Zhejiang Provincial Department of Economy and Information Technology, the Development and Reform Commission and the Department of Ecology and Environment recently issued the Implementation Plan of Carbon Peak in the Industrial Field of Zhejiang Province (Zhejiang Jingxin Green [2023] 57), which clarifies the overall requirements, main tasks and safeguards for promoting carbon peak in the industrial field of Zhejiang Province.

The "Implementation Plan" proposes that during the "14th Five-Year Plan" period, positive progress will be made in the optimization of industrial structure and energy consumption structure, laying a solid foundation for carbon peak in the industrial sector; By 2025, energy consumption per unit of industrial added value above the scale will be reduced by more than 16% compared with 2020, striving to reduce by 18%; carbon dioxide emissions per unit of industrial added value will be reduced by more than 20%. During the Tenth Five-Year Plan period, the layout of industrial structure will be further optimized, the intensity of industrial energy consumption and carbon dioxide emissions will continue to decline, and a modern industrial system characterized by high efficiency, green, recycling and low carbon will be basically established to ensure that carbon dioxide emissions in the industrial sector will peak by 2030. The Implementation Plan puts forward eight key tasks , including promoting low-carbon transformation of industrial structure, strengthening double control of energy consumption and substitution of clean energy, promoting technological transformation of energy conservation and carbon reduction, accelerating the construction of green manufacturing system, and exploring digital reform to lead low-carbon transformation. Specific planning and deployment have been made for energy conservation and carbon reduction in key industries such as iron and steel, building materials, petrochemical industry, paper making, textile and so on.
As for the work of energy saving and carbon reduction in the building materials industry, the Plan points out that it is strictly forbidden to put on record and build new cement clinker and flat glass projects to expand production capacity. If it is really necessary to build a new one, we must formulate a capacity replacement plan and implement capacity replacement. We will guide the building materials industry to transform into lightweight, intensive and product-oriented industries, implement energy-saving and carbon-reducing transformation in the building materials industry, and enhance the level of digital control and the proportion of clean energy. Strengthen the R & D and application of new cementitious materials, low-carbon concrete and other low-carbon building materials. Accelerate the structural adjustment of the cement industry, carry out industry-wide energy efficiency benchmarking, and focus on promoting the integration and replacement of 2500 tons/day or less cement clinker production lines that have not reached the energy efficiency benchmark level. By 2025, the comprehensive energy consumption per unit product of cement clinker will be reduced by 5% ; the key areas of the industry will strive to reach the benchmark level of energy efficiency, and the proportion of production capacity will reach 50%; the photovoltaic installed capacity of enterprises will reach 135,000 kilowatts.
The plan also emphasizes the need to increase the supply of green low-carbon products in urban and rural construction. We will accelerate the certification and application of green building materials, formulate and issue technical specifications for the evaluation of low-carbon products such as cement, glass, ceramics, lime and wall materials, and expand the supply of green building materials. Promote government investment projects and public institutions to give priority to the use of green building materials, create a number of demonstration projects for the application of green building materials, and gradually increase the proportion of green building materials in new urban buildings. We will accelerate the industrialization of new buildings, vigorously develop prefabricated buildings such as steel structures, invest in new public buildings, affordable housing, municipal bridges, rail transit and other projects suitable for prefabricated structures, and advocate giving priority to prefabricated buildings such as steel structures. Promote the standardization of assembly components and components, and establish a provincial standard product library for general parts and components. Strengthen the research on assembly decoration technology and standards, promote the application of integrated and modular building parts such as integral kitchen and bathroom, and accelerate the application of assembly decoration in commercial housing and public construction projects.
