Public Solicitation In 2022, the National Development and Reform Commission and the National Energy Administration issued the Guiding Opinions on Accelerating the Development of New Energy Storage and the Notice on Further Promoting the Participation of New Energy Storage in the Power Market and Dispatching and Application. 2. The main contents

of "Several Measures" include four parts: strengthening planning guidance, speeding up project construction, supporting project operation and managing the whole process.

The first part is to strengthen planning guidance. The development goals of new energy storage are defined, focusing on the development of grid-side energy storage, encouraging the development of user-side energy storage, supporting the development of power-side energy storage, improving the application level of green power, and guiding the application of technological innovation.

The second part is to speed up the project construction. It mainly includes optimizing the project planning process, establishing service promotion mechanism, strengthening the guarantee of resource elements, doing a good job of access to the power grid, strict engineering construction standards, and speeding up grid-connected commissioning.

The third part is to support project operation. We should clarify the dominant position of the market, improve the market participation mechanism, optimize the way of participating in the market, give appropriate support and subsidies, and establish a capacity leasing mechanism.

The fourth part is to manage the whole process. Strengthen project technical supervision, optimize dispatching operation management, strengthen safety production supervision, and help the construction of energy storage industry chain. Several measures

Strengthen policy guidance, optimize planning and layout, encourage new energy distribution and storage in accordance with the mode of co-construction and sharing, build in the form of independent new energy storage projects at dedicated sites, directly connect to the public power grid, better play the role of peak, peak shaving, frequency modulation, black start and other functions, and improve the efficiency of system operation. Support all kinds of social capital to invest in the construction of independent new energy storage projects. By 2027, the scale of new energy storage projects on the provincial grid side will reach about 3.5 million kilowatts.

(3) Encourage the development of user-side energy storage. Make full use of the mechanism of peak-valley time-of-use electricity price, encourage enterprise users and industrial parks to build new energy storage facilities independently, and alleviate the peak power supply pressure of the power grid. We will vigorously promote the diversified application of energy storage in charging facilities, data centers and other scenarios, and explore the use of digital technology to carry out platform aggregation of distributed energy storage facilities. By 2027, the scale of new energy storage projects on the user side of the province will reach about 1 million kilowatts.

(4) Supporting the development of power side energy storage. Based on the characteristics of new energy, system consumption space and economy, new energy storage facilities are built in wind power and photovoltaic stations according to local conditions, and new energy power stations with friendly system are built. Support the construction of electrochemical energy storage, molten salt energy storage and other facilities within coal-fired power plants, and joint frequency modulation and peak shaving with coal-fired units to improve overall efficiency. By 2027, the scale of new energy storage projects on the power side of the province will reach about 500000 kilowatts.

(Five) improve the application level of green electricity. We will support the integrated development of "new energy + energy storage", promote the construction of new energy storage for new energy projects in accordance with regulations, and improve the capacity of green power access to the grid. We will promote the diversified development of new energy storage technologies in our province, focus on promoting the large-scale development of lithium-ion battery energy storage with mature technology, actively support the pilot demonstration of innovative technologies such as compressed air, flow batteries, thermal energy storage, gravity energy storage, flywheel energy storage and hydrogen energy storage, and apply the key technologies of energy storage cluster modeling and intelligent collaborative control on all sides of the "source network load". By 2027, there will be 5 types of new energy storage projects in the province.

2. Speed up the construction

of projects (1) Optimize the process of project planning. Independent new energy storage projects should be incorporated into the planning after evaluating the evaluation opinions of the project feasibility study report according to the requirements of the power grid project. Among them, projects with rated power of less than 50000 kilowatts should be incorporated into the planning after being evaluated by the energy authorities of districts and municipalities, and projects with rated power of 50000 kilowatts or more should be incorporated into the planning after being evaluated by the provincial energy authorities; The new energy storage facilities built in the power supply project shall be part of the construction content of the main power supply project, and shall be planned and managed along with the main power supply project; the new energy storage project on the user side shall be included in the scope of the main user project for planning and management.

(2) Establishing a service promotion mechanism. In accordance with the principle of territoriality, the competent energy departments of districts, cities and counties (cities) shall be responsible for the promotion of project services and coordinate the progress of the project. Independent new energy storage projects with rated power of 50000 kilowatts or more shall be coordinated, supervised and inspected by provincial energy authorities in accordance with the progress management mode of supporting power supply projects to ensure completion on schedule.

(3) Strengthen the guarantee of resource elements. Independent new energy storage projects with a rated power of 50,000 kilowatts or more can be declared and incorporated into the management of major projects in the province. Relevant departments should give priority to supporting and arranging the elements of land, forest, water and electricity needed by the project according to the mode of supporting power supply projects, so as to promote the construction of the project "as much as possible, as much as possible, as early as possible".

(Four) do a good job of connecting to the power grid. If the owner unit of the independent new energy storage project voluntarily invests in the construction of the access grid project, it can refer to the process of "Su Fa Gai Energy Development [2017] No.403", and the energy authorities at all levels shall complete the coordination and confirmation work within five working days.

(5) Strict engineering construction standards. New energy storage projects should strictly implement the relevant national and industrial energy storage standard system, and the grid-related equipment should meet the relevant technical requirements for the safe operation of the power grid. The continuous discharge time under the effective full capacity of the independent new energy storage project should not be less than 2 hours. The number of complete charge and discharge times of the lithium battery technology should not be less than 6000 times without replacing the main equipment, and the depth of charge and discharge should not be less than 90%. The batteries with mature technology and high safety performance should be selected, and the cascade utilization power batteries should be carefully selected.

(Six) speed up the commissioning of grid connection. New energy storage projects should complete relevant procedures in accordance with national quality, environment and fire protection regulations. Power grid enterprises should optimize the process and speed up the processing. In principle, qualified independent new energy storage projects should complete the grid-connected commissioning and acceptance within 30 working days after completion.

3. Supporting project operation

(1) Defining the dominant position of the market. Independent new energy storage projects with legal personality can be registered as independent subjects and participate in the power market by obtaining filing documents according to law, directly connecting to the public power grid, having technical conditions such as independent metering and control, connecting to the dispatching automation system to be monitored and dispatched by the power grid, meeting the requirements of relevant standards and norms and the operation rules of the power market. Other types of new energy storage projects can participate in the electricity market through joint or aggregation according to regulations, or through technical transformation to meet the same technical conditions and safety standards, and then choose to become independent new energy storage projects to participate in the electricity market.

(Two) improve the market participation mechanism. Establish and improve the technical standards, trading rules and price formation methods for independent new energy storage projects to participate in medium and long-term, spot and other electric energy markets and ancillary service markets such as peak shaving and frequency modulation. According to the construction of the power market in our province, independent new energy storage projects can currently participate in medium and long-term transactions and ancillary services, and can participate in transactions according to the rules of the spot power market after the spot power market is officially launched.

(3) Optimize the call settlement method. At the present stage, independent new energy storage projects are temporarily transferred and settled with reference to power generation projects to ensure that they play a peak and peak shaving role, and their charging capacity does not bear the transmission and distribution price, government funds and surcharges, and their transfer and settlement are temporarily based on the following modes:

1. The corresponding assessment shall be carried out in accordance with the relevant provisions.

2. During the development of the power ancillary services market, independent new energy storage projects can voluntarily choose trading varieties to participate in the transaction, and obtain corresponding compensation fees according to the transaction and actual transfer.

(Four) appropriate support and subsidies. Considering the need of power grid supply and demand balance in recent years in our province, an independent new energy storage project which has signed a grid-connected dispatching agreement with the power dispatching organization will be subsidized according to the amount of electricity discharged into the grid during the summer (winter) peak period from 2023 to January 2026 (January, July-August, December), and the subsidy standard will decline year by year. Specifically: 0.3 yuan/kWh from 2023 to 2024, and 0 yuan/kWh from 2025 to January 2026. The subsidy fund shall be disbursed from the peak electricity price increase fund, and shall be paid by the provincial electric power company according to the relevant regulations on measurement and settlement.

(5) Establishing a capacity leasing mechanism. According to the principle of voluntariness, new energy enterprises that need to allocate energy storage capacity can implement the requirements of energy storage allocation by leasing or purchasing the capacity of independent new energy storage projects throughout the province, and the relevant prices and costs are determined by the investors through independent consultation. The capacity of independent new energy storage projects is registered and disclosed in Jiangsu Electric Power Exchange Center for leasing or purchasing by new energy enterprises throughout the province, and the signing of lease agreements or contracts matching the life cycle of new energy projects is encouraged.

4. Do a good job in the whole process of management

(1) Strengthen the technical supervision of the project. The new energy storage project should do a good job of monitoring the operation status of the project according to the regulations. In the first three years after the independent new energy storage project is put into operation, the grid-related performance test shall be carried out every year, and after three years, the whole station test including the grid-related performance test shall be carried out every year to ensure that the operation time and availability of the energy storage power station meet the relevant technical requirements of the grid-connected commitment. When the project reaches the design life or the safe operation condition does not meet the relevant technical requirements, the demonstration, evaluation and rectification work shall be organized in time. If the project still does not meet the relevant requirements after rectification, the project decommissioning measures shall be taken and the original filing authority and other relevant units shall be reported in time. Power grid enterprises should strengthen the online monitoring and regular evaluation of the performance parameters of independent new energy storage projects.

(2) Optimizing dispatching operation management. Power dispatching agencies should formulate and improve relevant rules for dispatching and operation management of new energy storage projects, build a new energy storage centralized dispatching platform, adhere to market-oriented optimization of dispatching and operation of new energy storage facilities, and give full play to the role and benefits of new energy storage projects. In order to ensure reliable power supply and power grid security and stability, in special periods such as power supply shortage and system regulation difficulties, power dispatching agencies can uniformly dispatch and operate new energy storage facilities according to their needs, and make good call records, and assess and compensate them in accordance with relevant regulations.

(3) Strengthen safety production management. New energy storage project units should implement the main responsibility of enterprise safety production and fire safety in accordance with the relevant provisions of the state, abide by the laws, regulations and standards of safety production and fire safety, and establish a safety management system covering the whole process of planning and design, construction commissioning, testing and certification, fire safety, emergency disposal, quality supervision and environmental protection monitoring. Prepare contingency plan and conduct drills regularly. Relevant departments of local governments should implement territorial management responsibilities, strengthen coordination, improve the safety management of new energy storage projects, and enhance emergency fire control capabilities.

(4) Promoting the construction of energy storage industry chain. Support and encourage local governments to study and introduce local support policies such as subsidies in light of their own development realities, so as to promote the high-quality development of local new energy storage projects. Strengthen the docking between energy storage manufacturing enterprises and new energy storage projects in the province, promote strategic cooperation between upstream and downstream industries, accelerate the formation of superior industries such as energy storage material production, equipment manufacturing, energy storage integration, operation and testing, and accelerate the development of the whole energy storage industry chain in our province.

This measure will be implemented from the date of issuance, and will be adjusted in time according to the development of new energy storage projects in our province and the changes of national and provincial policies.

Strengthen the docking between energy storage manufacturing enterprises and new energy storage projects in the province, promote strategic cooperation between upstream and downstream industries, accelerate the formation of superior industries such as energy storage material production, equipment manufacturing, energy storage integration, operation and testing, and accelerate the development of the whole energy storage industry chain in our province.
