The Outline clearly defines the guiding ideology and puts forward the development goals of 2025 and 2035. By 2025, by combining qualitative and quantitative methods, the overall quality level will be further improved from six aspects, the influence of Chinese brands will be steadily enhanced, the people's sense of quality and satisfaction will be significantly enhanced, the role of quality in promoting economic and social development will be more prominent, and the construction of a strong quality country will achieve phased results. Studying the Outline, we can clearly feel that the most important goal and task of this year's concrete industry development is to promote high-quality development. From June 2 to 4, 2023, the 2023 China Concrete and Cement Products Industry Conference and China Concrete Exhibition will be held in Nanjing, which are important measures to promote the high-quality development of the whole industry.

Since 2022, the credit system construction of China's concrete and cement products industry, led by China Concrete and Cement Products Association and jointly built by leading enterprises in the industry, has set sail. The Opinions on Accelerating the Construction of a Unified National Market issued by the Central Committee of the Communist Party of China
and the State Council, as well as the Opinions on Promoting the Construction of a High-quality Social Credit System and Promoting the Formation of a New Development Pattern issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council, are programmatic documents to promote the construction of China's social credit system. All of them put forward guiding opinions on speeding up the construction of social credit system. Accelerating the construction of credit system in China's concrete and cement products industry is a basic institutional work that must be done well for the high-quality development of the whole industry at present and in the future. In other words, the construction of industry credit system is a necessary track for the mature and steady development of China's concrete and cement products industry. We must drive more enterprises in the industry to pay attention to and participate in the construction of the industry credit system in the best "window period" of the construction of the industry credit system. Through the joint efforts of the association and some large enterprises, the top-level design of the industry credit system construction is beginning to show. Inspired by the strong national policy, the Association has compiled the General Plan for the Construction of Credit System in Concrete and Cement Products Industry, which puts forward the overall requirements, basic ideas and key work arrangements for the construction of credit system in the industry. In accordance with the requirements of the overall scheme of industry credit evaluation, the field of ready-mixed concrete in the concrete and cement products industry is taken as a pilot project, and the association initiates the establishment of a "working committee" for the construction of the credit system of the ready-mixed concrete industry, and an expert committee for credit evaluation is set up to study and promote the credit of the ready-mixed concrete industry by the "working committee". With the development of digital economy, the concrete industry focuses on the common problems such as asymmetric logistics information, poor industrial synergy, fatigue of financial support and backward manufacturing mode. It takes the deep integration of manufacturing industry and Internet as the breakthrough point, takes integrated innovation as the main mode, and takes the construction of application innovation ecology as the main purpose, so as to promote the rise of new intelligent concrete mixing station. We have seen many intelligent products in the concrete industry, such as intelligent logistics system, intelligent dispatching system, unattended weighbridge system, automatic aggregate sampling system, intelligent fine aggregate detection system, integrated powder warehousing system, intelligent concrete compressive strength detection system, etc. Unmanned weighing and sampling of raw materials, intelligent scheduling of production instructions, intelligent logistics distribution, concrete sample retention, pressure test and other links have been realized. Implement the lifelong responsibility of building materials production and supply units, strictly enforce the quality responsibility of building materials users, and strengthen the whole process quality management of key building materials affecting structural strength, safety and durability. We will improve the product standards and certification evaluation system for green building materials, and establish a life-cycle quality control system for the production, construction and installation of assembled components. The Outline emphasizes that quality infrastructure is more modern and efficient. The management system and mechanism of quality infrastructure are more sound, the layout is more reasonable, and the coordinated development of measurement, standards, certification and accreditation, inspection and testing is achieved at a higher level, so as to build a number of efficient and practical integrated service bases for quality infrastructure. The quality management system is more perfect, the quality policies and regulations are more sound, the quality supervision system is more complete, the provention and control mechanism of major quality and safety risks is more effective, the quality management level is generally improved, and the quality development environment is more optimized.
Standard innovation is an important grasp. Based on the characteristics of the industry, China Concrete and Cement Products Association has established an industry standardization system infrastructure based on management system, supported by technical system and guaranteed by working system. Take the lead in formulating government-led standards in green and low-carbon, resource conservation and comprehensive utilization, safety and other fields with prominent industry commonalities and strong government attention and management; give priority to formulating advanced and quick-response group standards in new technologies, new products, new equipment and new application fields, and lead and standardize the innovation and development of the industry. The Association has formulated and issued the Regulations on the Management of Standards of China Concrete and Cement Products Association, which clarifies the five principles of CCPA group standards, namely, advancement, compliance, foresight, leadership and openness. Establish China Concrete and Cement Products Industry Standardization Committee, and build a high-level information exchange, decision-making consultation and resource sharing platform. In the past five years, the association has taken the lead in formulating two mandatory national standards such as ready-mixed concrete and energy consumption quota of cement products, and in formulating and revising six industry standards such as safety production standards, green factory evaluation and process technical regulations; 103 projects were established and 38 CCPA group standards were issued to fill the gaps and lead the way, among which UHPC formed the system standards of test methods, material manufacturing and engineering application; 9 series of public welfare lectures on standardization innovation and publicity were carried out to accelerate the application of standards. After more than five years of innovation and development, the ability and quality of the association to serve the government-led standards and the market to independently formulate standards have been continuously improved, and its influence has been continuously improved. CCPA group standards have been widely valued by the industry and society, and have also been accepted and recognized by government departments. A total of 7 CCPA group standards have been included in 100 group standard application demonstration projects of the Ministry of Industry and Information Technology.
