On June 29, the Hebei Development and Reform Commission issued the Announcement of the Proposed Project Arrangement for the Annual Development and Construction Plan of Wind Power and Photovoltaic Power Generation in Hebei Province, which includes 159 guaranteed projects, 14.81 GW, 56 market-oriented projects, 5.98 GW (33 multi-energy complementary projects, 3.028 million kilowatts), and 5.98 GW. 23 source-network load storage (2.95 GW), 180 reserve projects (19.34 GW). The total scale of the proposed project is 40.13 GW.
In terms of geographical distribution, Shijiazhuang, Zhangjiakou and Baoding were the most selected in the total number of three types of projects, reaching 56, 55 and 50 respectively.
From the perspective of project contractors, Huaneng Group has the largest scale, exceeding 5G W, followed by the State Energy Group, 4.74 GW, the State Power Investment Corporation 2.65 GW, Hebei Construction has more than 2G W, and Goldwind Technology, China Resources and CGN have more than 1GW.
The document points out that projects with power grid and land use conditions should be included in the list of guaranteed projects, and a certain proportion of energy storage or peak shaving services should be allocated (20% 2 H for North Hebei Power Grid and 15% 2 H for South Hebei Power Grid). The project unit shall issue a commitment to allocate energy storage and put it into operation synchronously with the wind and solar projects.
Market-oriented projects are divided into multi-energy complementary projects and source-network-load storage projects. Among them, wind power and photovoltaic projects in multi-energy complementary projects need to implement the new peak shaving capacity of coal-fired and gas-fired units and be confirmed by the grid company; Source-network-load-storage projects, which have been audited to have grid access and land use conditions, are included in the list of market-oriented projects, and subsequently need to be constructed according to the standards of source-network-load-storage integration projects formulated by the Commission, or to allocate energy storage or purchase energy storage peak shaving services according to 20% 4 hours, and the project units must issue relevant commitments. Market-oriented projects and indemnificatory projects that
have land use conditions but do not have grid access conditions for the time being are included in the list of reserve projects; projects that do not have land use conditions are not publicized. Projects
with long-term access conditions and land use conditions shall be included in the list of reserve projects.

Announcement
of the Projects to be Arranged in the Annual Development and Construction Plan of Wind Power and Photovoltaic Power Generation in Hebei Province According to the requirements of the Notice on the Application of Wind Power and Photovoltaic Power Generation in 2022 (JFGNY [2022] No.1408), After the evaluation of municipal organizations, the confirmation of access and absorption conditions by power grid companies and the examination of basic requirements by third-party consulting units, the annual wind power and photovoltaic power generation security, marketization and reserve projects in the province are now publicized. The specific arrangement principles are as follows:
1. Among the indemnificatory projects declared by each city, the projects with power grid and land use conditions are included in the list of indemnificatory projects, and the indemnificatory grid-connected projects need to allocate a certain proportion of energy storage or purchase energy storage peak shaving services (20% 2h for North Hebei Power Grid and 15% 2h for South Hebei Power Grid). The project unit shall issue a commitment to allocate energy storage and put it into operation simultaneously with the wind and solar projects; the projects with land use conditions but without grid access conditions shall be included in the list of reserve projects; the projects without land use conditions shall not be publicized.
2. Among the market-oriented projects declared by each city, the first type of multi-energy complementary projects, which have the conditions of grid access and land use and meet the requirements of multi-energy complementary, shall be included in the list of market-oriented projects (wind power and photovoltaic projects shall implement the new peak shaving capacity of coal-fired and gas-fired units before being connected to the grid and confirmed by the grid company); Projects that have land use conditions but do not have grid access conditions or do not meet the requirements for declaration of multi-energy complementary projects shall be included in the list of reserve projects; projects that do not have land use conditions shall not be publicized. The second type of source-network-load-storage projects, which have been examined and approved to meet the conditions of grid access and land use, are included in the list of market-oriented projects, and subsequently need to be constructed according to the standards of source-network-load-storage integration projects formulated by the Commission, or to allocate energy storage or purchase energy storage peak shaving services according to 20% 4 hours, and the project units must issue relevant commitments; Projects with land use conditions but without grid access conditions shall be included in the list of reserve projects; projects without land use conditions shall not be publicized.
III. Among the reserve projects declared by each city, the projects with long-term access conditions and land use conditions shall be included in the list of reserve projects; the projects without land use conditions and long-term access conditions shall not be publicized.
To sum up, there are 159 guaranteed projects to be publicized, 14.80849 million kilowatts, 56 market-oriented projects, 5.97588 million kilowatts (33 multi-energy complementary projects, 3.028 million kilowatts, 23 source network load storage projects, 2.94788 million kilowatts). There are 180 reserve projects and 19.3421702 million kilowatts. See the annex for the specific list.
