Ecology and Environment, in order to speed up the construction of the national carbon market and standardize the management of greenhouse gas emission data of enterprises in key industries, the General Office of the Ministry of Ecology and Environment issued the Notice on the Reporting and Verification of Greenhouse Gas Emissions of Enterprises in Some Key Industries from 2023 to 2025 (hereinafter referred to as the Notice). In key industries such as petrochemical, chemical, building materials, iron and steel, non-ferrous metals, papermaking and civil aviation, key enterprises with annual greenhouse gas emissions of 26000 tons of carbon dioxide equivalent (comprehensive energy consumption of about 10000 tons of standard coal) and above are included in the annual greenhouse gas emission reporting and verification work scope of the Notice. The departments (bureaus) of ecological environment of all provinces, autonomous regions and municipalities directly under the Central Government, and the ecological environment bureaus of the Sinkiang Production and Construction Corps:
In order to accelerate the construction of the national carbon emission trading market (hereinafter referred to as the national carbon market), and standardize the management of greenhouse gas emission data of enterprises in key industries, The key work requirements for greenhouse gas emission reporting and verification of enterprises in key industries such as petrochemical, chemical, building materials, iron and steel, non-ferrous metals, papermaking and civil aviation from 2023 to 2025 are hereby notified as follows.

The provincial ecological environment departments shall, in accordance with the relevant requirements of this circular, organize and carry out the work related to the reporting and verification of greenhouse gas emissions from enterprises in key industries.
(1) To determine the scope
of reporting and verification in key industries such as petrochemical, chemical, building materials, iron and steel, non-ferrous metals, papermaking and civil aviation. Key enterprises with annual greenhouse gas emissions of 26000 tons of carbon dioxide equivalent (comprehensive energy consumption of about 10000 tons of standard coal) and above (see Annex 1 for specific industry sub-categories) are included in the scope of annual greenhouse gas emission reporting and verifi cation in this notification.
Provincial eco-environmental departments should timely enter the list of enterprises in key industries into the national carbon market management platform (hereinafter referred to as the management platform, the website is https://www.cets.org.cn/), and open accounts for enterprises in key industries. Self-owned power plant enterprises that have obtained management platform accounts do not need to open new accounts.
(2) Organize the submission of annual greenhouse gas emission reports
before March 31 each year, and organize enterprises in key industries to prepare greenhouse gas emission reports for the previous year (accounting for the total emissions at the enterprise level and the emissions at the facility level respectively). And submit the emission report and supporting materials through the management platform (the greenhouse gas emission report for 2022 should be completed by November 17, 2023). Enterprises
in key industries shall conduct accounting and reporting in accordance with the requirements of the latest edition of technical documents published by the Ministry. See Annex 2-4 for the accounting and reporting requirements for the cement, electrolytic aluminum and steel industries of the 2023 edition; and see Annex 5 for the supplementary data tables for other key industries. When calculating the emissions corresponding to the net purchase of electricity at the enterprise level or the consumption of electricity at the facility level, the emissions corresponding to the non-fossil energy electricity directly supplied to enterprises in key industries and not incorporated into the municipal power grid and self-use by enterprises (including grid-connected and non-grid-connected and surplus electricity) shall be calculated as 0, and enterprises in key industries shall provide relevant certification materials. Enterprises that purchase and use non-fossil energy power through market-oriented transactions shall report this part of power consumption separately and provide relevant certification materials (including the Green Power Consumption Certificate or the transaction and settlement certificate of direct power supply, excluding the Green Power Certificate), and the corresponding emissions shall be temporarily calculated according to the average carbon emission factor of the national power grid. The average carbon emission factor of the national power grid in 2022 is 0.5703 t CO2/MWh, and the subsequent annual factors are released through the management platform.
(3) To organize and carry out the verification
of greenhouse gas emission reports in accordance with the requirements of the Guidelines for the Verification of Enterprise Greenhouse Gas Emission Reports (Trial Implementation) (Huan Ban Climate Letter [2021] 130), and to organize and carry out the verification of annual emission reports. Fill in the verification report through the management platform (download the verification report template of different industries from the management platform), and submit the verification data summary generated by the management platform to our department after confirmation and seal. The verification of carbon emission reports of enterprises in cement, electrolytic aluminum and iron and steel industries shall be completed before September 30 each year, and the verification of carbon emission reports of enterprises in other key industries shall be completed before December 31 each year (the verification of carbon emission reports of enterprises in key industries in 2022 shall be completed before December 31, 2023).
2. Safeguard measures
(1) Strengthening the organization and leadership
of greenhouse gas emission reporting and verification of enterprises in key industries is the basic work to promote the active and orderly expansion of the coverage of the national carbon market. All localities should attach great importance to it, strengthen the organization and leadership, and ensure that all tasks are completed on time and in good quality. Our Ministry will supervise, guide, investigate and assist the implementation of the key tasks of this circular in various places, and inform the outstanding problems.
(2) Funds for the implementation of work should be guaranteed
for the implementation of carbon emission data quality management related work, such as greenhouse gas emission verification and related capacity-building training. If a technical service agency is entrusted to carry out verification through government purchasing services, the funds required for the next year's verification technical service agency shall be arranged in advance in the annual verification funds as soon as possible, and the relevant work shall be completed on time, with quality and quantity guaranteed.
(3) To strengthen capacity-building
, all localities should enrich the carbon emission supervision and management team and do a good job in the supervision of technical service institutions. We will strengthen training and guidance for municipal ecological environment departments and enterprises in key industries with districts, accelerate the improvement of carbon emission management systems within enterprises, and improve the quality of carbon emission data.
