1. Background
Cement industry is one of the main sources of air pollutant emissions, and its nitrogen oxide emissions account for about 19.2% of the total industrial emissions in the province, which is an important source of ozone pollution. At present, Henan, Zhejiang, Ningxia, Shanxi, Shandong and other places have issued the implementation plan of ultra-low emission transformation of cement, Hebei, Anhui, Hainan, Sichuan and other places have issued local standards for air pollutant emission in cement industry, while the ultra-low emission transformation of cement industry in Fujian Province is still in the exploratory stage, only a few cement enterprises carry out denitrification transformation. It is necessary to accelerate the comprehensive implementation of ultra-low emission transformation in the cement industry. Through the implementation of industrial transformation, it is conducive to freeing up environmental capacity for major projects, serving the high-quality development of the economy, guiding the orderly withdrawal of inefficient cement production capacity with high energy consumption and emission intensity, and promoting the transformation and upgrading of the industry; It is conducive to substantially reducing the emission of air pollutants such as particulate matter and nitrogen oxides, promoting the continuous improvement of regional air quality, and enhancing the people's sense of happiness and acquisition in the blue sky.
In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, implement the provincial Party committee's action plan of "learning deeply, striving for excellence, daring to be the first, and striving for practical results", continue to fight the blue sky defense war in depth, and promote the high-quality development of the cement industry. On the basis of fully studying and absorbing the spirit of the document "Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry (Draft for Opinions)" (Huan Ban Bian Han [2023] No.8) issued by the General Office of the Ministry of Ecology and Environment, Fujian Province has formulated the "Opinions on Fully Implementing the Transformation of Ultra-low Emission in Cement Industry" (hereinafter referred to as "Opinions").
2. Overall requirements
Adhere to the synergy of pollution reduction and carbon reduction, follow the principle of "source reduction, process control and end treatment", efficiently coordinate economic development and environmental protection, highlight key points, implement classified measures and advance step by step, and promote the implementation of ultra-low emission transformation of the whole process and the whole process in the cement industry.
One is to promote overall planning. Adhere to the combination of structural adjustment and pollution control, and encourage the reduction of pollutant emissions from the source through "optimizing the structure, controlling the total amount and strict access"; adhere to the integration of pollution reduction and carbon reduction, and encourage the simultaneous promotion of raw material (fuel) substitution and process transformation to improve energy efficiency in the process of ultra-low emission transformation, so as to achieve the synergy of pollution reduction and carbon reduction; Insist on the promotion of governance and daily management, while standardizing the construction of governance facilities, strengthen daily operation management, strengthen monitoring and control, account records, and improve the level of operation and maintenance.
The second is to implement step by step. Reasonably grasp the progress and rhythm of work, promote the transformation of ultra-low emissions in stages, and first promote leading enterprises to implement the transformation of ultra-low emissions in new dry kilns of 5000 tons per day or more. Gradually expand to enterprises in key areas, other enterprises with new dry kilns of 5000 tons per day or more, new dry kilns of less than 5000 tons per day and independent cement grinding stations, and promote them in an orderly manner in three years.
Third, incentive and guidance. Through financial support, tax incentives, reduction and exemption of off-peak production, carbon quota support, performance classification and differential management and control and other policy measures, we can better play the role of policy guidance, form effective incentives and constraints, and promote cement enterprises to accelerate the implementation of ultra-low emission transformation.
3. The main contents
of the Opinions include five parts.
The first part is the general requirements, which mainly expounds the overall idea of implementing the ultra-low emission transformation of the cement industry.
The second part is the main objective, which defines the time limit for the transformation of existing cement clinker production enterprises and independent cement grinding stations, and the new reconstruction and expansion (including relocation) cement projects should reach the ultra-low emission level synchronously.
The third part is the index requirement, which defines the organized emission control index, the unorganized control requirement and the clean transportation requirement.
The fourth part is the key task, defining the specific timetable, road map and construction drawings. One is to optimize and adjust the industrial structure. According to the principle of "optimizing structure, controlling total amount and strict access", we should give full play to the role of energy consumption, environmental protection and quality indicators, guide the orderly withdrawal of inefficient production capacity with high energy consumption and emission intensity, and promote the high-quality development of the industry. The second is to promote the transformation of ultra-low emissions. Standardized and efficient dust removal, desulfurization and denitrification facilities shall be adopted to ensure that the pollutant indicators are stable and meet the requirements of organized ultra-low emission limits; treatment measures such as sealing, sealing and configuration of waste gas collection facilities shall be adopted to effectively control the unorganized emission of materials in storage and transfer links; Strengthen the transformation of clean transportation, give priority to the use of railways, waterways, pipe galleries or new energy vehicles for off-site transportation, and give priority to the use of belt, track and roller transport systems for in-plant transportation. The three is to promote pollution reduction and carbon reduction. Strictly implement the "14th Five-Year Plan for Energy Conservation and Carbon Reduction in Fujian Building Materials Industry", and promote the cement industry to improve the energy efficiency level of the industry and reduce the intensity of pollutants and carbon emissions through raw material substitution, fuel substitution and process transformation. Fourth, improve the level of enterprise management. Strengthen the construction of supervision platform, improve monitoring and control equipment, standardize operation and maintenance, realize digital, information and intelligent management, and enhance the monitoring and supervision ability of enterprises on pollution control facilities and clean transportation.
The fifth part is policy measures, including strengthening organizational leadership, strengthening the main responsibility of enterprises, increasing policy support, strengthening law enforcement and supervision, and strengthening publicity and guidance. On July 6-7,
