

third is to strengthen support for green finance. Promote financial institutions to provide high-quality financial services such as green credit and green bonds to energy-saving and carbon-reducing upgrading projects under the premise of controllable risks and sustainable business, so as to effectively stimulate the endogenous power of green and low-carbon transformation of enterprises. : How to implement the Energy Efficiency Level (2023)?    The key industrial areas mentioned in

the 2023 edition of Energy Efficiency Level mainly involve textile industry, paper and paper products industry, petroleum, coal and other fuel processing industry, chemical raw materials and chemical products manufacturing industry, chemical fiber manufacturing industry, rubber and plastic products industry, non-metallic mineral products industry, and other industries in the classification of national economic industries. Nine major categories, including ferrous metal smelting and calendering industry, non-ferrous metal smelting and calendering industry, are further subdivided into 20 medium categories and 29 sub-categories, totaling 36 key areas, which are specifically refined to the process level to ensure clear indicators, clear basis and precise implementation of policies, so as to avoid deviations in the implementation process.   

Next, the National Development and Reform Commission will actively work with relevant departments to focus on these areas to promote energy-saving and carbon-reducing transformation, and on the basis of the Guidelines for the Implementation of Energy-saving and Carbon-reducing Transformation and Upgrading in Key Areas of High Energy-consuming Industries (2022 edition), organize research and issue new guidelines for the implementation of transformation, so as to promote energy-saving and carbon-reducing transformation. The green low-carbon technology, mature and applicable technology and equipment in each field and the backward technology and equipment that should be eliminated quickly are put forward for reference in the follow-up work.
