On October 17, Shanxi Energy Bureau issued the Notice on Competitive Allocation of Wind Power and Photovoltaic Power Generation Development and Construction in 2023, and launched the declaration of 15.92 GW wind and solar power projects.
According to the document, the municipal competent departments should carefully examine and check the project declaration materials, combine with the situation of the project reserve warehouse, adhere to the principles of openness, fairness and impartiality, guard against all kinds of risks, and initially select the declaration projects that are solid in the preliminary work, have the conditions for starting construction and can be completed on time.
In this optimization, it is proposed to arrange 15 million kilowatts of wind power and photovoltaic guaranteed grid-connected scale and 920,000 kilowatts of return scale, totaling 15.92 million kilowatts. It should be noted that the six districts and counties involved in the 6GW new energy base in the coal mining subsidence area in northern Shanxi no longer lay out the provincial self-use guaranteed grid-connected photovoltaic power generation projects, but their land resources give priority to the photovoltaic power generation projects in the new energy base in northern Shanxi.
It should be emphasized that the National Development and Reform Commission and the National Energy Administration have issued the Reply on the Implementation Plan of the New Energy Base in the Northern Coal Mining Subsidence Area of Shanxi Province, the New Energy Base in the Northeast of Ulan Buh Desert in Inner Mongolia and the Gobi New Energy Base in the Northern Foot of Tianshan Mountains in Xinjiang in May this year, with Jinneng Holding Group as the main body of construction. Recently, the preparatory group for the construction of a large-scale wind power and photovoltaic base in the coal mining subsidence area in northern Shanxi has been unveiled and established, and will become a leading integrated energy demonstration base for wind, solar, fire and storage in the country in the future.
The document requires that the project should be based on a single project of not less than 100000 kilowatts to implement large-scale development, implement land security, and not take supporting industries as the threshold for the development and construction of this project.
The competitive allocation scheme requires the declaring enterprise to sign a resource development agreement with the territorial government, obtain supporting documents issued by the natural resources, environmental protection, water conservancy, forestry and grass departments of the people's government at or above the county level, implement the land use situation, clarify the nature of the project land, and have a land lease agreement for photovoltaic array. State-owned enterprises are encouraged to take out 10% (but not limited to) equity to attract private enterprises. Report to the provincial level
according to the preliminary evaluation at the municipal level. The provincial energy authorities will evaluate and score the declared projects, rank them according to the scores, eliminate the projects that do not meet the construction conditions, and determine the list of projects on the spot. The declared projects should be connected to the grid with full capacity by the end of September 2025.
