Shang Geng went to the north bank of the Dasha River section upstream of the Beijing-Guangzhou Railway Bridge and the river course opposite the diversion dike for on-the-spot inspection, and held an on-site dispatching meeting. Shang Geng requests that we should intensify the publicity against illegal river sand mining, publicize the knowledge of laws and regulations on river and lake protection to the people, especially those along the Dasha River, through bulletin boards, brochures, mobile publicity vehicles, short messages and public numbers of WeChat, carry out warning education, and guide the masses to actively participate in the supervision of river sand mining. Local town offices should supplement river management forces by adding public welfare posts, comprehensively investigate river sand pits, backfill and level them on the premise of fixed evidence, and restore the original appearance of the river. We should give full play to the role of river patrol, further promote the normalization and standardization of the rectification of the four disorders, find problems and rectify them in time, and realize the dynamic clearance of the four disorders.
Shang Geng stressed that the frequency and intensity of inspection should be increased, monitoring facilities should be added to sensitive sections and special personnel should be on duty to implement grid management. Investigate and ban illegal sand storage and sales points in an all-round way, and investigate and rectify illegally refitted vehicles and vehicle refitting outlets. We should adhere to the principle of "zero tolerance" for illegal river sand mining, investigate and punish them together, strictly implement the system of "three investigations in one case", and seriously investigate and punish Party members, cadres and public officials who fail to perform their duties and act as "umbrellas".
