Involving 31 cement enterprises, Fujian Industry and Information Technology Office issued the task of industrial energy conservation supervision in 2023 (attached list)

On March 6, Fujian Provincial Department of Industry and Information Technology issued a notice on the task of industrial energy-saving supervision in 2023, involving 31 cement enterprises. Industry and Information Bureaus

of Districts and Municipalities, Economic Development Bureaus of Pingtan Comprehensive Experimental Zone, Provincial and Municipal Energy Conservation Centers:

In order to thoroughly implement the Energy Conservation Law of the People's Republic of China, the Measures for Supervision of Industrial Energy Conservation and the Regulations of Fujian Province on Energy Conservation, give full play to the supervision and guarantee role of energy conservation supervision, and continuously promote industrial energy conservation and efficiency improvement and green and low-carbon development, the relevant matters concerning industrial energy conservation supervision in 2023 are hereby notified as follows:

I. Monitoring period: March 1,

2023 to September 30, 2023.

II. Monitoring method and implementation unit

1. Monitoring method: on-site monitoring.

2. Implementation unit: the provincial, municipal and county (district) industry and information departments shall coordinate the implementation of industrial energy conservation supervision, with the assistance of provincial and municipal energy conservation centers.

III. Monitoring objects and contents & nbsp;

The monitoring objects include 163 key energy-consuming enterprises, of which 143 are special monitoring for key energy-consuming enterprises and 20 are special monitoring for the rectification and implementation of illegal enterprises in 2022 (see the annex for the list).

(I) Special supervision of key energy-consuming enterprises. According to the requirements of Articles 10 and 11 of the Measures for Industrial Energy Conservation Supervision, 13 items of industrial energy conservation supervision shall be carried out, such as the implementation of energy consumption quota per unit product for key energy-using enterprises and the implementation of energy conservation review for fixed assets investment projects.

(2) Special supervision on the rectification and implementation of enterprises in violation of regulations in 2022. Check whether the enterprise has completed the rectification as required according to the requirements and rectification contents of the notice of rectification within a time limit and the proposal of energy conservation supervision; at the same time, carry out special supervision on key energy-consuming enterprises.

IV. Work requirements

(I) Strengthen organizational leadership. We should further build a supervision system with unified objectives, clear responsibilities and reasonable division of labor, strengthen the linkage of industrial energy-saving supervision system at provincial, municipal and county (district and city) levels, and coordinate the implementation of industrial energy-saving on-site supervision. The provincial and municipal energy conservation centers assist the industry and information departments at all levels to complete the routine work of energy conservation supervision and provide technical support for energy conservation supervision.

(2) Strengthen the implementation of responsibilities. The industry and information departments of the districts and municipalities are responsible for guiding and supervising the key energy-using enterprises under supervision within their jurisdiction to submit energy consumption data, self-inspection reports and other materials of energy-saving monitoring contents through the provincial energy consumption on-line monitoring system before March 31, and to check the integrity, authenticity and consistency of the materials; According to the supervision results, the Notice of Rectification within a Time Limit or the Proposal for Energy Conservation Supervision shall be issued in time to urge the local illegal enterprises to complete the rectification on time and submit the rectification results to our office in time.

(3) Strictly regulate law enforcement. Industry and telecommunications departments at all levels and energy conservation centers should standardize supervision procedures and law enforcement actions, strictly in accordance with the "Measures for Industrial Energy Conservation Supervision", based on or referring to the special supervision manual (see Annex 2 of the "Notice on the Assignment of National Industrial Energy Conservation Supervision Tasks for 2022", which can be inquired on the website of the Ministry of Industry and Information Technology, and can be consulted on the website of the Ministry of Industry and Information Technology. In carrying out industrial energy conservation supervision, relevant laws and regulations should be strictly observed, and abuse of power, dereliction of duty, favoritism and fraud and violation of integrity discipline should not be allowed.

(IV) Strengthen the application of results. Strengthen the analysis and application of industrial energy-saving monitoring results, implement the two-wheel drive of industrial energy-saving monitoring and energy-saving diagnosis, and promote key energy-using enterprises to implement energy-saving transformation in combination with the implementation of industrial energy-saving monitoring and diagnosis recommendations, so as to improve the level of energy efficiency.
