The competent departments of industry and information technology of all cities and autonomous prefectures, the Market Supervision Bureau, the Guiyang Ecological Environment Bureau, and the Provincial Institute of Metrology and Testing. All relevant units:
In order to implement laws and regulations such as the Energy Conservation Law of the People's Republic of China, the Measures for the Administration of Industrial Energy Conservation and the Measures for the Supervision and Administration of Energy Measurement, give full play to the supervision and guarantee role of energy conservation supervision and review, continuously improve the energy efficiency level of enterprises, and promote the green, low-carbon and high-quality development of industry. After research, the first batch of industrial energy conservation supervision and energy measurement review tasks in 2023 are hereby issued, and the relevant matters are notified as follows:
I. Supervision Tasks
The first batch of industrial energy conservation supervision and energy measurement review tasks in 2023 are 97, including 93 cement production enterprises and 4 flat glass production enterprises.
2. Contents
of supervision (1) Implementation of energy consumption quota per unit product by enterprises in 2022.
(2) The implementation of the system of eliminating backwardness by the enterprise (whether the equipment listed in the Catalogue of Eliminating Backward Mechanical and Electrical Equipment (Products) with High Energy Consumption exists; whether the energy efficiency of in-use motors, transformers and other mechanical and electrical equipment meets the requirements of relevant energy efficiency standards such as GB18613 and GB20052).
(3) The implementation of energy measurement management by enterprises, including the establishment and implementation of energy measurement management system, the allocation, management and use of energy measurement instruments, and the management and application of energy measurement data. Energy measurement staff and energy measurement self-inspection, etc. (According to the Energy Measurement Review Specification for Key Energy-using Units (JJF1356-2012) to carry out energy measurement review for the inspected enterprises).
(4) The implementation of energy consumption statistics and analysis system by enterprises.
(5) Implementation of enterprise rectification work (review the implementation of rectification of enterprises that have issued rectification notices in the special supervision in 2022).
3. Supervision and examination of implementation methods
are carried out in two stages: enterprise self-examination and on-site verification.
(1) Enterprise self-examination stage (from June 15 to June 23)
1. All relevant enterprises shall conduct self-examination in strict accordance with the requirements, compile self-examination reports truthfully, and report the self-examination reports to the local competent departments of industry and information technology, and to the local municipal (state) market supervision bureaus.
2. The competent departments of industry and information technology at all levels and the market supervision bureaus of municipalities (prefectures) shall promptly notify the relevant enterprises within their jurisdiction of the requirements for supervision and examination, and urge them to conduct self-examination. It also conducts a preliminary examination of the self-examination reports of enterprises within its jurisdiction to ensure the integrity of the self-examination reports and the authenticity of the data.
3. The competent departments of industry and information technology of each city (prefecture) and the market supervision bureaus of each city (prefecture) shall do a good job in reviewing the self-inspection reports of enterprises, and submit the self-inspection reports of enterprises under their jurisdiction (one paper version, with an electronic version attached) to the Provincial Department of Industry and Information Technology and the Provincial Market Supervision Bureau respectively before June 23, 2023.
(2) In the stage of on-site verification (from June 23 to August 25)
, according to the self-examination of enterprises, the Provincial Office of Industry and Information Technology organizes on-site verification, with the participation of the competent departments of industry and information technology at all levels and the technical service support provided by third-party professional organizations.
According to the self-inspection of enterprises, the provincial and municipal (prefectural) market supervision bureaus organize on-site verification (the provincial market supervision bureaus verify two enterprises in each city (prefecture), while the other enterprises are verified by the municipal (prefectural) market supervision bureaus according to the administrative division), and the provincial metrology and testing institutes and the metrology technical institutions set up according to law at the municipal (prefectural) level provide technical service support. Municipal (state) market supervision bureaus and provincial metrology and testing institutes shall summarize and sort out the energy measurement review work in a timely manner, and submit the work summary and the Summary Table of Energy Measurement Review in 2023 to the provincial market supervision bureaus before August 30, 2023.
The competent departments shall urge and guide the inspected enterprises to rectify the problems and non-conformities found in the process of on-site verification within the prescribed time.
4. Work requirements
(1) The work time of this special supervision and review is tight and the task is heavy. The competent departments of industry and information technology at all levels and the market supervision departments should attach great importance to it, strengthen the guidance to the enterprises within their jurisdiction, and urge the enterprises to complete the stage tasks on time. At the same time, we should do a good job of enterprise liaison, route arrangement, data collection and other related work to ensure the smooth development of special supervision and review.
(2) Relevant enterprises should take the initiative to cooperate with special supervision and examination.
(3) The paper version of the self-inspection materials of the enterprise shall be stamped with the official seal of the unit for confirmation.
