In order to further standardize the performance rating of enterprises in key industries of heavily polluted weather in Sichuan Province and improve the efficiency of performance rating, according to the Detailed Rules for the Implementation of Performance Grading of Key Industries of Heavily Polluted Weather (Trial Implementation) issued by the Ministry of Ecology and Environment, and in light of the actual situation of our province, the relevant matters are hereby notified as follows. & nbsp; & nbsp;
I. Rating Range & nbsp; & nbsp;
On the basis of 39 key industries stipulated by the Ministry of Ecology and Environment, according to the Circular on the Issuance of Technical Guidelines for the Formulation of Emergency Emission Reduction Measures for 10 Industries, such as Metal Surface Treatment and Heat Treatment in Heavily Polluted Weather in Sichuan Province (Trial Implementation) (Chuanhuan Letter [2023] 114). Ten industries, including metal surface treatment and heat treatment, ore mining and stone processing, fertilizer manufacturing (excluding coal-based nitrogen fertilizer), plastic products, pulp manufacturing and paper making, asphalt mixing station, organic chemical industry, electronic industry, automobile repair and general industry, were included in the performance rating.
2. Rating time & nbsp; & nbsp; In principle,
the provincial rating shall be organized twice a year. The municipal (prefectural) ecological environment Bureau shall submit the list of enterprises that have passed the pre-examination and the declaration materials to the Department of Ecological Environment by the end of March and July each year, respectively. The Department of Ecological Environment shall complete the rating and publicize the list by the end of June and October each year. The rating of municipal organizations can be encrypted according to local actual needs, but not later than last round of provincial rating time in that year.
III. Rating Organization & nbsp; & nbsp; The Department of
Ecology and Environment organizes the rating of A-level, B (B-) and performance-leading enterprises, and entrusts B-level and performance-leading enterprises in some industries to the Municipal (State) Bureau of Ecology and Environment for rating (see Annex 1 for the list of entrusted industries).
The Municipal (Prefectural) Ecological Environment Bureau organizes the rating of C-level enterprises, is entrusted to rate B-level and performance-leading enterprises in some industries, and conducts preliminary review of enterprises rated by the Department of Ecological Environment. The
rating workflow is detailed in Appendix 2. & nbsp; & nbsp;
IV. Work Requirements & nbsp; & nbsp; (I) Strengthen the pre-review of ratings & nbsp; & nbsp;
The rating enterprise shall prepare the application materials in strict accordance with the Compilation Outline of Performance Grading Application Materials for Enterprises in Key Industries of Heavily Polluted Weather (see Annex 3). The rating enterprise shall be responsible for the quality of the preparation of the application materials to ensure that the application materials are true, complete and standardized. If there is any act of concealing or providing false materials, it shall be directly assessed as the lowest grade. The ecological environment bureaus of cities (prefectures), counties (cities, districts) should carefully examine and verify the declaration materials of enterprises and strictly check them. & nbsp; & nbsp;
(II) Carry out spot checks on rated enterprises & nbsp; & nbsp; The municipal (prefectural) ecological environment Bureau shall carry out full coverage spot checks on A-level enterprises within its jurisdiction every year, and the proportion of spot checks on B (including B-) and leading enterprises shall not be less than 30%. If the spot check finds that the enterprise does not meet the performance indicators, it shall be ordered to rectify within a time limit. During the rectification period, the enterprise shall be managed at the lowest level. After the expiration of the rectification period, the enterprise shall submit a rectification report and an application for review, which shall be reviewed by the provincial and municipal ecological environment departments according to the authority of performance rating management. If the application for review is not submitted or the rectification requirements are not met, the existing performance grade shall be cancelled.
