In order to effectively prevent and curb major quality and safety accidents, further strengthen the quality and safety supervision of key industrial products, and comprehensively implement the special action plan of the General Administration of Market Supervision for the investigation and treatment of hidden dangers in the quality and safety of key industrial products. Now, in light of the actual supervision in our province, the relevant work requirements are notified as follows.
1. To improve political standing and implement the relevant deployment
of local market supervision departments, they should strictly comply with the requirements of the Notice of the General Office of the General Administration of Market Supervision on the Special Action for the Investigation and Treatment of Hidden Dangers in the Quality and Safety of Key Industrial Products (No.2023, see annex). We should attach great importance to the establishment of special work classes, refine, decompose and clarify the tasks of industrial product quality supervision, certification supervision, law enforcement investigation, standard system improvement and credit supervision, and advance them according to the schedule, so as to consolidate the responsibilities of territorial supervision, industry management and enterprises. The completion of relevant work will be included in the important evaluation indicators such as quality work assessment and safety construction.
2. Solid and effective supervision and investigation
of hidden dangers (1) Highlight the key points,
focus on key products, key objects and key issues, summarize the lessons learned from recent and previous safety accidents, and combine with the actual supervision of the jurisdiction. And industrial characteristics, focusing on 18 key products such as dangerous chemicals (dissolved acetylene, liquid chlorine, etc.), cement , wire and cable, fertilizer, gas supplies, fire products, electric bicycles , etc. And other implementation of industrial product production license management, compulsory product certification management, as well as related to personal health and life and property safety and mandatory national standards for key industrial products to carry out hidden dangers investigation and management, so as to comprehensively pull the net, leaving no dead ends. In the production and sales links, enterprises are organized to conduct self-examination and on-site supervision investigation according to the requirements, so as to effectively implement the dual responsibilities of the main body of enterprises and the main body of supervision.
(2) If hidden dangers are found and solved in place
, a list of rectification accounts shall be established, precise control shall be implemented, rectification shall be ordered within a time limit, and timely review shall be organized to ensure that the hidden dangers are implemented and the results are achieved, and that those who refuse to rectify and rectify are not in place. It is necessary to deal with risks in strict accordance with the law and regulations; for risks with great hidden dangers and urgent problems found in the process of investigation, it is necessary to concentrate efforts on strict and rapid rectification, and carry out special actions when necessary; If no control measures are taken for major quality and safety risks, or if major quality and safety risks are not rectified, it shall be reported to the local Party committee and government to coordinate with relevant functional departments to form a joint supervision force and jointly deal with them seriously according to law; if there are serious violations such as unlicensed production, counterfeit and inferior products, and fake products, it shall be included in the list of serious violations of law and dishonesty in market supervision according to law and regulations; The information of enterprise breaking the law and dishonesty should be publicized to the society through the national enterprise credit information publicity system in a timely manner; the quality and safety problems found should be included in the national credit information publicity system; Enterprises with serious violations of the law, such as unlicensed production, counterfeit and inferior products, and fake products, shall be included in the list of serious violations of the law and dishonesty in market supervision in accordance with the law and regulations, and the relevant certificates shall be revoked. Enterprises with violations of the law, such as the implementation of production licenses and compulsory product certification management, which require the revocation of certificates, shall have their relevant certificates revoked in accordance with the law. For enterprises that fail to pass two or more supervision spot checks within two years at the higher level and at the local level, key on-site inspections shall be organized, and targeted inspection contents and rectification assistance measures shall be formulated according to the specific conditions of the enterprises that fail to pass the previous spot checks, and timely follow-up supervision shall be taken as the focus of supervision until the product quality level of the enterprises is qualified and stable.
(3) To crack down on violations of the law and investigate and deal with
the unqualified products found in the supervision and spot checks, we should carry out two-way tracing of production and circulation, strictly comply with the requirements of the Interim Measures for the Administration of Product Quality Supervision and Spot Checks in Guizhou Province, handle and dispose of them in place, and the Provincial Bureau will organize the results of the supervision and spot checks to "look back". If the disposal and investigation work is not effective and the progress is backward, they shall be urged, reminded, interviewed or notified. Illegal acts such as unlicensed production, sales and jerry-building should be severely investigated and punished according to law, so as to increase the illegal cost of enterprises. If illegal acts are suspected of constituting crimes, they should be transferred to judicial organs in time, and typical cases should be organized and published to form a strong deterrent to illegal acts.
3. Safeguard measures
(1) To strengthen the wisdom
of market supervision departments at all levels, in accordance with the unified deployment of the General Administration, they should continue to use the "product inspection" data collection program to strengthen the collection of data and information on the basic situation of enterprises, supervision and inspection, risk management, and so on. Timely upload the work of hidden danger investigation and management, ensure that the actual inspection situation is basically consistent with the data entry, and promote the docking with the national regulatory data platform.
(2) To strengthen emergency response
, all localities should establish a morning newspaper and express report mechanism, keep a high degree of sensitivity to quality and safety accidents and major quality and safety incidents, report to local Party committees and governments and market supervision departments at higher levels at the first time, and timely report in the process of investigation and disposal; It is necessary to enhance the ability of emergency response, speed up the improvement of emergency command and dispatch mechanism, improve the contingency plan system, strengthen the allocation of emergency equipment at the grass-roots level, and conduct exercises close to "actual combat".
(3) To clarify the schedule
, all localities should grasp the progress of work and promote the special action of investigation and management in a solid and orderly manner. Complete the enterprise self-inspection and on-site investigation of hidden dangers before the middle of August, timely dispose the hidden dangers found in the on-site investigation and supervision spot check, and clear the dynamic sales number; complete the special work of quality and safety investigation and management of key industrial products before the end of October.
