On June 27, in accordance with the work plan of the Department of Climate Change of the Ministry of Ecology and Environment on the special study on the incorporation of building materials industry into the national carbon emissions trading market, the China Building Materials Federation organized the first working meeting on the special study on the incorporation of building materials industry into the national carbon emissions trading market in Beijing.
The meeting was held in the form of "on-site + online". Liu Jianhua, Vice President of China Building Materials Federation, and Liu Yan, Vice President and Chairman of China National Materials International Engineering Co., Ltd., attended the meeting. Information Center of the Ministry of Ecology and Environment, Environmental Development Center of the Ministry of Ecology and Environment, National Construction Lianxin Certification Center, China Quality Certification Center, Zhonghuan Joint Certification Center, Tsinghua University, Huaxin Cement Co., Ltd., Department of Ecological Environment of Hubei Province, Department of Ecological Environment of Inner Mongolia Autonomous Region, Department of Ecological Environment of Xinjiang Uygur Autonomous Region, Department of Ecological Environment of Hebei Province, Members of the research team of Anhui Provincial Department of Ecology and Environment, as well as representatives of China Cement Association and some cement enterprises attended the meeting. The meeting was chaired by Shi Hongwei, Deputy Secretary-General of China Building Materials Federation.
The meeting conveyed the relevant requirements of the Department of Climate Change of the Ministry of Ecology and Environment on the incorporation of the building materials industry into the national carbon market. The Building Materials Federation is the leading unit in this work. This paper introduces the main research contents and tasks of seven topics, including the analysis of the development and carbon emission status of the cement industry, the assessment of carbon emission data base and management level, the study of domestic and foreign carbon market experience, the study of carbon emission quota allocation scheme of the cement industry, the study of carbon emission accounting and reporting methods, the study of key points of carbon emission verification technology, and the road map for expanding the coverage of the industry. Time schedule, and put forward the work requirements. The main research ideas and key points were introduced around the quota allocation scheme of cement industry, accounting report, key points of verification technology, domestic and foreign carbon market situation, historical data evaluation and structured input, key parameters and emission boundary. The representatives of the participating units of each topic had a full exchange and discussion around the above contents, and supplemented the relevant opinions and suggestions. The above work has laid a foundation for accelerating the integration of building materials industry into the national carbon market.
In the next step, China Building Materials Federation will strengthen coordination, control progress, take the lead in organizing, linking up and promoting various topics, solicit opinions from all sides, and complete the special research tasks and general reports on time. On July 6-7,
2023, China Cement Network will hold the "2023 China Cement Energy Conservation and New Energy Development Conference" in Chongqing. China Building Materials, Conch Group, Jinyu Jidong, Red Lion Group, Huaxin Cement, Huarun Cement, Taiwan Cement, Shanshui Group, Tianrui Cement , Asian Cement and other leading enterprises will gather in Chongqing. Together with industry technical specialist and professors of colleges and universities, we will explore new ways of energy saving and carbon reduction in the cement industry to help the cement industry move towards a new journey of low-carbon and high-quality development.
