According to
the Plan, by 2025, the energy consumption per unit of industrial added value above the scale of Sichuan Province will be reduced by 14% compared with 2020, and the carbon dioxide emission per unit of industrial added value will be reduced by 19. To ensure that carbon dioxide emissions in the industrial sector of the province reach their peak by 2030, and strive to take the lead in reaching the peak of carbon dioxide emissions in key industries where conditions permit.
The Plan proposes to focus on achieving the goal of carbon peak and carbon neutralization, to optimize and strengthen clean energy industries such as water, scenery and natural gas (shale gas), to develop and expand clean energy supporting industries such as crystalline silicon photovoltaic and energy equipment, and to accelerate the development of clean energy application industries such as power batteries, vanadium and titanium, and new energy vehicles. Accelerate the large-scale application of new energy storage, promote the development of the whole chain of hydrogen energy "production, storage, transportation and marketing", and explore the coordinated development of wind, solar, hydropower and hydrogen energy industry.
The circular calls for improving the level of clean energy utilization. We will promote the efficient use of clean energy such as photovoltaic, wind power, hydropower, hydrogen energy and biomass power generation in industry. We will encourage the large-scale application of alternative energy sources such as hydrogen energy, biofuels and waste-derived fuels in steel, cement and chemical industries. Enhance the absorption capacity and intelligent level of distributed energy in power grid, encourage enterprises and parks to develop distributed photovoltaic, decentralized wind power, natural gas distributed energy, multi-energy storage, high-efficiency heat pump, waste heat and pressure utilization, intelligent energy management and control, promote efficient complementary utilization of multi-energy, and promote large-scale and high proportion of clean energy consumption.
The Plan also proposes to build a new energy automobile industry chain supply chain in an all-round way, vigorously develop the whole industry chain of lithium-ion batteries and power storage batteries, and accelerate the R & D and industrialization of key technologies such as power battery materials, monomers, modules and management systems. Cultivate and introduce the leading enterprises of new energy vehicles, support the transformation of traditional fuel vehicle enterprises, and form the mass production capacity of new energy vehicles. We will actively develop battery recycling, cascade utilization and resource recycling, explore large-capacity supercapacitor energy storage equipment, and introduce cutting-edge projects such as energy storage power stations, battery managers and electrical control. Speed up the construction of charging piles and the innovation of power exchange mode, and build a convenient, efficient and moderately advanced charging network system.
In addition, the Plan calls for strengthening the recycling of renewable resources. We will promote the recycling of waste from emerging industries such as retired power batteries, photovoltaic modules and wind turbine blades, carry out the establishment of demonstration enterprises, demonstration projects and demonstration scenarios for the recycling of power batteries for new energy vehicles, and promote the construction of a recycling system for power batteries.
In view of the electronics industry, the Plan calls for accelerating the high-end development of the crystalline silicon photovoltaic industry , promoting technological updates in key links, and continuously reducing production energy consumption and costs. Increase crystalline silicon the chain development of silicon materials, silicon wafers, batteries and components, and form a coordinated industrial cluster in the upper, middle and lower reaches. Promote the innovation and development of thin film photovoltaic industry. Promote the R & D and industrial application of polysilicon closed-loop manufacturing technology, advanced crystal pulling technology and clean production technology of printed circuit board. By 2025, the proportion of non-electric energy in lithium-ion materials and optical fiber industries will be below 7% and 2% respectively. In order to thoroughly implement the major strategic decisions of the Party Central Committee and the State Council on carbon peak and carbon neutralization and the work deployment of provincial Party committees and provincial governments, promote carbon peak in the industrial field in an orderly manner, and accelerate the realization of green and low-carbon transformation in the industrial field. This plan is formulated in accordance with the Implementation Plan for Carbon Peak in the Industrial Field, the Implementation Opinions of the CPC Sichuan Provincial Committee and the Sichuan Provincial People's Government on Implementing the New Development Concept Completely, Accurately and Comprehensively to Do a Good Job in Carbon Peak and Carbon Neutralization, and the Implementation Plan for Carbon Peak in Sichuan Province, and in combination with the actual situation of our province.
1. General requirements
(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should thoroughly implement the thought of ecological civilization of Xi Jinping and the spirit of the important instructions of the General Secretary of Xi Jinping to visit Sichuan, comprehensively implement the decision-making arrangements of the Twentieth Congress of the CPC and the Third Plenary Session of the Twelfth Provincial Committee of the CPC, base ourselves on the new stage of development, completely, accurately and comprehensively implement the new development concept, serve and integrate into the new development pattern. (2) Basic principles.
Steady and orderly, key breakthroughs. On the premise of maintaining a steady increase in the proportion of manufacturing industry and the safety of industrial chain and supply chain, we should actively and steadily promote the tasks of carbon peak, coordinate the relationship between industrial economic growth and green low-carbon transformation, and promote key areas, key industries and conditional industrial parks to take the lead in peak. Give priority to
saving and control the source. We will continue to give top priority to saving energy and resources, improve utilization efficiency, continuously reduce resource and energy consumption and carbon emissions per unit of major products, and reduce carbon dioxide emissions from the source.
The government leads and the market leads. Insist on both the government and the market, better play the role of the government, and deepen the reform of energy and related fields. Give full play to the role of market mechanism, guide market participants to actively participate in carbon peak work, and form an effective incentive and restraint mechanism oriented by carbon emission reduction.
Innovation-driven, digital empowerment. We should persist in taking innovation as the first driving force, strengthen scientific and technological innovation and institutional innovation, vigorously promote green and low-carbon technological research and technological innovation, enable green with digitalization and intellectualization, and foster and strengthen green and low-carbon new momentum.
(3) Main objectives. During
the 14th Five-Year Plan period, remarkable progress has been made in the adjustment and optimization of industrial structure and energy consumption structure, the utilization efficiency of energy resources has been greatly improved, a number of green factories and green industrial parks have been built, a number of low-carbon zero-carbon-negative technology and equipment products with remarkable emission reduction effect have been developed, demonstrated and popularized, and green low-carbon advantages have been achieved. High-standard construction of national strategic support zones to achieve the goal of carbon peak and carbon neutralization lays a solid foundation for the realization of carbon peak and carbon neutralization. During the "15th Five-Year Plan" period, significant progress has been made in the adjustment of industrial structure and energy consumption structure, and the utilization efficiency of energy resources in key industries has reached the advanced level in China. Key breakthroughs have been made in green low-carbon technologies, green low-carbon industries have maintained the leading level in the country, and carbon neutralization capacity has been strengthened on the basis of achieving carbon peak in the industrial sector. The intensity of industrial energy consumption and carbon dioxide emissions will continue to decline, so as to achieve the synergy of pollution reduction and carbon reduction, ensure that the carbon dioxide emissions in the industrial sector of the province will reach the peak by 2030, and strive to take the lead in reaching the peak of carbon dioxide emissions in key industries where conditions permit.
2. Key tasks
(1) Deep adjustment of industrial structure. We will accelerate the optimization and adjustment of industrial structure and layout, resolutely curb the blind development of "two high and one low" projects, and vigorously cultivate and develop green and low-carbon industries. Accelerate the construction of a green and low-carbon development pattern. Based on the overall development and regional coordination of the whole province, we should focus on promoting green and low-carbon development, optimize the regional industrial layout as a whole, upgrade the industrial level and development level, and build an industrial development pattern that supports carbon peak and carbon neutralization. Based on the advantages and industrial foundation of clean energy in our province, we should undertake industrial transfer in Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area and other regions at a high level, and actively undertake the development of green high-energy industries that meet the requirements of ecological environment zoning control and environmental protection, energy efficiency and safety production standards. Build a number of demonstration projects for energy conservation and carbon reduction, and form a number of technologies and experiences that can be replicated and popularized. We will promote energy-saving renovation of key energy-using equipment systems such as motors, fans, pumps, compressors, transformers, heat exchangers and industrial boilers, and comprehensively improve energy efficiency. Energy-saving diagnosis will be implemented in an all-round way, and key enterprises will be encouraged to adopt contract energy management, energy trusteeship and other modes to implement transformation. Promote key energy-using units to carry out energy efficiency benchmarking, upgrade and eliminate in batches according to energy efficiency benchmarking level and benchmark level, and promote key energy-using units to improve energy consumption level. We will continue to promote the construction of on-line monitoring system for energy consumption of key energy-using units, guide key energy-using units to improve their energy management system, and explore the evaluation of the effect of energy management system construction. We should broaden the field of electric energy substitution and encourage the implementation of electric energy substitution and electrification transformation. We will accelerate the conversion of industrial coal to electricity, take measures according to local conditions and industries, accelerate the promotion and application of electric kilns, electric boilers, electric heating and other equipment, and carry out electric energy substitution such as high-temperature heat pumps and high-power electric heating energy storage boilers. 5. Organization and implementation
(1) Strengthen overall promotion. Municipalities (prefectures) should thoroughly implement the decision-making and deployment of the Party Central Committee, the State Council, provincial Party committees and provincial governments on carbon peak and carbon neutralization work, formulate and promulgate relevant plans in the region in light of actual conditions, and establish an industrial carbon peak work system with clear responsibilities, orderly coordination and strong supervision. Relevant responsible departments should strengthen coordination and cooperation, strengthen work guidance and form policy synergy in accordance with the principle of "overall coordination and division of responsibilities". According to the unified deployment of the state, we should study and establish a "double-control" assessment mechanism for carbon emission intensity and total amount, strengthen supervision and assessment, and force green and low-carbon transformation and upgrading in the industrial field.
(2) Strengthen the implementation of responsibilities. Municipalities (prefectures) and relevant responsible departments should have a deep understanding of the importance, urgency and complexity of carbon neutralization work, and focus on the implementation of various tasks in accordance with the decision-making and deployment of provincial Party committees and provincial governments and the main objectives and key tasks set out in this plan, so as to ensure that policies, measures and results are in place. State-owned enterprises should study and formulate the implementation plan and route of carbon peak, decompose and implement tasks and measures, take the lead in building a carbon emission information disclosure system, and play a leading role. Relevant industry organizations should give full play to the role of bridge and link, and strengthen the guidance and service to enterprises.
(3) Cultivating talents. We will actively cultivate third-party service institutions and market intermediary organizations, develop social organizations related to low-carbon industries, support qualified institutions of higher learning, scientific research institutions, enterprises and relevant professional institutions of the state, and establish or jointly build green low-carbon technology centers or innovation centers. We will deepen the integration of industry and education, encourage schools and enterprises to jointly carry out collaborative education projects, and accelerate the training of green and low-carbon technology research and development, industrial management, international cooperation, policy research and other professionals. Strengthen the training of leading cadres and business managers at all levels on climate change and low-carbon development, enhance their ability to promote green and low-carbon development, and improve their scientific decision-making ability.
