The cement kiln clean energy substitution project of Chongqing Liangping Conch Cement Co., Ltd. implements the energy efficiency improvement and clean energy substitution transformation of cement kiln on the existing 4800 tons/day new dry process cement production line of the enterprise, and adjusts the fuel used for cement clinker calcination from single raw coal to raw coal, natural gas and biomass alternative fuel.

Since July

2021, the Ministry of Ecology and Environment has issued the Notice on the Pilot Project of Environmental Impact Assessment of Carbon Emissions in Key Industrial Construction Projects and the Notice on the Pilot Project of Environmental Impact Assessment of Carbon Emissions in Industrial Park Planning, which have promoted the pilot work of environmental impact assessment of greenhouse gas emissions in many provinces, autonomous regions and municipalities directly under the Central Government. At present, the pilot work of incorporating greenhouse gas control into EIA has achieved preliminary results. This work is in the stage of innovation and exploration, and is in urgent need of extensive exchange and reference based on existing practices. For this reason, the theme of "Typical Cases of Environmental Impact Assessment of Greenhouse Gas Emissions" at home and abroad has been published one after another for reference.

1. Basic information

The cement kiln clean energy substitution project of Chongqing Liangping Conch Cement Co., Ltd. has implemented the energy efficiency improvement and clean energy substitution transformation of the cement kiln on the existing 4800 tons/day new dry cement production line. The fuel used for cement clinker calcination is adjusted from single raw coal to raw coal, natural gas and biomass alternative fuel.

2. Through the environmental impact assessment of greenhouse gas emissions,

the project establishes three energy application scenarios from the perspective of optimizing the energy structure, and calculates the carbon emissions and intensity under different energy application scenarios before and after the transformation. The experience of selecting performance indicators of carbon emission in cement industry in Chongqing and the collaborative technical measures of pollution reduction and carbon reduction were summarized, and the requirements of carbon emission control were clarified in the approval document of environmental impact assessment.

Based on the performance evaluation method, the case carries out the evaluation of greenhouse gas emission level of the project, collects the greenhouse gas inventory data of Chongqing, the verification data of 31 cement enterprises'carbon trading enterprises, the energy consumption of enterprises, the account of "two high" projects, environmental statistics and other data, and carries out cross-comparison and calculation. The average value and the top 20% recommended value of the cement industry carbon emission performance indicators are put forward, and the emission level of the project in Chongqing is better than that of the top 20% cement enterprises.

After the implementation of the project according to the requirements of environmental impact assessment, the enterprise can save 2.8512 million hours of electricity annually, reduce the annual comprehensive energy consumption from 187,500 tons of standard coal to 158,300 tons of standard coal, and the comprehensive energy consumption per unit product of clinker is 99.94 kg/ton. Energy efficiency benchmarking level in key areas of high energy consumption industries. The annual carbon emissions of enterprises have been reduced from 1.4248 million tons of CO2 to 1.0924 million tons of CO2 . And that carbon emission per ton of the clink product is reduced from 0.90 ton of CO2 to 0.69 ton of CO2 .
