Jinan Carbon Peak Work Program
is to thoroughly implement the major strategic decision-making and deployment of the Party Central Committee and the State Council on carbon peak and carbon neutralization. To implement the work requirements of the provincial Party Committee and the provincial government, coordinate and do a good job of carbon peak work in an orderly manner, and formulate this work plan in accordance with the Action Plan for Carbon Peak by 2030 (Guofa [2021] 23) and the Implementation Plan for Carbon Peak in Shandong Province (Lu Zheng Zi [2022] 242).
1. General requirements
(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should fully implement the spirit of the 20th National Congress of the Communist Party of China, base ourselves on the new stage of development, fully, accurately and comprehensively implement the new concept of development, actively serve and integrate into the new pattern of development, fully implement the important instructions and requirements of the General Secretary of Xi Jinping for Shandong and Jinan, and integrate carbon neutralization into economic and social development. We should correctly handle the relationship between development and emission reduction, the whole and the part, the long-term and short-term goals, the government and the market, deepen the implementation of the strategy of ecological protection and high-quality development in the Yellow River Basin, implement the "Ten Major Projects" of carbon peak, coordinate the promotion of carbon reduction, pollution reduction, green expansion and growth, and accelerate the realization of green production and lifestyle. Demonstration will be made in deepening the transformation of new and old kinetic energy to promote green, low-carbon and high-quality development, so as to ensure that the city will reach its carbon peak by 2030.
(2) Working principles.
-Overall deployment and classified measures. In accordance with the requirements of a chess game in the whole city, we should strengthen the overall deployment and overall planning of carbon peak work, and take measures according to local conditions and classifications in all districts, counties (functional areas), fields and industries, so as to formulate objectives and tasks that are in line with their own reality and meet the overall requirements.
-Overall advancement and breakthroughs in key areas. We will strengthen the systematicness and synergy of policies and measures related to carbon peaking and carbon neutralization, focus on the green and low-carbon transformation of energy structure and industrial structure, and promote the orderly peaking of key areas, key industries and districts and counties (functional areas). -
Government guidance and market efforts. We should better play the role of the government, strengthen policy guidance, give full play to the role of market mechanism, deepen reform in various fields, accelerate scientific and technological innovation, model innovation and management innovation, and inject strong impetus into the realization of carbon peak and carbon neutralization.
-Steady, orderly and safe carbon reduction. We should adhere to the principle of establishing first and then breaking through, ensure energy security, industrial chain and supply chain security, food security and people's normal production and life, steadily and orderly promote the work of carbon peak, focus on resolving all kinds of potential risks, and ensure safe carbon reduction.
2. During
the 14th Five-Year Plan period, remarkable progress has been made in the green transformation of energy structure and the optimization and upgrading of industrial structure, the efficiency of energy utilization in key industries has been greatly improved, coal consumption has been reasonably controlled, and the construction of a new power system with a gradual increase in the proportion of new energy has been accelerated. The economic system of green low-carbon cycle development has initially taken shape. By 2025, the proportion of non-fossil energy consumption will be increased to 7%, and the energy consumption per unit of GDP will be 14% lower than that in 2020.
During the 15th Five-Year Plan period, a green, low-carbon, safe, efficient, diversified and complementary modern energy system will be initially established, and a green, low-carbon and circular industrial development model will be basically formed. The energy efficiency of key energy-consuming industries has reached the advanced level in China, the proportion of non-fossil energy consumption has been further increased, and the comprehensive green and low-carbon transformation of the economy and society has achieved remarkable results. By 2030, the proportion of non-fossil energy consumption will reach more than 12%, and carbon dioxide emissions per unit of GDP will be reduced by more than 68% compared with 2005, so as to ensure that the target of carbon peak by 2030 will be achieved on schedule.
3. Implementing the "Ten Major Projects" of
Carbon Peak (1) Green and Low Carbon Energy Transformation Project. To formulate a work plan for carbon peak in the field of energy, adjust and optimize the energy structure, implement clean energy promotion actions, accelerate the construction of new power systems, and build a clean, low-carbon, safe and efficient modern energy system.
1. Reasonably control coal consumption, strictly control new coal-fired power projects, and the coal consumption of new projects must reach the benchmark level of the same type of units. We will implement benchmarking actions for coal-fired power units of 300000 kilowatts and above, actively promote the "three-change linkage" of coal-saving and consumption-reducing transformation, heating transformation and flexible transformation, and continuously reduce coal consumption for power supply and heating. Fully tap the potential of waste heat utilization, promote the long-distance heating of Laire into Thailand, Taire into Jinan and Liaore into Jinan, speed up the integration and upgrading of small coal-fired heat sources, and build a city-wide heating network. We will substantially reduce the consumption of bulk coal and promote "coal to gas" and "coal to electricity" according to local conditions. By 2025, on the premise of ensuring the stable continuous supply of electricity and heat, the extraction condensing units under 300000 kilowatts and the back pressure units that meet the decommissioning conditions will be basically replaced and withdrawn. By 2030, the coal consumption of coal-fired units will be reduced by about 2% compared with 2020. Focus on building the industrial pattern of "one core leading, four zones linkage" in Jinan New and Old Kinetic Energy Conversion Starting Zone, Jinan High-tech Zone, Laiwu District, Gangcheng District and Zhangqiu District, and creating a demonstration zone for comprehensive application of hydrogen energy in the Yellow River Basin. Give full play to the advantages of industrial by-product hydrogen resources, carry out research and development of hydrogen purification technology, and promote the high-value utilization of hydrogen resources. The technology of hydrogen production from water by proton exchange membrane electrolysis was used to carry out pilot demonstration of hydrogen production from renewable energy and off-peak power, and to explore a new integrated application mode of "wind and solar power generation + hydrogen storage". We will vigorously promote the application of hydrogen energy in transportation, industry and other fields, and build a whole industrial chain system of hydrogen energy production, storage, transportation, addition and utilization. 4.We will steadily increase the scale of biomass energy utilization, promote the construction of biomass cogeneration projects, encourage existing coal-fired power units to carry out coupled biomass transformation, and explore the development of coupled sludge transformation. Promote the utilization of geothermal energy in a standardized and orderly manner, build demonstration zones for the cluster utilization of shallow geothermal energy, and explore the centralized utilization of medium and deep geothermal energy. Develop wind power in an orderly manner. Rationally expand the application scale of natural gas and expand the alternative application of natural gas in thermoelectric, chemical, building materials and other industries.
