A few days ago, the Jiangxi Cement Association issued a notice on the development of peak staggering production in July-August 2023 and the implementation of the work requirements for the first half of the year. In order to continuously implement the spirit of the Notice on Further Improving the Normalized Peak-Staggered Production of Cement (GGXJJZ [2021] No.31) jointly issued by the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment, after discussion, the relevant work requirements for carrying out peak-staggered production in July-August and implementing the supplementary suspension in the first half of the year are hereby notified as follows:
I. Peak-shifting production arrangement & nbsp; & nbsp;
The unified peak-shifting production plan for 48 clinker production lines in the province in July and August is temporarily carried out for no less than 13 days, and all peak-shifting plans must be fully implemented before August 31. At the same time, in the first half of the year, the peak staggering plan was stopped less and the units that had not yet completed the supplementary work continued to implement the supplementary work, so as to ensure that the annual cumulative peak staggering production plan of each unit was fully stopped. II. Strengthen the inspection work & nbsp; & nbsp; Overall scheduling and divisional supervision. At the same time of the association's overall dispatch of peak-staggering production in the whole province, the whole province is divided into four districts, namely, East Jiangxi, West Jiangxi, South Jiangxi and North Jiangxi, to implement regional supervision. Each district is supervised and led by the relevant vice president units to strengthen communication with enterprises in the region and ensure that peak-staggering production is carried out in an orderly manner as planned. & nbsp; & nbsp;
2. Strengthen inspection and promote implementation. During the peak-alternation production period, the daily inspection, supervision and feedback mechanism shall be implemented (see the attachment for the specific cross-check arrangement). The deputy Secretary-General of the association shall take the lead in each area to continue to organize and carry out on-site inspection according to the inspection arrangement, and upload the video of the on-site inspection to the WeChat working group of Jiangxi Cement Association. The Secretariat of the association shall summarize the feedback according to the inspection and report it daily. & nbsp; & nbsp;
3. Track feedback and ensure implementation. Each inspection team shall pay close attention to the development of peak-shifting production of corresponding enterprises in the region, timely communicate and supervise those who fail to carry out peak-shifting production according to the plan or whose peak-shifting is not in place, and report the unsatisfactory communication effect to the Provincial Cement Association for coordination and treatment at the first time. The implementation of peak-shifting production of each enterprise shall be taken as the basis for the implementation of annual peak-shifting production. & nbsp; & nbsp;
4. Attach great importance to safety. Each regional inspection team shall carry out 2/3 on-site inspection based on the principle of fairness and justice and the attitude of attaching great importance to, being highly responsible for and being highly serious, and each enterprise shall actively cooperate with it; at the same time, during the inspection, special attention shall be paid to traffic safety and drunk driving shall be eliminated.
