The Proposal for Promoting Distributed Photovoltaic Power Generation in Our Province on a Large Scale (No.20230152) has been received. Based on the opinions of the Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Ecology and Environment, Guangdong Power Grid Co., Ltd., China Southern Power Grid Co., Ltd., and the Southern Regulatory Bureau of the National Energy Administration, the reply is as follows:
All along, our province has been actively developing distributed photovoltaic. The main tasks are as follows: First, actively promote the construction of distributed photovoltaic power generation projects. In 2021, the Provincial Energy Bureau issued the Notice on Matters Relating to the Development and Construction of Wind Power and Photovoltaic Power Generation in 2021 (Yue Neng Xin Neng [2021] No.50), proposing that roof distributed photovoltaic power generation projects should be directly included in the scope of guaranteed grid connection, and vigorously promoting the pilot projects of roof distributed photovoltaic power generation in 32 counties (cities and districts) of our province. By the end of 2022, the installed capacity of distributed photovoltaic power generation in the province reached 8.37 million kilowatts, of which 3.23 million kilowatts were added in 2022, 2.6 times that in 2021. The second is to promote the standard formulation of distributed photovoltaic power generation. The Provincial Housing Construction Department guides the Guangdong Solar Energy Association to compile the industry standard "Service Standards for Residential Distributed Photovoltaic Power Generation Projects", and organizes the formulation of the local standard of Guangdong Province "Standards for Roof Photovoltaic Construction of Rural Residential Buildings in Guangdong Province". Third, strengthen power grid access services. Power grid companies provide simple, efficient and timely grid-connected services for distributed photovoltaic power generation projects, comprehensively improve business handling experience, realize business handling "not run once"; improve customer electricity sales income settlement experience, issue electricity purchase invoices and settle accounts for residential photovoltaic customers, and complete the whole process of settlement online; Actively promote the standardization and standardized management of distributed photovoltaic grid-connected access, and promote the development of distributed photovoltaic in an orderly manner. Fourthly, distributed photovoltaic power generation will be incorporated into the field of carbon inclusive mechanism in our province, and the work of carbon inclusive will be steadily promoted. In April 2022, the Provincial Department of Ecology and Environment revised and issued the "Measures for the Management of Carbon Inclusive Trading in Guangdong Province", extended the pilot areas of the original measures to the whole province, improved the management of carbon inclusive projects and the filing mechanism of certified emission reductions, and issued the "Carbon Inclusive Methodology for Installing Distributed Photovoltaic Power Generation Systems in Guangdong Province". Quantifying the carbon emission reduction of distributed photovoltaic power generation installed by enterprises and residents and realizing market-oriented trading have strongly promoted the promotion and application of distributed photovoltaic power generation in our province. Fifth, the introduction of mandatory installation of photovoltaic regulations. Laws and policy documents such as "Regulations on Green Buildings in Guangdong Province", "14th Five-Year Plan for Building Energy Conservation and Green Building Development in Guangdong Province", "Implementation Plan for Carbon Peak in Urban and Rural Construction in Guangdong Province" and "Action Plan for Building Energy Conservation and Efficiency Enhancement in Guangdong Province" have been promulgated successively, requiring new buildings to carry out integrated design, construction and installation of solar photovoltaic. Roof solar photovoltaic systems of new public institutions and factories should be "installed as much as possible" to realize self-use and surplus electricity access to the Internet. 2. Strengthen grid absorption, improve grid connection services

4. Strengthen scientific and technological innovation, expand application scenarios
