Recently, the franchise project of cooperative disposal of domestic waste by cement kilns in Xigaze City was announced as a single source of procurement, and the Xizang, Xigaze High-tech Snow Lotus Cement Co., Ltd., became its proposed supplier.

Proposed Procurement Project Construction Scale Description: Xigaze City Center and surrounding 7 counties (Sangzhuzi District, Bailang County, Gyangze County, Renbu County, Nanmulin County, Xietongmen County, Lazi County, Sakya County) daily cleaning and harmless treatment of domestic waste, cement enterprises adopt cement kiln co-disposal. The main urban area expropriates 49.88 mu of land near the Duolin landfill to build a 350 tons/day pretreatment plant, and a 50 tons/day waste pretreatment workshop and a combustible (CMSW) kiln plant are built in the cement plant, with a total daily treatment capacity of 400 tons/day. Investment of the project to be
purchased: The project construction fund is invested and constructed by the franchise service provider of the Xigaze Cement Kiln Co-processing Domestic Waste Project. The total investment of the project is estimated to be 101.4045 million yuan.
Proposed purchase amount: the maximum price of waste disposal service fee is 90.81 yuan/ton. Budget amount of services
to be purchased: about 227.2 million yuan, which shall be borne by the finance at the same level (based on the total amount of primary waste generated during the operation period and the forecast of the maximum price of primary waste disposal service fees).
Proposed procurement cooperation period: 21 years in total, including 1 year of construction period and 20 years of operation period. The reasons and explanations for
adopting the single-source procurement method are as follows:
1. At present, with the continuous increase of domestic waste production in the central urban area, the storage capacity of domestic waste landfills in the urban area and surrounding counties and districts is nearly full, and the service life is very limited. In accordance with the relevant spirit of the Reply of Xigaze Municipal People's Government on the Implementation of Xigaze Municipal Cement Kiln Co-processing Domestic Waste Project by Adopting Franchising Mode (Rizheng Letter [2022] No.453), it is agreed to implement the franchise of Xigaze Municipal Cement Kiln Co-processing Domestic Waste Project by Franchising Mode.
2. At present, there are only two cement enterprises in Xigaze City, one in Sakya County and one in Lazi County, which are Xizang Xigaze High-tech Snow Lotus Cement Co., Ltd. and Xigaze Yaqu New Building Material Co., Ltd., among which Xigaze Yaqu New Building Material Co., Ltd. has no patent technology of cement kiln cooperating with domestic waste. The plant has no facilities and equipment for waste disposal and has just been put into production, and the funds are not sufficient, so it is temporarily unable to participate in the investment and construction of this project in Xigaze City. Huaxin Cement Co., Ltd. is the operation and management party of Xigaze High-tech Snow Lotus Cement Co., Ltd. in the Xizang, and Huaxin Cement Co., Ltd. has the unique patented technology and proprietary technology to operate the project. At the same time, there are many successful cases of using cement kilns to co-dispose of municipal solid waste in the domestic and Xizang Autonomous, all of which have good operation and outstanding performance. Xizang Shigatse Hi-tech Saussurea Cement Co., Ltd. is willing to participate in the investment, construction and operation of this project. In view of this, the only qualified supplier in Shigatse is Xizang Shigatse Hi-tech Saussurea Cement Co., Ltd.
3. The project situation belongs to Article 31 (1) of the Government Procurement Law of the People's Republic of China, which States that "it can only be purchased from the sole supplier, that is, because of the use of irreplaceable patents, proprietary technologies, or the special requirements of public service projects, it can only be purchased from the sole supplier." As a result, the public service in "can only be purchased from a specific supplier" has special requirements, and the project meets the requirements of the notice of the Ministry of Finance of the Xizang Autonomous on further strengthening the management of single-source procurement, so the project intends to adopt single-source procurement for procurement.
