Recently, the Water Conservancy Bureau of Jingning County, Lishui City, Zhejiang Province, under the authorization of the People's Government of Jingning County, confirmed that Jingning County Water Conservancy Development Co., Ltd. was the winning bidder through public bidding at the auction of a batch of sand and stone materials dredged from Jingning River, Lake and Reservoir and the 21-year management right of sand and stone resources exploitation held by the Public Resources Trading Center of Jingning County.
"Jingning has abundant sand and stone resources.". However, due to the erosion of rivers, sediment is brought into the river course, resulting in serious siltation in some sections of the river, which not only hinders flood discharge and affects safety, but also wastes sand and stone resources. "The relevant person in charge of Jingning County Water Conservancy Bureau said," This model can not only increase the protection and development of sand and stone resources assets such as state-owned rivers and reservoirs, but also promote the preservation and appreciation of resources assets. It can be said to kill two birds with one stone.
According to the assets appraisal report, the recoverable reserves of the three rivers and lakes of Xiaoxi, Qianxia Lake and Maolanggang are 64.7167 million tons, and the appraisal value is 1.255 billion yuan. After Jingning Water Development Company obtained the right to operate sand and gravel resources for 21 years by bidding at a transaction price of 1.255 billion yuan, it invested in the construction of water conservancy projects after obtaining funds through mortgage to banks, effectively revitalizing natural resources, alleviating the problem of insufficient funds for county project construction, and promoting the development of water conservancy with high quality and high level. To realize the effective transformation from "ecological resources" to "ecological capital" and turn "silt" into "golden sand", a new way to realize the value of ecological products has been found. At the same time, in order to effectively strengthen river management, remove river obstacles, enhance the flood discharge capacity of the river, restore and protect the ecological environment of the river, combined with the attempt and innovation of rational utilization of sand and gravel resources, a new model for river management in Jingning County has been created.
Next, Jingning County Water Conservancy Bureau will strengthen the protection and development of sand and gravel resources assets such as state-owned rivers and reservoirs, promote the preservation and appreciation of resources assets, continue to explore the mortgage mode of sand and gravel management rights, and promote the realization of ecological resources.
