The "Plan" clearly States that the province will carry out scientific and technological innovation actions in nine key areas:

Carry out demonstration actions to tackle key problems of energy conservation and carbon reduction technologies in key industries, carry out R & D and demonstration of process reengineering technologies such as short process of iron and steel and hydrogen metallurgy around key energy-consuming industries such as iron and steel, chemical industry, cement and non-ferrous metallurgy, and increase the recovery and utilization of energy and materials such as waste heat, pressure, waste water and waste residue in industrial processes; Focus on green and low-carbon development in the field of new energy vehicles, break through key component technologies such as power batteries, fuel cells and high-efficiency engines, tackle key technologies such as new energy buses, logistics vehicles and heavy trucks, and improve the level of new energy substitution and intellectualization in the field of automobiles; We will promote the development of digital, networked and intelligent technologies in traditional industries, promote the deep integration of new generation information technologies such as 5G, big data, artificial intelligence, blockchain and the Internet of Things with industry, enhance the precise monitoring technology of energy consumption and carbon emissions in the whole process of industry, drive emission reduction in production processes with low-carbon technologies, and enable low-carbon development of industries with digital innovation.

6. We will carry out demonstration actions to tackle key problems in carbon capture, utilization and storage and carbon sequestration technologies, vigorously develop carbon capture, utilization and storage technologies, tackle key technologies such as carbon dioxide capture, compression and transportation, conversion and utilization, geological utilization and storage, and prospectively lay out subversive technologies such as direct air capture, carbon capture, utilization and storage, and new energy coupling; We will carry out demonstration of the whole process technology of carbon capture, utilization and storage above 10000 tons, promote the cluster development of carbon capture, utilization and storage industries, and realize large-scale conversion and utilization of carbon dioxide.

7. Carry out the promotion of scientific and technological innovation platform bases, strengthen the top-level design of major innovation platform bases in the field of carbon peak and carbon neutralization in the whole province, and build an innovation base system with reasonable layout and echelon connection. We will take the whole province's efforts to plan and build major innovation platforms in the field of carbon neutralization, and increase the construction of key laboratories, technological innovation centers, pilot bases and new R & D institutions in the field of carbon neutralization.

8. Develop the cultivation of high-tech enterprises, increase the supply of inclusive policies for enterprise innovation, guide enterprises to increase R & D investment, support enterprises to build key laboratories, technological innovation centers and other innovative carriers, encourage industry-university-r esearch cooperation and collaborative innovation, and focus on technological innovation and public science and technology services of enterprises in the field of carbon peak and carbon neutralization.
