Cross-border crackdown on illegal sand mining in the main stream of the Huaihe River

Recently, with the support of the Huaihe River Bureau of Anhui Province, the Municipal Water Conservancy Bureau, in conjunction with the water conservancy departments of Fuyang, Xinyang and other places, and the three sand mining law enforcement brigades of the Huaihe River Administration of Anhui Province, launched the 2023 "Blue Shield-Flood Season" special action to crack down on illegal sand mining in the provincial boundary waters.

In this special operation, nearly 50 water administrative law enforcement officers, 6 law enforcement vehicles and 4 law enforcement vessels were dispatched from two provinces and three cities to inspect the river course for nearly 30 kilometers and investigate the situation of sand-related vessels in the main stream of the Huaihe River. This special action is an important measure taken by Lu'an City to implement the "Blue Shield-May Day, Flood Season" regulation action of the water conservancy industry to crack down on illegal sand mining in rivers in 2023. It is also an important part of the water conservancy industry to strengthen joint prevention and control of law enforcement, and to build a unified and coordinated regional law enforcement pattern in cross-border river sections.

It is understood that in recent years, the management of sand mining in the Huaihe River in Lu'an City has been constantly standardized, large-scale illegal sand mining in the main stream of the Huaihe River has been basically eliminated, and the appearance of the river has been continuously improved. By the end of 2021, the management of sand mining in the Huaihe River has realized the dynamic clearance of illegal sand mining vessels for the first time. In 2022, under the organization of the Huaihe River Water Conservancy Commission, three cities and five counties in Henan and Anhui provinces jointly signed the Agreement on Joint Supervision of Sand Mining in Cross-border River Sections (Waters) of the Huaihe River in Henan and Anhui, formally establishing a joint prevention and control mechanism in the waters bordering the Huaihe River. Next, the Municipal Water Conservancy Bureau will continue to strengthen departmental collaboration, form a joint effort to strictly implement the responsibility of sand mining management, strengthen the joint defense and strike mechanism, maintain the order of river sand mining management, and provide a strong guarantee for the safety and stability of rivers and lakes.
