On June 19, the accountability of the sixth batch of handover issues of the second round of central ecological environment protection supervision was announced to the public. So far, the second round of accountability work of the central ecological environment protection supervision has been completed, and a total of 3371 people have been held accountable for 158 accountability issues handed over.
It is reported that the second round of central eco-environmental protection supervision started in July 2019 and ended in June 2022, and completed the supervision of 31 provinces (districts, municipalities), Sinkiang Production and Construction Corps and 6 central enterprises in six batches. A total of 2164 rectification tasks have been identified, and 61% of the rectification tasks have been completed by May 2023.
The last batch of accountability announcements involved Hebei, Jiangsu, Inner Mongolia, Xizang, Xinjiang and Sinkiang Production and Construction Corps. The mining areas of Shuaibao Mining, Hongji Mining and Yangbiziling Iron Mine in Xinglong County, Chengde City, illegally mined 679000 tons without a license, resulting in serious damage to the mountain, fragmentation of the mine and its surrounding areas, large areas of bare surface, and serious damage to the natural ecology. Liuliping Macaque Provincial Nature Reserve was occupied by illegal mining sites, occupying 44 mu of experimental area and destroying 12 mu of general public welfare forest; Hebei Zhuhe Group illegally occupied and destroyed 40 mu of forest land and 29 mu of cultivated land.
Baiyagou abandoned mine did not carry out ecological restoration and comprehensive treatment as required, but continued mining on the original mining surface, the original area of comprehensive treatment was 30 mu, and the area of mountain damaged by mining has exceeded 57 mu. The comprehensive treatment project of Dadongbeigou of Sanbozi Iron Mine of Zehua Mining Company started in 2017 and is scheduled to be completed in October 2020, but the preparation of its treatment plan has been delayed repeatedly and no substantial progress has been made. Xinglong County of Chengde City fails to implement the requirements of coordinated development between Beijing, Tianjin and Hebei, and fails to supervise mining and ecological damage, resulting in the long-term existence of illegal mining and encroachment on nature reserves and woodlands.

Xizang, 23 responsible persons were held accountable
for violations of laws and regulations in sand and gravel mining in Seni District of Naqu City, and several sand and gravel yards in Seni District of Naqu City should handle mining licenses according to law, but since 2018, Naqu City and Seni District have repeatedly approved mining licenses in disguised form in the form of departmental documents, without requiring mining licenses. Forestry, grassland and water conservancy departments also failed to go through the formalities of grassland expropriation and occupation, soil and water conservation, and allowed long-term illegal exploitation, involving a total area of 468000 square meters of grassland. Since
2019, China Construction Transportation Construction Engineering (Xizang) Co., Ltd. has not carried out excavation slope design in No.1 sand and gravel yard, and has carried out brutal excavation of the mountain, forming a huge vertical profile with a height difference of 70 meters; Illegal mining beyond the approved scope, exceeding the approved area by 1.7 times, exceeding the approved mining volume by 9.3 times, seriously damaging the ecological environment; the No.1 sand and gravel yard occupied and damaged 121,000 square meters of grassland, and it was not planned to implement ecological restoration and management until the inspectors were stationed. In addition, the sand and gravel mine in Wucun Village of Luoma Town was closed in July 2018, but the ecological restoration of nearly 100,000 square meters of grassland damaged by it has not been completed; the sand and gravel yard of Xinhu Trading Co., Ltd. has not implemented the maintenance requirements of turf layer dissection, and a large number of sand and gravel have occupied 18,000 square meters of grassland.
According to the relevant regulations, five responsible units, including the Naqu Municipal Committee, the Municipal Government, the Seni District Committee, the District Government and the Naqu Natural Resources Bureau, were ordered to make a profound inspection.
