Recently, the Hubei Provincial Water Resources Department jointly held a video conference with the Provincial Higher People's Court, the Provincial People's Procuratorate, the Provincial Public Security Department and the Provincial Judicial Department to deploy and launch a special law enforcement action for the safety protection of rivers and lakes in Hubei Province.
The meeting pointed out that the special action is to implement the Work Program of the Special Law Enforcement Action for River and Lake Safety Protection of the five departments of the state, to anchor the goal of a marked improvement in water order, a continuous improvement in river and lake safety, and a smoother cooperation mechanism. Focus on key areas such as flood control safety, water resources, water ecological environment protection, river sand mining management and water infrastructure safety, promote the solution of outstanding water-related problems related to the vital interests of the people, and ensure national water security.
The meeting demanded that we should strengthen the organization and leadership of special law enforcement actions, strengthen the linkage and coordination of departments, and form a strong joint force of industry supervision, administrative law enforcement and criminal justice. Judicial organs at all levels in Hubei Province should improve the quality and effectiveness of trials, handle cases involving river and lake protection and non-litigation enforcement cases applied by water conservancy departments as soon as possible according to law, and timely issue typical cases of water affairs to guide judicial practice. The procuratorial organs should give full play to the role of the "chief of rivers and lakes + chief procurator" mechanism, promote the coordination between administrative law enforcement and justice, and strengthen the legal supervision of key river and lake basins in the province. Public security departments should strengthen patrol and control of rivers and lakes in key river sections and sensitive waters, and severely crack down on all kinds of water-related illegal and criminal acts. Judicial administrative organs should strengthen supervision and guidance of administrative law enforcement, carry out inspection of the implementation of the "three systems" of administrative law enforcement and review of administrative law enforcement files, promote strict standardization of fair and civilized law enforcement, and ensure the effectiveness of special law enforcement actions.
