According to the joint consultation between the Provincial Ecological Environment Emergency and Heavy Pollution Weather Warning Center and the China Environmental Monitoring Station and the Provincial Meteorological Disaster Prevention and Environmental Meteorological Center, from February 25, the ground in our city has been affected by the high pressure rear and the uniform pressure field, the wind has weakened, the humidity has increased, the diffusion conditions have deteriorated, and the pollution has continued to accumulate. There will be moderate and above polluted weather processes. In accordance with the relevant work requirements of the Provincial Atmospheric Office's "Letter on Response to Recent Pollution Processes" (No.13, 2023), after research and decision, on the premise of ensuring safety, the whole city will start the level II emergency response to heavy pollution weather from 0 o'clock on February 26, 2023. The specific termination time will be notified separately. Relevant matters are hereby notified as follows:
1. Public protective measures
1. Children, the elderly and patients with respiratory, cardiovascular and cerebrovascular diseases and other chronic diseases should stay indoors as far as possible, avoid outdoor activities, and minimize the ventilation time. Medical and health institutions should strengthen medical guidance and medical guarantee for patients with respiratory diseases.
2. The general population should reduce or avoid outdoor activities; outdoor work, duty, operation, activities and other personnel can take necessary protective measures such as wearing masks and shortening outdoor working hours.
3. All counties (cities and districts) stop holding large-scale mass outdoor activities.
2. Propositional pollution reduction measures
1. Advocate green travel for the public, try to travel by public transport or electric vehicle; stop the vehicle in time to reduce the idling time of the vehicle in situ; consciously stop the fuel vehicles of the fourth and below countries.
2. Advocate public green consumption and minimize the use of products containing volatile organic compounds, odor and lampblack.
3. Advocate enterprises and institutions to adopt flexible working systems such as rest, off-peak commuting and telecommuting according to the actual situation of heavily polluted weather.
3. Production control measures
(1) Industrial sources.
Industrial enterprises strictly implement the requirements of Level II (orange) emergency response emission reduction measures in accordance with the List of Industrial Sources for Emergency Emission Reduction of Heavy Polluted Weather in Tangshan City from 2022 to 2023.
(2) Mobile source.
1. Stop using non-road mobile machinery (except clean energy and emergency maintenance machinery) in construction sites, industrial enterprises and industrial parks.
2. Mines (including coal mines), coal washeries, ports, logistics (except for people's livelihood security) and other units involved in the transportation of bulk raw materials and products shall stop using heavy trucks (including gas) below the fifth national standard for transportation ( except special vehicles and dangerous chemicals vehicles).
3. Within the Second Ring Road (excluding) in the downtown area and the urban areas of counties (cities and districts), large trucks (including "non-security vehicles" with passes), tricycles, low-speed trucks and tractors are prohibited, and construction waste and dregs transport vehicles and sand and gravel transport vehicles are prohibited from driving on the road.
(3) Non-point source.
1. Open-air operations are prohibited in mines, sand and gravel factories, slate factories and stone factories.
2. In addition to emergency rescue and key projects included in the "white list" of ecological environment supervision, earthwork, building demolition, spraying and painting, slope protection and other operations are prohibited at all construction sites.
3. Fireworks and firecrackers are prohibited at all times.
4. Work requirements
1. The governments of counties (cities and districts) and the administrative committees of development zones (administrative zones) shall strictly comply with the requirements of the List of Industrial Sources for Emergency Emission Reduction of Heavily Polluted Weather in Tangshan City from 2022 to 2023. Make full use of enterprise online, video surveillance, access control system and UAV to strengthen supervision and inspection to ensure that all control requirements are in place.
2. Enterprises with A-level performance evaluation and leading enterprises can take emergency emission reduction measures independently; enterprises included in the "white list" of ecological environment supervision do not limit production, encourage enterprises to reduce emissions independently, and resolutely prevent "one size fits all".
3. The governments of counties (cities and districts) and the administrative committees of development zones (administrative zones) shall organize personnel to conduct inspections in accordance with the requirements of A-level and leading enterprise performance rating standards to ensure that pollutants are discharged up to the standards and that the proportion of clean transportation meets the requirements of the standards.
4. The relevant departments directly under the municipal government should form an inspection team to carry out a comprehensive inspection of the implementation of the city's emergency response measures, and immediately supervise and rectify the problems found. Departments at all levels shall investigate and punish the acts of failing to implement emergency response measures as required in accordance with the Regulations on the Prevention and Control of Air Pollution in Tangshan City.
5. All news media should release early warning information to the society through radio broadcasting, TV news, TV rolling subtitles and the Internet, actively publicize public protection measures and advocacy pollution reduction measures, and advocate the whole society to do a good job in coping with heavy pollution weather.
The county (city, district) government, the administrative committee of the development zone (administrative area) and the relevant units directly under the municipal government shall report the implementation of the emergency response measures and the supervision and inspection of the local units on the previous day to the Municipal Atmospheric Office before 8 o'clock every day.
