Sichuan: By 2025, the comprehensive energy consumption per unit product of cement clinker will be reduced by more than 1 percent

Strengthen the supervision of capacity replacement, speed up the withdrawal of inefficient production capacity, strictly prohibit new production capacity of cement clinker and flat glass, and guide the transformation of building materials industry to light, intensive and product-oriented.

Recently, Sichuan Provincial Department of Economy and Information Technology, Sichuan Development and Reform Commission and Sichuan Provincial Department of Ecology and Environment jointly issued the Implementation Plan of Carbon Peak in Sichuan Industrial Field.

Among them, the key tasks related to the cement industry are as follows:

1. Accelerate the optimization and adjustment of industrial structure and layout, resolutely curb the blind development of "two high and one low" projects, and vigorously cultivate and develop green and low-carbon industries. We will improve the comprehensive standard system focusing on environmental protection, energy consumption, quality, safety and technology, strictly enforce the law regularly and implement mandatory standards, eliminate backward production capacity in accordance with the law and regulations, eliminate excess capacity, and strictly implement the policy of capacity replacement in steel, cement, flat glass, electrolytic aluminium and other industries.

2. Adjust and optimize the energy consumption structure. We will focus on controlling fossil energy consumption, promote coal reduction, coal restriction and diversified substitution in key coal-using industries such as iron and steel, coal chemical industry and cement in an orderly manner, strengthen the centralized use of coal, and promote the clean utilization of coal according to its quality and classification. Promote clean and efficient coal utilization technology and equipment in key industries such as iron and steel, cement, boilers, kilns and other key areas.

3. Improve the utilization level of clean energy. We will promote the efficient use of clean energy such as photovoltaic, wind power, hydropower, hydrogen energy and biomass power generation in industry. We will encourage the large-scale application of alternative energy sources such as hydrogen energy, biofuels and waste-derived fuels in steel, cement and chemical industries.

4. Greatly improve energy efficiency. Focus on key industries such as iron and steel, electrolytic aluminium, cement, flat glass, oil refining, ethylene, synthetic ammonia, calcium carbide and data centers, encourage enterprises to match the advanced value of energy consumption quota standards or international advanced level, promote the app lication of advanced technology, accelerate the implementation of energy-saving and carbon-reducing upgrading and transformation, and promote energy conservation and carbon reduction. Cultivate a number of energy-saving and carbon-reducing benchmarking enterprises and national energy efficiency "leaders", create a number of energy-saving and carbon-reducing demonstration projects, and form a number of replicable and popularizable technologies and experiences. We will promote energy-saving renovation of key energy-using equipment systems such as motors, fans, pumps, compressors, transformers, heat exchangers and industrial boilers, and comprehensively improve energy efficiency.

5. Strengthen the comprehensive utilization of industrial solid waste. We will promote the coordinated disposal of solid waste in iron and steel kilns, cement kilns and chemical plants. Promote the production of cement from non-carbonate raw materials, optimize the structure of raw materials such as coal chemical industry, synthetic ammonia and methanol, and promote the diversification of petrochemical raw materials. We will promote the application of energy-saving and consumption-reducing technologies for industrial kilns and furnaces such as pure oxygen, oxygen-enriched air, electric boosting and full electric melting, and energy-saving and carbon-reducing equipment such as cement high-efficiency grate coolers, high-efficiency energy-saving grinding, low-resistance cyclone preheaters, multi-line float glass kilns, and ceramic dry milling. We will accelerate the certification and application of green building materials, and strengthen the development and application of new cementitious materials, low-carbon concrete, wood and bamboo building materials and other low-carbon building materials. By 2025, the comprehensive energy consumption per unit product of cement clinker will be reduced by more than 1%. By 2030, the substitution level of raw materials and fuels will be greatly improved, and a number of green low-carbon production lines with synergistic effects of pollution reduction and carbon reduction will be transformed and constructed in cement, glass, ceramics and other industries, so as to realize the industrialization demonstration of carbon capture, utilization and storage technology in kilns.
