mining rights holders is an important starting point for implementing the reform requirements of "releasing control clothing", optimizing business environment and promoting credit supervision in the field of mining industry. On February 20, the General Office of the Ministry of Natural Resources issued the Notice on the Publicity of Exploration and Mining Information of Mining Rights Owners in 2023 (hereinafter referred to as the Notice) in order to publicize the exploration and mining information of mining rights owners in 2023 and form a good regulatory atmosphere to promote economic development.
The Notice requires that the competent departments of natural resources in all provinces (autonomous regions and municipalities) should attach great importance to it, conscientiously organize the annual information publicity work, and promptly supervise and guide the mining rights holders to fill in the annual information publicity through the mining rights holders'exploration and mining information publicity system of the Ministry of Natural Resources (hereinafter referred to as the publicity system). The departments in charge of natural resources at all levels shall carefully verify and determine the base number of mining rights that should be publicized, and before determining the list of annual spot checks, the qualified mining rights shall be removed from the list of anomalies in a timely manner, and continue to urge the mining rights holders listed in the list of anomalies and serious violations to speed up rectification. It is necessary to strengthen the guidance of filling in the indicators for the rational development and utilization of mineral resources, and to strengthen the annual mining volume and annual consumption of resources reserves in the basic situation of mines, the actual amount of ore selected, the grade of raw ore selected, the annual output of concentrate, the grade of concentrate, and the amount of raw coal selected in the situation of coal preparation. The relevant indicators such as the amount of selected ore, the grade of selected ore and the recovery rate of mineral processing in the utilization of associated minerals should be fully filled in. The natural resources management department should strengthen communication and coordination and organize relevant units to deal with the data that can not be grasped or obtained by some mining enterprises themselves, such as smelting links and some washing links. The deadline for the mining right holder to fill in and publicize this year is March 31.
The Notice clearly States that the competent departments of natural resources in all provinces (autonomous regions and municipalities) shall, in strict accordance with the requirements of "double randomness and one openness", uniformly select no less than 5% of the mining rights into the list of random spot checks, and determine the list of special spot checks in light of the actual work, and publicize the list of spot checks in the publicity system and the portal website before April 30. The competent departments of natural resources at all levels should strengthen the overall planning of their work, further improve the cooperative working mechanism of various departments (departments and offices), and encourage the implementation of cross-sectoral joint inspection in areas where conditions permit. We should innovate the methods and means of verification and inspection, encourage the use of data analysis and comparison, remote sensing images, UAVs and other means to improve the efficiency and quality of verification, and comprehensively promote the use of natural resources field verification system to carry out field verification. All localities should complete the field verification work before September 30, and complete the input of the verification results before October 31.
