On July 4, the Guangdong Energy Bureau issued the Notice on Strengthening the Standardized Management of New Energy Storage Power Stations, which pointed out that the municipal energy authorities, in conjunction with the municipal departments of natural resources, ecological environment, housing, urba n and rural construction, and fire protection, should unite with the power grid enterprises at the beginning of each year according to the planning and layout plan of the new energy storage power stations in the whole province. Taking into account the project construction needs, technology, land, safety, grid connection and other conditions in the region as a whole, the annual construction plan of new energy storage power stations in the region (excluding user-side energy storage) is formulated, and the annual construction plan of the region is submitted to the Provincial Energy Bureau at the end of March each year. The annual construction plan of the new energy storage project in 2023 will be reported before July 30 this year.

In order to implement the work plan of the state, provincial Party committees, and provincial governments on accelerating the high-quality development of the new energy storage industry, In accordance with the Standards for the Management of New Energy Storage Projects (Interim) (Guoneng Science and Technology Regulations [2021] 47), the Notice of the General Department of the National Energy Administration on Strengthening the Safety Management of Electrochemical Energy Storage Power Stations (Guoneng Comprehensive Safety [2022] 37), and the Guiding Opinions on Promoting the High-quality Development of New Energy Storage Industry in Guangdong Province (Guangdong Government Office [2023] 4), "Several Measures to Promote the Development of New Energy Storage Power Stations in Guangdong Province" (Guangdong Development and Reform Energy Letter [2023] 684) and "Guidelines for the Construction Planning and Layout of Independent Energy Storage Power Stations in Guangdong Province" (Yueneng Electric Power [2023] 36) and other relevant requirements, strengthen the standardized management of new energy storage projects in our province, and promote the construction of new energy storage power stations in Guangdong Province. Relevant work matters are hereby notified as follows:
I. Scientific and rational project planning and planning management
(I) The province will incorporate the development of new energy storage into the overall management of provincial energy and power planning. In conjunction with Guangdong Power Grid Company, the planning and layout of new energy storage power stations will be carried out, and the layout plan will be adjusted regularly according to the actual situation.
(2) At the beginning of each year, according to the planning and layout plan of the new energy storage power stations in the whole province, the competent energy departments of each city, in conjunction with the municipal departments of natural resources, ecological environment, housing, urban and rural construction and fire control, shall take into account the construction needs and technical, land, safety and grid-connected conditions of the projects in the region as a whole, and shall be responsible for the construction of the new energy storage power stations in the province. To formulate the annual construction plan of new energy storage power stations in the region (excluding user-side energy storage), and report the annual construction plan of the region to the Provincial Energy Bureau at the end of March each year. The annual construction plan of the new energy storage project in 2023 will be reported before July 30 this year.
(3) The annual construction plan shall include basic information such as project name, construction site, technical scheme, construction scale, start-up time and commissioning time. Projects included in the annual construction plan should have clear functional orientation, technical schemes should conform to relevant standards and specifications, and promise to start construction before the end of the year. Municipal energy authorities, in conjunction with relevant departments, urge projects included in the annual construction plan to go through various formalities in accordance with the law and regulations, and submit monthly summary of project construction progress to the Provincial Energy Bureau. The Provincial Energy Bureau shall incorporate the progress of the project into the provincial government's supervision account as required, and organize regular supervision and inspection with relevant units.
2. Standardize project filing and reserve management
(1) New energy storage power station projects shall be subject to territorial filing management. Before the construction of new energy storage power station projects, planning and site selection, demonstration of construction conditions and market demand analysis should be done well, and grid-connected access conditions should be implemented.
(2) Local energy authorities and filing authorities shall strengthen supervision after the event, organize verification as appropriate, urge projects to be constructed in accordance with the filing information, and cancel projects and remove the filing information that has been publicized to the public in accordance with the law for projects that have not started construction or have not gone through any other formalities within two years after the filing.
(3) Local energy authorities shall make full use of the national new energy storage big data platform, fill in the information on time according to the requirements of the Notice of the General Department of the National Energy Administration Forwarded by the Energy Administration of Guangdong Province on Officially Launching the Work of the National New Energy Storage Big Data Platform, and make a good project reserve by means of project database management.
3. Strengthen the construction and management
of new energy storage power stations (1) The design, construction and installation of new energy storage projects shall conform to the requirements of relevant management regulations and standards, and the units undertaking project design, construction and supervision shall have the qualifications prescribed by the state. The configuration of safety facilities in the project design documents shall meet the safety requirements of project construction, operation and maintenance. The main equipment shall meet the requirements of relevant standards and specifications, pass the testing and certification of institutions with corresponding qualifications, and select safe, reliable and environmentally friendly products. The grid-related equipment shall meet the relevant technical requirements for safe operation of the power grid.
(2) New energy storage power station project units should strengthen construction site management, strengthen monitoring of key parts and links, ensure investment in power station safety construction in accordance with relevant state regulations, and regularly organize construction site safety inspection. Before the new energy storage power station is put into operation, the completion acceptance shall be organized and the project quality supervision procedures shall be handled in strict accordance with the relevant provisions of the state, and the fire control acceptance of the power station shall be passed.
4. Carefully manage the grid-connected operation and maintenance
(1) Before the grid-connected acceptance of the new energy storage power station, the type test, commissioning test and grid-connected test of the main equipment and system of the power station shall be completed in accordance with the relevant provisions of the state.
(2) New energy storage power station project units and operation and maintenance units shall clarify safety production responsibilities and related responsibilities, formulate power station operation and maintenance and safety operation rules, regularly carry out equipment operation and maintenance, battery system health status assessment, network-related performance testing, strengthen staff professional skills training and assessment, and regularly carry out safety inspection.
(3) Power grid enterprises should improve the access rules for grid-connected new energy storage power stations, strengthen the requirements of technical standards for equipment quality of energy storage power stations, and actively cooperate with the grid-connected and acceptance of electrochemical energy storage power stations, so as to eliminate "grid-connected with diseases" for power stations that do not meet the requirements of national (industry) grid-connected technical standards.
5. Strengthen the emergency fire control management
of the new energy storage power station (1) The new energy storage power station should clearly define the person responsible for fire safety and the fire safety manager, establish and improve the fire safety responsibility system and the fire safety management system, and perform the fire safety management duties. Regularly carry out fire prevention inspection, fire prevention patrol and fire fighting equipment inspection according to law, and improve fire fighting organizations such as mini-fire stations to ensure that fire fighting facilities are in normal working condition.
(2) New energy storage power stations shall organize and prepare special emergency plans and on-site disposal plans, equip professional emergency disposal personnel and emergency rescue equipment to meet the needs of power station accident disposal, and organize regular emergency drills in accordance with the technical scheme and actual situation of power stations.
6. Strengthen coordinated supervision and information submission
(1) Local energy authorities should implement territorial management responsibilities, strengthen links with urban and rural housing construction, market supervision, emergency management, fire rescue and other departments, and carry out special supervision and on-site inspection in accordance with the division of responsibilities. New energy storage project units should strictly implement the main responsibility of safety production, and implement the management procedures of safety production, fire protection and environmental protection in accordance with relevant laws, regulations and technical specifications.
(2) Guangdong Power Grid Company should speed up the construction of data monitoring platform for new energy storage power stations in the whole province, and regularly report the operation and transfer of energy storage to the Provincial Energy Administration and the Southern Regulatory Bureau of the State Energy Administration. The project unit of the new energy storage power station shall submit information on battery performance, operation status of the power station, hidden danger investigation and treatment, and accident events in accordance with the regulations.
(3) Provincial Electric Power Industry Association, Provincial Electric Power Planning Research Center, Provincial Electric Power Design and Research Institute and other relevant units should give full play to the role of technical support, timely assist in summarizing the problems and experiences of planning and filing, project construction, grid-connected operation and safety management of new energy storage power stations, and do a good job in compiling relevant standards and norms. Promote industry self-discipline and innovative development.
