2023, witnessed by the leaders of China and Cambodia, Cong Liang, deputy director of the National Development and Reform Commission, and the heads of relevant Cambodian departments signed four cooperation documents, namely, the Belt and Road, capacity and investment, green and low-carbon development investment and Sino-Cambodian railway cooperation.

The two sides agreed to further deepen cooperation in jointly building the "the Belt and Road", sign the Memorandum of Understanding on Implementing the Coordination Mechanism of the "the Belt and Road" Cooperation Plan, and promote practical cooperation in various fields under the framework of jointly building the "the Belt and Road" to achieve mutual benefit and win-win results.

The two sides agreed to continue to carry out capacity and investment cooperation, sign the Memorandum of Understanding on the Third Round of Key Projects to Jointly Promote Capacity and Investment Cooperation between China and Cambodia, identify infrastructure, manufacturing, building materials and new energy as key areas of cooperation, promote information policy exchanges, and promote the development of Sino-Cambodian cooperation. Promote enterprise cooperation.

The two sides agreed to strengthen cooperation in green and low-carbon development, sign the Memorandum of Understanding on Investment Cooperation in Green and Low-Carbon Development, and promote exchanges and cooperation between the two sides in addressing climate change, green development, circular economy and environmental protection.

The two sides agreed to carry out China-Cambodia railway construction cooperation, sign the Memorandum of Understanding on the Establishment of China-Cambodia Railway Cooperation Mechanism, clarify the leading units and responsibilities of both sides, and steadily carry out relevant cooperation.
