China Smelter signed a major project contract with an amount of up to 3.53 billion yuan. Recently, in the acceptance stage, it was found that there was a quality problem that the concrete strength of structural parts did not meet the standard, and it was required to rectify within a time limit. If the rectification was not passed, the project would not be accepted. The full name of the
project is "Phase I EPC Project of Hangzhou International Science and Technology Innovation Center of Zhejiang University", which was won by MCC Transportation Construction Group Co., Ltd., a subsidiary of China Metallurgical Corporation. According to the announcement, in the first half of 2020, MCC signed 34 new contracts for major projects with a single contract value of more than 1 billion yuan, ranking third in the contract value of the project.
According to the public information, the project of Hangzhou International Science and Technology Innovation Center of Zhejiang University is a major scientific and technological innovation platform for Zhejiang University and Hangzhou to comprehensively deepen the strategic cooperation between the city and the university. The project is located in Xiaoshan Science and Technology City, Hangzhou, with a total investment of about 25 billion yuan, and is a key project in Zhejiang Province.
The first phase of the project covers an area of 272,000 square meters (about 408 mu), with a total construction area of 510,000 square meters, including 398,000 square meters above ground and 112,000 square meters underground. The total cost of construction and installation is 4.01 billion yuan.
However, in the acceptance stage, there is a problem of project quality inspection that the concrete is not up to the standard.
According to the Rectification Notice issued by Hangzhou Xiaoshan District Construction Engineering Quality and Safety Supervision Station (hereinafter referred to as "Xiaoshan District Quality Supervision Station") to the construction party MCC Construction High-tech Engineering Technology Co., Ltd. Through the supervision and inspection of Phase I (Phase V) of the Zhejiang University Hangzhou International Science and Technology Innovation Center Project contracted by MCC Construction, it was found that three components of the project failed to reach the design strength after the concrete strength was tested by the rebound method. The 6/ (1/B) axial column on the first floor of B04 # building with the design strength grade of C35 is estimated to be 32.9 MPa, reaching 94% of the design strength. 7 (1/A) axial column on the third floor of B07 # building with the design strength grade of C40, the estimated value is 37.6MPa, reaching 94% of the design strength. For the 6/A axial column on the third floor of B07 # building with the design strength grade of C40, the estimated value is 38.7 MPa, reaching 96.8% of the design strength.
Xiaoshan District Quality Supervision Station required MCC Construction to carry out rectification within 66 working days.
Some people in the construction industry said that in the actual construction process, the estimated value of rebound will generally exceed the design value, and the rebound value of this project has not even reached the design value, indicating that the strength of the building structure is not up to the standard and needs to be reinforced.
Xiaoshan District Quality Supervision Station staff told Netease Finance and Economics that if the follow-up rectification is still not in place, the project will not be accepted. As for whether the impact of concrete failing to meet the standard on the project is great or general, it is determined by the design unit. , ranked fourth at the beginning, with a quotation of 310 million yuan higher than that of the top three. However, the top three successful bidders were all "MCC Department", and after giving up the qualification of winning the bid, the project fell on the MCC Construction Consortium.
MCC Construction is a subsidiary of MCC Transportation and a subsidiary of China Smelter. After the commencement of the
project, there have been many problems, such as the unauthorized replacement of the project manager by MCC, which led to the stagnation of the professional subcontracting bidding for the integrated circuit innovation platform ultra-clean laboratory (CMOS platform), and the project could not be promoted. The local government later interviewed MCC Construction, but the chairman was absent without reason. After another interview and constant supervision, the construction period still lagged behind. On August 9,
2021, the Management Committee of Xiaoshan Economic and Technological Development Zone sent a special letter to MCC Transportation, the superior of MCC Construction, and copied it to MCC, pointing out that there were three major problems in the project: the delay in the construction period was prominent, and MCC's allocation, control and support for the project were insufficient under constant urging; Safety management and control is not enough, there are many safety accidents such as cement tank overturning, car rollover, workers falling out of height, and on-site emergency handling capacity is poor; there is no comprehensive management and control of project quality. According to
the letter, if the first phase of the project cannot be completed according to the node, it will affect the construction of the second and third phases, and the agreement and implementation of the project payment settlement with the subcontractors will also affect the progress and quality of the project, requiring MCC to attach great importance to ensuring the construction period and safety.
China Smelter said that the rules of the construction industry are to confirm the contract payment after the acceptance of the project. At present, the project has not been accepted, but it does not have a significant impact on the overall performance of the listing. The 2022 annual report of
China Smelter shows that its revenue is 592.669 billion yuan, up 18.4% year-on-year, and its net profit is 10.27 billion yuan, up 22.66% year-on-year. Revenue in the first quarter of 2023 was 144.453 billion, with a year-on-year increase of 22.39%; net profit was 3.372 billion, with a year-on-year increase of 25.77%.
