In 2022, under the organization of the Huaihe River Water Conservancy Commission, three cities and five counties in Henan and Anhui provinces jointly signed the Agreement on Joint Supervision of Sand Mining in Cross-border River Sections (Waters) of the Huaihe River in Henan and Anhui, formally establishing a joint prevention and control mechanism in the waters bordering the Huaihe River.
