1. Expanding the scope of

key areas and further expanding the areas of energy efficiency constraints in combination with the energy consumption, scale, volume, technological status and transformation potential of products in key industrial areas. Previously, oil refining, coal-to-coke, coal-to-methanol, coal-to-olefin, coal-to-ethylene glycol, caustic soda, soda ash, calcium carbide, ethylene, p-xylene, yellow phosphorus, synthetic ammonia, monoammonium phosphate, diammonium phosphate, cement clinker, flat glass, building ceramics, sanitary ceramics, ironmaking, steelmaking, ferroalloy smelting, copper smelting, lead smelting, zinc smelting, etc. On the basis of the benchmark level and benchmark level of energy efficiency in 25 key areas such as electrolytic aluminium, 11 areas such as ethylene glycol, urea, titanium dioxide, polyvinyl chloride, refined terephthalic acid, radial tires, industrial silicon, toilet paper, tissue paper, cotton, chemical fiber and blended woven fabrics, knitted fabrics, yarns and viscose staple fibers will be added. 2. Strengthen the energy efficiency level to lead

the advanced energy efficiency level of domestic and foreign production enterprises, and determine the energy efficiency benchmarking level in key industrial areas. According to the actual situation of the industry, the development expectation and the overall energy efficiency level of the production equipment, the factors such as achieving the carbon peak target on schedule, maintaining stable production and supply, and facilitating the operation and implementation of enterprises are taken into account as a whole, and the energy efficiency benchmark level of each industry is scientifically delimited in combination with the revision of the energy consumption quota standards of each industry. The benchmarking level and benchmark level of energy efficiency in key areas are dynamically adjusted according to the development of the industry and the revision of standards. Strengthen the leading role of energy efficiency benchmarking and benchmarking constraints, encourage and guide industry enterprises to base themselves on long-term development, and implement energy-saving and carbon-reducing transformation and upgrading with high standards.

3. Promote classified transformation and upgrading

according to the benchmark level and benchmark level of energy efficiency. New areas should be included in the work of energy conservation and carbon reduction in key areas of the region in a timely manner, so as to achieve overall consideration, steady and steady progress, orderly convergence and stubble pressing. Promote financial institutions to provide high-quality financial services to energy-saving and carbon-reducing upgrading projects under the premise of controllable risks and sustainable business, implement preferential tax policies such as energy-saving special equipment, technological transformation and comprehensive utilization of resources, accelerate the pace of enterprise upgrading, and improve the overall energy efficiency level of the industry.
