Recently, a large-scale collapse occurred in the open-pit coal mine of Xinjing Coal Industry Co., Ltd. in Alashan Left Banner, Alashan League, Inner Mongolia. Many workers and vehicles were buried. General Secretary Xi Jinping made important instructions at the first time, requiring all regions and relevant departments to comprehensively investigate all kinds of potential safety hazards, strengthen preventive measures, vigorously implement the work, better coordinate development and security, and earnestly safeguard the safety of people's lives and property and social stability. First, further improve the political position. All departments, bureaus and units should quickly convey the spirit of learning and understanding General Secretary Xi Jinping's important instructions, thoroughly implement Premier Li Keqiang's instructions and requirements, deeply draw lessons from recent major accidents, resolutely integrate ideas and actions into the spirit of General Secretary Xi Jinping's important instructions, improve political standing and strengthen political acuity. We should coordinate development and safety, tighten the chord of safe production at all times, and resolutely curb the occurrence of major accidents.
Second, further strengthen responsibility. Deeply understand the special importance of doing a good job in the current safety prevention work, with an extremely conscientious and responsible spirit, in accordance with the principles of "three necessities" and "who is in charge, who is in charge", fully implement the responsibility of safety production management in the fields of land, mineral resources, marine business, geological exploration and surveying and mapping industries, as well as the main responsibility of safety production of subordinate units. Leading cadres at all levels should, in accordance with the requirements of "the same responsibility of the Party and the government, one post and two responsibilities, joint management and accountability for dereliction of duty", take overall responsibility for the "top leaders" and take specific responsibility for the comrades in charge, so as to ensure the implementation of tasks and responsibilities.

They should focus on investigating and dealing with all kinds of illegal activities of natural resources, such as unlicensed exploration and mining, illegal mining of gold mines in the name of "washing holes", and illegal mining in the name of renovation and restoration; Actively cooperate with relevant departments to carry out safety inspection in coal mines, non-coal mines, tailings reservoirs and other key industries, urge enterprises to comprehensively investigate safety risks and timely control potential safety hazards; urge geological exploration and surveying and mapping units to implement the main responsibility of safety production, grasp the responsibility of territorial management, do a solid and meticulous job in field operation safety risk prevention, and strictly prevent all kinds of accidents.
Fourth, further investigate and rectify potential risks. All departments, bureaus and units shall be clearly aware of the arduousness and complexity of the current work of safe production, and tightly compact the responsibility of the main body of safe production. The main responsible person shall take the lead in action and command ahead, quickly and comprehensively investigate and rectify all kinds of risks and hidden dangers; pay close attention to key parts and weak links, timely repair and replace old equipment, and resolutely eliminate hidden dangers in the bud; Effectively strengthen the safety precautions of office location, fire safety, use of hazardous chemicals, flood control and other aspects; strengthen field safety management, carry out special inspections of oil and gas drilling, offshore operations, large-scale equipment and field driving, prevent the occurrence of field, air, underground and offshore safety accidents, and timely grasp and report important safety production events.
Fifth, further improve duty and emergency response. Departments in charge of natural resources at all levels should conscientiously perform their duties and responsibilities, strengthen emergency duty, cooperate with relevant departments to improve and implement the contingency plan for safe production, strengthen duty and emergency linkage, ensure that when accidents occur, they can coordinate with relevant departments, take timely and effective emergency rescue measures, prevent the expansion of accidents and the occurrence of secondary disasters, and reduce casualties and property losses. Relevant units under the Ministry should enhance the safety awareness of cadres and workers, improve contingency plan, strengthen emergency drills, strictly implement the 24-hour duty system for key posts and the system of leading cadres on duty, strictly prohibit leaving their posts without permission, and report major events in time.
Recently, the Ministry of Natural Resources has dispatched a working group led by Li Jinfa, a member of the Party Leadership Group of the Ministry and director of the China Geological Survey, to the scene of the accident. At the same time, six supervision and inspection teams have been dispatched to 12 provinces (districts and municipalities) to carry out special supervision and inspection on the rectification of major hidden dangers in the field of natural resources safety at the end of the year and the beginning of the year.
