1. General requirements
(1) Guiding ideology. (2) Main objectives. By 2027, the comprehensive strength of the city's private economy will be significantly enhanced, with the added value of the private economy accounting for 62% of the GDP, and more than 4.3 million private economic market entities, including more than 1.35 million private enterprises and more than 15 of the top 500 private enterprises in China. The innovation capability and core competitiveness of private enterprises have been significantly improved, 12,000 private high-tech enterprises have been cultivated, and private science and technology enterprises have been put into storage. 8.
2. Promoting the innovation and development
of private economy (3) Encouraging the intensification of scientific and technological innovation. Supporting private enterprises to carry out key core technology research in conjunction with ordinary universities, vocational colleges, scientific research institutes and upstream and downstream enterprises by means of "unveiling the list" and "horse racing competition", giving 10-30 million yuan support to major R & D projects of scientific and technological innovation at the municipal level, and providing a maximum subsidy of 10 million yuan for projects to solve key core technical problems in leading industries. We should guide private enterprises to carry out product innovation, establish a public release mechanism for application scenarios of government departments, state-owned enterprises and large enterprises, and let more new products try first in the scenarios. Promote the first trial use of innovative products, and support the first set of equipment, the first batch of materials and the first version of software.
(4) Supporting the construction of innovation platforms. We will upgrade and build a platform for sharing scientific and technological resources in Chongqing, and promote the opening and sharing of major scientific and technological infrastructure, scientific research instruments and equipment, scientific data, and other scientific and technological resources to the main body of the private economic market. Establish an information release platform for the supply and demand of scientific and technological innovation products and services, and promote the seamless connection between universities, vocational colleges, scientific research institutes, large enterprises and their scientific research teams and the main body of the private economic market. Speed up the construction of Chongqing Intellectual Property Protection Center.
(5) Vigorously cultivate innovative subjects. We will implement the "leading" action of private enterprises, intensify the cultivation of the top 500 private enterprises in China, and create a number of first-class private enterprises with good quality and efficiency and international competitiveness. Establish and improve the gradient cultivation system of specialized, special and new enterprises, and award the first national specialized, special and new "Little Giant" enterprises and individual champions of manufacturing industry. We will implement the "double increase" action plan for high-tech enterprises and technology-based enterprises, and encourage all districts and counties to reward the first identified high-tech enterprises. We will carry out classified and precise assistance for individual industrial and commercial households, promote the improvement of various support policies, and improve the quality of development of individual industrial and commercial households.
3. Promoting the private economy to embrace digital transformation
(6) Accelerating the pace of digital transformation. Support the main body of the private economy market to actively integrate into the "digital Chongqing" industry, all elements, the whole process, the whole scene construction. Promote the deep participation of private enterprises in the "Mantianxing" action plan of software and information service industry and the construction of world-class intelligent network new energy automobile industry cluster. We will implement the digital transformation of small and medium-sized enterprises and promote low-cost, lightweight and universal solutions and products. Supporting private manufacturing enterprises to intensify technological transformation, carrying out digital-led enterprise technological transformation actions, establishing and improving the working mechanism and supporting service system to promote enterprise technological transformation, and promulgating special financial support policies to support enterprise technological transformation. Private enterprises are encouraged to use the new generation of information technology to optimize and improve the level of operation and management, build digital workshops and intelligent factories, and develop new formats such as smart agriculture, digital commerce, smart cultural tourism and smart logistics.
(7) Strengthen data elements and platform empowerment. We will build an integrated and intelligent public data platform, promote the orderly development and utilization of public data, and launch a number of data products and services that are convenient for the people and enterprises. Roll out the annual plan of public data opening, and guide the main body of private economic market to participate in the innovation of public data application. We will build a public service platform for the digital transformation of small and medium-sized enterprises, and open up channels for the digital transformation needs of enterprises and the supply of products and services. To guide large enterprises and digital service providers to open a "cloud service" platform to meet the needs of small and medium-sized enterprises for low-cost "cloud intelligence".
4. Promoting the green and low-carbon development
of private economy (8) Promoting the level of green and low-carbon development. Support private enterprises to apply green low-carbon technologies, processes, products, equipment and management methods, carry out green low-carbon transformation such as energy saving, water saving, clean production and comprehensive utilization of resources, and give rewards and subsidies, and build a number of green parks and green factories and give rewards. Promote the construction of green supply chain management enterprises and reward national green supply chain enterprises. We will support private economic market entities to participate in ecological and environmental protection projects such as recycling of waste materials, comprehensive utilization of bulk solid waste, and cleaner production in key industries.
(9) Strengthen green and low-carbon development services. We will accelerate the construction of green financial reform and innovation pilot zones, innovate financial instruments and products such as green technology transformation loans for small and micro enterprises, and promote the landing of carbon emission reduction support tools. Build a number of green manufacturing integrated service platforms to provide green low-carbon development consultation, diagnosis, technical support and other comprehensive services for the main body of the private economic market, and reward those with better results. Private enterprises are encouraged to participate in contract energy management, third-party environmental pollution control and other service formats, and actively participate in carbon emissions trading.
5. Further stimulate the vitality and potential
of private investment (10) Support participation in key projects. Support private enterprises to participate in national strategies such as "the Belt and Road", the construction of Chengdu-Chongqing economic circle and rural revitalization. Establish a mechanism to encourage private capital to participate in the construction of major projects, support private capital to participate in the construction of key projects such as railways, expressways, water conservancy, ports, wharfs and related stations with a certain level of income and relatively mature conditions, and encourage private capital to participate in the construction and operation of new infrastructure such as 5G applications, charging piles and data centers.
(11) Actively guide the revitalization of stock assets. Private investment is encouraged to participate in the revitalization of state-owned stock assets and old urban resources. Support private enterprises to participate in the reform of state-owned enterprises. Private enterprises are encouraged to strengthen the optimization and integration of stock assets through property rights transactions, mergers and acquisitions, and the acquisition and disposal of non-performing assets, so as to transform the revitalized stock assets into development increments. Support private investment projects to participate in the pilot project of real estate investment trusts (REITs) in the infrastructure sector.
6. Efforts should be made to resolve the difficulties
in the development of private economy (12) to help market development. Implement the international market development action of hundreds of groups and thousands of enterprises, cultivate and promote the "Chongqing Trade Global" brand exhibition, and grant subsidies to exhibitors according to regulations. We will build a unified credit insurance platform for export enterprises, promote cross-border financial service platforms, and help private enterprises prevent risks and reduce costs in foreign trade. Build a "zero distance between Chongqing enterprises" information platform for large and medium-sized enterprises, and reward enterprises that have achieved better results in opening supply chains and building local supporting clusters. In government procurement, goods and services of less than 2 million yuan and engineering projects of less than 4 million yuan are reserved for small and medium-sized enterprises in principle, and the proportion of other procurement projects for small and medium-sized enterprises is not less than 30%.
(Thirteen) alleviate financing difficulties. Establish a loan risk compensation fund pool for small and medium-sized enterprises with a scale of 1 billion yuan, and establish and improve the loan risk sharing mechanism for small and medium-sized enterprises with the trinity of government, bank and guarantee. We will support municipal banks to link up with various investment institutions and establish a "investment-loan linkage" financing model of "equity + creditor's rights" for small and medium-sized technology-based enterprises. Support the financing of accounts receivable of small and medium-sized enterprises, and reward the core enterprises that grant loans through the "Zhongzheng Accounts Receivable Financing Service Platform". We will implement the financial reward and subsidy policy for listed and listed enterprises, and carry out the "one thing" integrated service reform for enterprises to be listed (including listed) to obtain legal compliance certificates. Strengthen the integration and application of "big data + finance" to promote the innovation of financial products and services. Relying on Chongqing Industrial Investment Parent Fund, we will increase investment in private manufacturing enterprises. On the premise of sustainable operation, government financing guarantee institutions will gradually reduce the average guarantee rate to less than 1%. The fund occupancy fees generated by the use of government transfer funds by small and medium-sized enterprises will be reduced or exempted in stages until the end of 2027.
(Fourteen) reduce production and operation costs. We will fully implement the phased preferential tax and fee policies for the continuation and optimization of implementation. We will continue to implement preferential policies for highway tolls, such as preferential tolls for container vehicles and free passage for fresh agricultural products vehicles. Create a number of small and medium-sized enterprises agglomeration areas with production, life and ecological integration, and provide low-cost development space for small and medium-sized enterprises.Industrial enterprises are encouraged to rationally optimize and adjust production timing to stagger peak power consumption, and private enterprises are supported to invest in the construction of distributed photovoltaic and distributed energy storage projects, so as to comprehensively reduce the cost of electricity consumption. The average daily gas consumption of industrial enterprises with peak-shaving capacity transferred by urban natural gas business enterprises exceeds 10000 cubic meters, and the implementation of 0.1-0.
(15) Strengthen the guarantee of talents and employment. Establish the mechanism of "unveiling and recruiting talents" for leading talents in private economy, publish the catalogue of talents urgently needed by private enterprises, and build innovative talent posts for private enterprises. We will implement government-subsidized enterprise-school order training projects for skilled personnel, accelerate the construction of modern industrial colleges, and explore the establishment of an innovative mechanism for joint training of talents by ordinary universities, vocational colleges and private enterprises. Talents from private enterprises are encouraged to actively declare middle and senior professional titles, and the conditions for declaring professional titles suitable for the construction of a modern industrial system are scientifically set up and adjusted. Support private enterprises to carry out new apprenticeship training for employees and job skills upgrading training for employees. We will continue to implement the one-time employment subsidy policy in accordance with regulations.
7. Strive to create a first-class business environment
for the development of private economy (16) Create a convenient and efficient government environment. We will continue to deepen the reform of "releasing control clothing", promote the digital empowerment of "Chongqing Express Office", deepen the "one-network operation" of government services, and promote the whole-process network operation of 26 enterprise-related "one-thing" thematic services. Optimize the "enterprise service zone" and "individual business service through train", centralize the release of "policy package" to help enterprises and benefit enterprises, and realize the policy of "precise direct access" and "free application and enjoyment". We will further promote the normalization of the "three services" work, implement the system of service enterprise commissioners, and effectively solve the blockages and blockages in the development of private enterprises. Clean up and standardize intermediary fees related to enterprises, and continue to deepen the management of high fees for "red top" intermediaries and monopolistic intermediaries.
(Seventeen) create a good market environment for healthy development. Strictly implement the negative list system of market access, promote "access without prohibition", put an end to "access without operation", and break the "shutter door". (Eighteen) create a legal environment for equal protection. Protect the property and personal rights of private economic market subjects and private economic persons equally according to law, strictly distinguish between entrepreneurs'personal property and corporate property, and strictly deal with illegal and criminal acts that infringe on the legitimate rights and interests of private enterprises according to law. We will comprehensively implement "double random, one open" supervision, put an end to the abuse of administrative power to interfere with the normal operation of the main body of the private economic market, standardize all kinds of law enforcement inspections, and ensure that "nothing is disturbed". We will continue to carry out actions such as "rule of law physical examination" for private enterprises and public legal service parks, and promote the use of enterprise legal risk prevention manuals. To organize and carry out the work of clearing up local laws and regulations and government regulations that are not suitable for promoting the development of private economy.
(19) Continue to carry out the clearance and rectification of arrears. We will comprehensively clear up the arrears of private enterprises owed by government organs, institutions and state-owned enterprises, and the arrears of projects, goods and services owed by large private enterprises to small and medium-sized private enterprises. Strictly implement the Regulations on Guaranteeing Payment of Small and Medium-sized Enterprises, improve the long-term mechanism, concentrate on resolving stock arrears, and strictly prevent new arrears. Information disclosure and exposure of typical cases of malicious arrears should be strengthened, and relevant responsible persons should be held accountable and punished in strict accordance with the law and regulations.
8. Efforts should be made to promote the healthy growth
of private economic personages (20) to build a pro-Qing political and commercial relationship in an all-round way. Establish the system of municipal leaders contacting key private enterprises and inviting private entrepreneurs to attend relevant meetings of Party committees and governments. We will improve the mechanism for private entrepreneurs to participate in the formulation of enterprise-related policies and set up a reasonable transition period when adjusting policies. Leading cadres of the Party and government should create an atmosphere of both pro-Qing, orderly and benign interaction between government and business in accordance with the requirements of the list of pro-Qing political and commercial relations in Chongqing.
(twenty-one) cultivate and promote entrepreneurship. Strengthen the construction of private economic representatives, launch the "New Era Chongqing Business 5511 Training Program" and promote the "Intergenerational Inheritance Action". We will guide private entrepreneurs to actively fulfill their social responsibilities and regularly publish reports on the social responsibilities of private enterprises in Chongqing. We will regularly carry out commendation activities for outstanding private economic market entities. We will vigorously publicize the typical deeds of outstanding private entrepreneurs and entrepreneurs, and encourage and guide private entrepreneurs to start their own businesses. Give full play to the exemplary and leading role of outstanding entrepreneurs, and recommend qualified outstanding private entrepreneurs as candidates for Party representatives, NPC deputies and CPPCC members at all levels.
(22) Guiding lawful and compliant operations. To formulate guidelines for compliance management of private enterprises, encourage private enterprises to speed up the establishment of modern enterprise system, focus on industry and main business in the process of development and growth, carry forward the spirit of craftsmen, and constantly improve the competitiveness of the industry. We should guide private enterprises to consciously standardize their business practices, adhere to running enterprises according to law, fair competition and honest management, and establish and maintain a good image of Chongqing businessmen.
9. Efforts should be made to improve the service guarantee mechanism
for the development of private economy (23) Strengthen organizational leadership. Strengthen the Party's leadership over the work of private economy, set up a leading group to promote the high-quality development of private economy, and regularly study, deploy and coordinate the work of promoting the development of private economy. All districts and counties are encouraged to carry out various forms of reform and innovation around promoting the development of private economy.
(twenty-four) strengthen policy implementation. Every year, a third-party evaluation of the implementation effect of relevant policies on private economy is organized, and a report on the development of private economy in the whole city is issued. We will strengthen supervision and inspection of the implementation of policies, and promote the implementation of various policies and measures.
(25) Strengthen monitoring and evaluation. We will improve the monitoring system for the operation of private economy and regularly analyze the operation of private economy. We should take the satisfaction of private enterprises as an important content, deepen the evaluation of the work of relevant departments at the district, county and municipal levels, and encourage the outstanding achievements in promoting the development of private economy.
