On March 2, the Department of Housing and Urban-Rural Development of Hunan Province reported the causes of the collapse accident of the "2 · 3" slope support project in Lengshuijiang City: the construction was not approved, the conditions for safe production were not met, the survey unit was not entrusted to investigate, and the construction drawings were not examined.

On February 3, 2023, the southeast slope of Wansheng · Shengshi Haoting (Phase II) Project in Lengshuijiang City, Loudi collapsed, with a total length of about 75 meters, causing part of the construction site of the project to be buried, and the project had not yet resumed at the time of the accident. Although no casualties were caused, the lesson was very profound, which brought severe challenges to the safety production of housing and municipal engineering in the whole province. The construction unit of the project is Lengshuijiang Wansheng Real Estate Development Co., Ltd., the construction unit is Lengshuijiang Huayu Construction Co., Ltd., the supervision unit is Hunan Lianyuan Steel Engineering Technology Co., Ltd., and the slope support design unit is Lengshuijiang Antimony Capital Architectural Design Co., Ltd. After the
accident, our office immediately organized on-site verification of the project, and found that there were some problems in the slope support project of the project, such as not entrusting the survey unit to investigate, over-qualified design, not carrying out construction drawing review, insufficient design depth and not following the drawings. The project has some problems, such as construction without approval, lack of safety production conditions for start-up, out-of-control safety management of major accident hidden dangers on the construction site, etc. The Housing and Urban-Rural Construction Bureau of Lengshuijiang City has some problems, such as inadequate "cracking down on non-violations", lax supervision and law enforcement, and inadequate implementation of construction safety production management. In order to draw lessons profoundly, resolutely fight the "turnaround battle" of safety production in the field of urban and rural housing construction, earnestly grasp the safety supervision of municipal housing projects under construction, firmly hold the bottom line of safety production, and prevent construction accidents, the Lengshuijiang Housing and Urban-Rural Construction Bureau is now notified and criticized by the whole province, and the Lengshuijiang Housing and Urban-Rural Construction Bureau is instructed. Supervise and urge the project to comprehensively investigate and rectify the potential safety hazards on the construction site, and do not resume work before all hidden dangers are rectified and eliminated. At the same time, the following work requirements are put forward for all localities:
First, further enhance the awareness of the bottom line of safe production. According to the accident verification, the competent authorities in some areas still have some problems, such as weak awareness of the bottom line of production safety, "cracking down on non-violations", supervision and law enforcement, inadequate rectification of potential safety hazards, and major accident hazards on construction sites, especially the loss of control of building slopes. Housing construction departments at all levels in urban and rural areas should have a clear understanding of the grim situation and extreme importance of safe production in construction, conscientiously integrate ideas and actions into the important instructions of General Secretary Xi Jinping on safe production, fully implement the "Fifteen Hard Measures" for safe production of the Security Committee of the State Council, fully mobilize, fully mobilize and fully compact. Further enhance the awareness of the bottom line of production safety and firmly adhere to the bottom line of production safety.
2. Further rectify the potential safety hazards at the construction site. Urban and rural housing construction departments at all levels should firmly establish the awareness that "hidden dangers are accidents", conscientiously organize and carry out large-scale investigation and rectification of potential safety hazards in construction projects within their jurisdiction, and resolutely consolidate their supervisory responsibilities. Firstly, we should do a good job of safety supervision after the festival, strictly implement the requirements of "personnel in key positions do not resume work, workers do not resume work without safety disclosure, hidden dangers are not eliminated, and relevant project responsible persons do not sign the opinions on resumption of work", so as to ensure that the project can resume work only after it meets the conditions for safe production. Second, we should quickly organize in-depth investigation and rectification of potential safety hazards in dangerous projects such as deep foundation pits, scaffolding, formwork supports and construction cranes in municipal projects under construction, and earnestly grasp the management and control of dangerous projects. Drawing lessons from the large mountain collapse accident on the west side of the construction road of the "May 16" construction project in Jishou City, Western Hunan Province in 2021 and the collapse of the slope around the "February 3" construction site in Lengshuijiang City, Loudi in 2023, we should focus on the environmental factors of safe operation such as the slope around the construction site, and strengthen on-the-spot safety inspection and inspection, as well as the design and construction of slope support engineering. If there are major potential safety hazards in the surrounding slopes, construction shall not be started, and those who have already started construction shall be evacuated in time and stopped immediately. Thirdly, we should do a good job of hierarchical supervision, strengthen the supervision and guidance of the counties, cities and parks under our jurisdiction, conduct spot checks from time to time, establish a hierarchical spot check account, and report and criticize those departments whose supervision responsibilities are not in place, and bring them into the scope of key supervision.
3. Further investigate and punish illegal activities. Urban and rural housing construction departments at all levels should find out the supervision base in an all-round way, resolutely prevent the loss of control and leakage; strengthen law enforcement, strictly investigate and deal with illegal activities such as construction without approval, subcontracting and affiliation, and severely crack down on acts that fail to fulfill the main responsibility of enterprises for safe production, so as to form a deterrent. We must resolutely rectify the problem of "loose and soft" law enforcement inspection, dare to shine the sword and strike hard, strictly implement such measures as fines, suspension of business, qualification punishment and credit punishment, and promptly expose illegal units and individuals. At the same time, we should strengthen the supervision and law enforcement of all kinds of parks and development zones, and resolutely eliminate the "blind areas" and "special zones" of supervision.
4. Further strict investigation of responsibility for accidents. Urban and rural housing construction departments at all levels should adhere to the principle of "four not letting go", conscientiously organize and carry out accident verification and treatment, find out the causes of accidents, sum up the lessons of accidents, seriously investigate the responsibility according to law, and strictly implement the administrative penalties and bad behavior records of the units and personnel responsible for accidents in accordance with the law and regulations. We should pay attention to the use of typical accident cases to carry out warning education and publicity, further draw lessons from accidents, draw inferences from each other, and take effective measures to prevent all kinds of accidents.
