The circular pointed out that for stock projects whose energy efficiency is lower than benchmark level, all localities should make clear the time limit for upgrading and elimination, formulate annual plans for transformation and elimination, guide enterprises to carry out energy-saving and carbon-reducing technological transformation or elimination and withdrawal in an orderly manner, upgrade the energy efficiency transformation to above the benchmark level within the prescribed time limit, and ensure that the project is completed. I. Expanding the scope
of key areas Combining the energy consumption, scale and volume of products in key industrial areas, Technical status and transformation potential, etc., to further expand the field of energy efficiency constraints. Previously, oil refining, coal-to-coke, coal-to-methanol, coal-to-olefin, coal-to-ethylene glycol, caustic soda, soda ash, calcium carbide, ethylene, p-xylene, yellow phosphorus, synthetic ammonia, monoammonium phosphate, diammonium phosphate, cement clinker, flat glass, building ceramics, sanitary ceramics, ironmaking, steelmaking, ferroalloy smelting, copper smelting, lead smelting, zinc smelting, etc. On the basis of the benchmark level and benchmark level of energy efficiency in 25 key areas such as electrolytic aluminium, 11 areas such as ethylene glycol, urea, titanium dioxide, polyvinyl chloride, refined terephthalic acid, radial tires, industrial silicon, toilet paper, tissue paper, cotton, chemical fiber and blended woven fabrics, knitted fabrics, yarns and viscose staple fibers will be added. We will further expand the scope of energy conservation and carbon reduction in key industrial areas.
2. Strengthen the energy efficiency level to lead
the advanced energy efficiency level of domestic and foreign production enterprises, and determine the energy efficiency benchmarking level in key industrial areas. According to the actual situation of the industry, the development expectation and the overall energy efficiency level of the production equipment, the factors such as achieving the carbon peak target on schedule, maintaining stable production and supply, and facilitating the operation and implementation of enterprises are taken into account as a whole, and the energy efficiency benchmark level of each industry is scientifically delimited in combination with the revision of the energy consumption quota standards of each industry. The benchmarking level and benchmark level of energy efficiency in key areas are dynamically adjusted according to the development of the industry and the revision of standards. Strengthen the leading role of energy efficiency benchmarking and benchmarking constraints, encourage and guide industry enterprises to base themselves on long-term development, and implement energy-saving and carbon-reducing transformation and upgrading with high standards.
3. Promote classified transformation and upgrading
according to the benchmark level and benchmark level of energy efficiency. For the proposed and under construction projects, the construction and implementation of energy efficiency benchmarking level should be carried out, and the energy efficiency level should be fully promoted, so as to achieve the benchmarking level in an all-round way. For the stock projects whose energy efficiency is between the benchmark level and the benchmark level, we should encourage the application of green low-carbon technology and equipment, guide enterprises to change and improve as much as possible, and drive the whole industry to increase energy saving and carbon reduction transformation, so as to improve the overall energy efficiency level. For stock projects whose energy efficiency is lower than benchmark level, all localities should clearly define the time limit for upgrading and elimination, formulate annual transformation and elimination plans, guide enterprises to carry out energy-saving and carbon-reducing technological transformation or elimination in an orderly manner, upgrade energy efficiency transformation to above the benchmark level within the prescribed time limit, and eliminate projects that cannot be completed on time. For the previously defined oil refining, coal-to-coke, coal-to-methanol, coal-to-olefin, coal-to-ethylene glycol, caustic soda, soda ash, calcium carbide, ethylene, p-xylene, yellow phosphorus, synthetic ammonia, monoammonium phosphate, diammonium phosphate, cement clinker, flat glass, building ceramics, sanitary ceramics, ironmaking, steelmaking, ferroalloy smelting, etc. In principle, technical transformation or elimination should be completed by the end of 2025; For the 11 fields added this time, such as ethylene glycol, urea, titanium dioxide, polyvinyl chloride, purified terephthalic acid, radial tires, industrial silicon, toilet paper base paper, tissue paper base paper, cotton, chemical fiber and blended woven fabrics, knitted fabrics, yarns, viscose staple fibers, etc., in principle, technical transformation should be completed or eliminated by the end of 2026.
4. To coordinate and link up
the work, all localities should timely summarize the previous work experience in finding out the energy efficiency in key areas, formulating the implementation plan of technological transformation, and promoting key energy-saving and carbon-reducing projects, and expand the scope of energy efficiency level in key areas, according to the local industrial development conditions. New areas should be included in the work of energy conservation and carbon reduction in key areas of the region in a timely manner, so as to achieve overall consideration, steady and steady progress, orderly convergence and stubble pressing. We should constantly optimize and improve the implementation plan of energy-saving and carbon-reducing technological transformation in the region, gradually establish a dynamic updating and adjustment mechanism, ensure orderly policy convergence and steady implementation of the plan, form a number of typical experiences that can be used for reference, replicated and popularized, and promote energy-saving and carbon-reducing transformation and upgrading in key areas in a solid and orderly manner.
5. Improve relevant supporting policies
and make full use of existing policy tools to strengthen market regulation and supervision of energy conservation and carbon reduction through medium and long-term loans, green credit, green bonds, climate investment and financing, tiered electricity prices, industrial energy conservation supervision, environmental protection supervision and law enforcement. Promote financial institutions to provide high-quality financial services to energy-saving and carbon-reducing upgrading projects under the premise of controllable risks and sustainable business, implement preferential tax policies such as energy-saving special equipment, technological transformation and comprehensive utilization of resources, accelerate the pace of enterprise upgrading, and improve the overall energy efficiency level of the industry.
Local governments should deeply understand and attach great importance to the importance of strict energy efficiency constraints in promoting energy conservation and carbon reduction in key areas, adhere to the concept of system, respect market rules, refine work requirements, strengthen responsibility implemen tation, steadily and orderly promote energy conservation and carbon reduction technology transformation, and effectively avoid "one-size-fits-all" management. Supply chain stability and smooth economic and social operation.
This Circular shall be implemented as of the date of issuance, and the Circular on the Issuance of Energy Efficiency Benchmarking and Benchmarking Levels in Key Areas of High Energy-consuming Industries (2021 Edition) (Development and Reform Industry [2021] 1609) shall be abolished at the same time.
