1. Bidding conditions
1.1 The glass curtain wall reconstruction project of the office building of Suining Shehong Branch of Industrial and Commercial Bank of China (project name) has been approved by Suining Branch of Industrial and Commercial Bank of China Limited, and the project owner is Suining Branch of Industrial and Commercial Bank of China Limited. The construction funds come from self-raised funds (source of funds), the proportion of project investment is 100%, and the tenderer is Suining Branch of Industrial and Commercial Bank of China Limited. The project has met the bidding conditions, and now the project is subject to public bidding. 1.2
This bidding project is a construction project invested by state-owned financial enterprises, and the bidding organization form is entrusted bidding.
2． Project Overview and Bidding Scope
2.1 Project Name: Glass Curtain Wall Renovation Project of Suining Shehong Sub-branch Office Building of Industrial and Commercial Bank of China. 2.2
Construction site: No.205, Xinyang Street, Taihe Town, Shehong City.
2.3 Reconstruction area: about 343.93 square meters of the original glass curtain wall shall be removed and the aluminum alloy keel LOW-E hollow glass curtain wall shall be installed. 2.4 Division of
bid sections: 1 bid section. 2.5
Bidding scope: all construction contents within the scope of construction drawings and bill of quantities.
3. Qualification requirements
for bidders 3.1 This tender requires bidders:
(1) Qualification level requirements: having the qualification of professional contracting of curtain wall engineering at or above the second level issued by the competent construction administrative department (enterprises outside the province need to provide the "Construction Enterprises Outside Sichuan Province Entering Sichuan Province" within the validity period. Registration Certificate for Verification of Undertaking Business or Basic Information Entry Certificate of Provincial Departments for Undertaking Business of Construction and Supervision Enterprises Outside Sichuan Province with QR Code or Electronic Registration Form for Information Submission of Construction Enterprises Outside Sichuan Province with QR Code), and have valid safety production licenses (except for landscaping, elevator installation, etc.).
(2) Financial requirements: In the recent three years (2019, 2020, 2021 or 2020, 2021, 2022), there is no loss in the company's financial situation, and the financial report shall prevail.
(3) Reputation requirements: not in the state of property being taken over, frozen or bankrupt, and not in the period of relevant administrative penalties within the administrative region of Sichuan Province. Not in the bidding prohibition period. It has not been listed as a "blacklist" by trade associations.
(4) Performance requirements: The Company has completed the performance of at least one similar project in recent years (from January 1, 2020 to the present). Similar projects refer to the performance of similar projects of building curtain wall engineering. The performance certification time shall be subject to the time of the completion acceptance certification materials, and the completed project performance shall be provided with copies of the contract agreement and the completion acceptance certification documents (original for future reference).
(5) Project manager: with the certificate of registered constructor at or above the second level of construction engineering specialty (must be the personnel of the bidding unit), and must have a valid B certificate of safety production assessment. When participating in the bidding of this project, he did not act as the project manager in other unfinished projects, nor did he act as the project manager in other projects after winning the bid and before completion.
(6) Other requirements:
The proposed technical director shall have the certificate of intermediate or above professional title of engineering. 3.2 Consortium bidding is not accepted
in this tender.
4． Acquisition
of Bidding Documents 4.1 Those who intend to participate in the bidding shall, from March 10, 2023 to March 16, 2023 (excluding statutory public holidays and statutory holidays), from 9:00 a.m. to 12:00 p.m. and from 14:00 p.m. to 17:00 p.m. (Beijing time, the same below). Purchase the bidding documents with the following materials. 4.2 When purchasing the bidding documents,
the bidder shall provide
(1) a letter of introduction from the unit and the ID card of the person in charge;
(2) Duplicate of business license, organization code certificate and tax registration certificate (only the business license of "unified social code" is required if "three certificates in one" has been implemented);
(3) Grade II or above qualification for professional contracting of curtain wall engineering issued by the competent construction administrative department;
(4) Duplicate of work safety license;
(5) The enterprises outside the province shall provide the Valid Registration Certificate of Sichuan Provincial Construction Enterprises Entering Sichuan for Undertaking Business or the Basic Information Entry Certificate of Sichuan Provincial Department of Construction and Supervision Enterprises Entering Sichuan for Undertaking Business with QR Code or the Electronic Registration Form of Sichuan Provincial Construction Enterprises Entering Sichuan for Information Submission with QR Code.
Note: a copy with the company's official seal must be kept at the time of registration. 4.3 Selling price of the
bidding documents: RMB 200/copy (the bidding documents are non-refundable after sale, the bidding qualification cannot be transferred, and the name of the company purchasing the bidding documents must be consistent with the name of the bidding company). 4.4
This tender provides the service of mail order of tender documents. If the bidding documents are ordered by mail, the bidder shall scan and send the above application materials to the designated mailbox (the mail name is XXX project application materials, and the letter of introduction specifies the contact telephone number) to obtain the bidding documents through the network.
5. The deadline for submission of bidding documents (bidding deadline, the same below) is 10:00 on March 31, 2023 (Beijing time).
