Up to now, the subsidies issued by the Ministry of Finance twice in 2023 totaled 7.4 billion yuan.

On June 28, the Central Ministry of Finance issued a circular on the budget of local funds for additional subsidies for renewable energy tariffs in 2023.

The notice shows that the total amount issued this time is about 2.69 billion yuan. Previously, on November 15,

2022, according to the notice issued by the Ministry of Finance in advance of the local fund budget for additional subsidies for renewable energy tariffs in 2023, the last budget for photovoltaic power was about 2.58 billion yuan, the wind power budget was about 2.05 billion yuan, and the biomass power generation was 84.25 million yuan, totaling 4.71 billion yuan.

In accordance with the Notice on Printing and Distributing the Measures for the Administration of Additional Funds for Electricity Price of Renewable Energy (Cai Jian [2020] No.5, hereinafter referred to as the Measures for the Administration of Funds), the Notice on the Administration of Additional Funds for Electricity Price of Renewable Energy (Cai Jian [2020] No.5, hereinafter referred to as the Measures for the Administration of Funds) and the Notice on the Administration of Additional Funds for Electricity Price of Renewable Energy Several Opinions on Promoting the Healthy Development of Non-water Renewable Energy Power Generation (Supplementary Notice on Relevant Matters) (Cai Jian [2020] No.426) and other document requirements, as well as your unit's application, we hereby issue the 2023 Renewable Energy Tariff Additional Subsidy Fund Budget. The payment method of funds shall be implemented in accordance with the relevant system of centralized treasury payment, and the specific amount is shown in Annex 2. The project code and name are "10000017Z175060070001 Renewable Energy Tariff Additional Subsidy Local Funds", and the revenue is listed in the budget revenue of the government fund in 2023 as "Energy Conservation and Environmental Protection of 1100407". Expenditures are listed in the functional classification of government fund budget expenditure in 2023 as "wind power subsidies for 2116001", "solar power subsidies for 2116002", "biomass power subsidies for 2116003", and in the economic classification of gove rnment budget expenditure in 2023 as "other subsidies for enterprises in 50799". Relevant matters are notified as follows:

I. Please allocate the subsidy funds to grid enterprises or public renewable energy independent power system project enterprises as soon as possible in strict accordance with the requirements of budget management. Public renewable energy independent power system projects should give priority to full allocation until the end of 2022. Power grid enterprises shall, in strict accordance with the Measures for the Management of Funds, allocate relevant funds to wind power, solar energy, biomass and other power generation projects that have been included in the list of additional subsidies for renewable energy tariffs on a monthly basis, and publicize the allocation of funds in a timely manner.

2. When power grid enterprises allocate subsidized funds, The following principles shall be followed:

(1) Priority shall be given to the full allocation of subsidies for the first to third batches of projects in the national photovoltaic poverty alleviation catalogue (poverty alleviation capacity) and natural person distributed projects with installed capacity of 50kW or less in 2022 and 2023;

(2) Give priority to the full allocation of subsidies for photovoltaic projects determined by bidding in 2019 and for projects eligible for allocation in 2022 determined by the principle of "revenue and expenditure" from 2020; & nbsp; & nbsp; & nbsp; (III) For the photovoltaic "leader" projects determined by the state and the village-level photovoltaic poverty alleviation projects approved by the state and constructed by local governments with reference to the central policy, priority shall be given to ensuring that 50% of the corresponding subsidies for electricity generated by the projects in 2022 are allocated;

(4) Subsidies corresponding to the remaining electricity generated by other power generation projects in 2022 shall be allocated in equal proportion;

(5) If the above-mentioned projects are included in the scope of subsidy verification, only projects with no objection to the publication of the list of compliance projects or distributed projects with no problems found in the subsidy verification shall be taken into account when allocating funds;

(6) If the above-mentioned eligible projects are included in the list of subsidies for renewable energy generation after January 1, 2022, the subsidies corresponding to the annual electricity consumption before 2022 may be taken into account when allocating funds;

(7) For projects where the hours of power generation have reached the reasonable utilization hours, the allocation of subsidized funds shall be stopped after the reasonable utilization hours have been reached. Projects for which the allocated funds have exceeded the reasonable utilization hours shall be deducted from the subsequent settlement of electricity charges, and the deducted funds shall be used as subsidy funds for other eligible projects;

(8) Power grid enterprises shall strengthen the management of subsidy funds, and renewable energy power generation projects shall enjoy subsidies in accordance with the provisions after deducting the part of purchased auxiliary power from the on-grid electricity. At the same time, power grid enterprises shall strengthen the review of the allocation of subsidy funds in accordance with the requirements of the Notice of the General Department of the National Energy Administration on Issuing the Guiding Opinions on the Supervision and Management of the Prevention and Control of Coal Mixing in Agricultural and Forestry Biomass Power Generation Projects (Guo Neng Zong Xin Neng [2016] No.623), so as to eliminate the occurrence of coal mixing.

3. Provincial financial departments and power grid enterprises shall strengthen the supervision of subsidy funds, promptly correct the problems found in audits and various verifications, and suspend the allocation of subsidy funds for renewable energy tariff additional subsidy projects suspected of fraud and violation of regulations, which shall be dealt with seriously in accordance with relevant regulations after verification by relevant departments.

IV. Power grid enterprises shall, in accordance with the Notice of the Ministry of Finance and the Ministry of Ecology and Environment on Reducing Additional Subsidy Funds for Renewable Energy Tariff of Environmental Illegal Waste Incineration Power Generation Projects (Cai Jian [2020] No.199) and the Notice of the Ministry of Finance and the Ministry of Finance on Reducing Additional Subsidy Funds for Renewable Energy Tariff of Environmental Illegal Waste Incineration Power Generation Projects (Cai Jian [2020] No.199), The Notice of the Ministry of Ecology and Environment on Reducing the Additional Subsidy Funds for Renewable Energy Tariff of Agricultural and Forestry Biomass Power Generation Projects (Finance Construction [2020] 591) requires that the subsidy funds be reduced according to the regulations.

5. In order to ensure the safety of funds and improve the efficiency of the use of funds, power grid enterprises should conduct a comprehensive annual verification of the application for the use of subsidized funds, employ independent third parties when necessary, and do a good job of performance self-evaluation. Power grid enterprises shall submit the allocation of subsidy funds for 2022 and previous years to the National Renewable Energy Information Management Center by June 30. Statistical information includes project code, project name, project owner, installed capacity, on-grid tariff, subsidy intensity, allocation amount, etc. In order to thoroughly implement the Opinions of the Central Committee of the Communist Party of China and the State Council on the Comprehensive Implementation of Budget Performance Management and effectively improve the efficiency of the use of financial funds, the relevant departments of your unit are requested to do a good job of performance monitoring in the implementation of the organizational budget according to the performance objectives (Annex 3) to ensure that the annual performance objectives are achieved on schedule. At the same time, your unit should report the results of performance self-evaluation in time according to the regulations, and the results of performance self-evaluation will serve as an important basis for allocating budgetary funds.
