On June 15, the Ministry of Industry and Information Technology of Qinghai Province issued a circular on the issuance of the Implementation Plan for Carbon Peak in the Industrial Field of Qinghai Province. The

circular pointed out that in order to thoroughly implement the major strategic decisions and overall arrangements of the Party Central Committee, the State Council, the provincial Party Committee and the provincial government on carbon peak and carbon neutralization, we should firmly promote the work of carbon peak in the industrial field of Qinghai Province. This implementation plan is formulated in accordance with the Notice of the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment of the National Development and Reform Commission on Issuing the Implementation Plan of Carbon Peak in the Industrial Field and the Notice of the People's Government of Qinghai Province on Issuing the Implementation Plan of Carbon Peak in Qinghai Province, and in combination with the actual situation of Qinghai Province.

The new production capacity of high energy-consuming industries such as non-ferrous metals, chemical industry, steel, cement and glass should be strictly controlled, and the entry threshold for incremental projects should be raised. Strictly implement relevant standards and policies such as the Catalogue of Guidance for Industrial Structure Adjustment, resolutely eliminate backward production processes, technologies and equipment, and strictly prevent the resurgence of backward production capacity. We will carry out in-depth energy-saving diagnosis for key energy-using units, strengthen the analysis and early warning of energy-saving situation, and strengthen work guidance for high-warning areas. Projects that cannot be transformed on schedule shall be eliminated, and the time limit for elimination shall generally not exceed 3 years. For projects that are shut down, withdrawn or eliminated, corresponding work plans shall be formulated and implemented steadily. By 2025, the energy consumption per unit of industrial added value above the provincial scale will be reduced by 12.5% compared with 2020, striving to reduce 14. 2. Key tasks

2. Focus on the electrification transformation of medium and low temperature heat sources below 1000 ℃ in industrial production process. We will strengthen power demand side management, establish demonstration enterprises and parks for power demand side management in the industrial sector, optimize the allocation of power resources, and comprehensively improve energy efficiency and demand response capabilities in the industrial sector. By 2025, the proportion of electricity in final energy consumption will increase to 34%.

Give full play to the leading role of provincial state-owned enterprises in key areas and take the lead in carrying out voluntary energy-saving commitments.

(6) Deeply implement green manufacturing projects

1. Cultivate green factories with the characteristics of intensive land use, clean production, waste recycling and low-carbon energy, encourage green factories to prepare green low-carbon development reports and share green development experience. Focusing on Ganhe Industrial Park and Golmud Industrial Park, we will build a green industrial park with the characteristics of intensive layout, green structure and ecological links. Highlighting the advantages of clean energy in the whole province, relying on big data, new energy and other projects to lay out zero-carbon industrial parks, Hehuang New Area took the lead in building a national zero-carbon technology agglomeration area and pilot demonstration area. Supporting leading enterprises in key industries to build a green supply chain that runs through the whole process of product design, raw material procurement, production, transportation, storage, use and recycling. 2. Explore the evaluation of green and low-carbon development, tap the potential of energy-saving and emission reduction of small and medium-sized enterprises, carry out energy-saving diagnostic services for small and medium-sized enterprises, encourage small and medium-sized enterprises to apply new energy-saving and water-saving technologies, new equipment and new products, increase the use of renewable energy, and promote the implementation of green transformation. We will implement the project to promote the green development of small and medium-sized enterprises, and cultivate new and specialized "little giants" in the fields of low-carbon product development and low-carbon technological innovation.

3. Guiding enterprises to adopt self-declaration or voluntary certification, implement green product design, material optimization management and production process control, and continuously promote systematic cleaner production transformation such as energy saving, water saving, material saving, pollution reduction and carbon reduction. We will implement the green technology transformation project in industrial parks and promote the upgrading and transformation of restricted capacity equipment in key industries. Develop boron recovery and utilization technology, moderately expand boric acid production capacity, expand downstream fine chemicals and new materials, and build boron industry base. We will carry out research on the extraction of rubidium from salt lake brine, develop the extraction and deep processing of rare and scattered elements, mainly bromine, rubidium and cesium, and constantly improve the level of comprehensive utilization of salt lake resources. Promote the integration of salt lake industry with coal chemical industry and oil and gas chemical industry, and solve the key problem of chlorine balance in the process of comprehensive utilization of salt lake resources.

2. Adhere to the overall development of regional resources and the coordinated development of industries, strive to build a recycling industrial chain of comprehensive development of resources, deep processing and recycling of by-products, promote the vertical extension and horizontal integration of Salt Lake chemical industry, oil and gas chemical industry, new materials, new energy and other industries, and promote the development of salt lakes. Resources and products are linked to develop a new pattern of circular industry. Salt lake resources development enterprises are encouraged to give priority to the use of clean energy such as photovoltaic and wind energy, so as to enhance the green development level of salt lake industry. Electrolytic aluminum, crystalline silicon, lithium, iron and steel, ferroalloy and other industries are encouraged to strengthen load regulation capacity, increase the proportion of clean energy, intensify the construction of energy storage facilities, actively apply and promote new technologies, new processes and new equipment, improve energy efficiency, and form a diversified circular economy system driven by new energy.

3. Actively promote the application of waste heat and pressure, cogeneration, distributed energy and photovoltaic energy storage integrated system to improve energy efficiency. Strengthen the efficient utilization and recycling of water resources, speed up the construction of wastewater recycling and treatment facilities in the park, promote the implementation of centralized sewage disposal system, and promote the reuse of reclaimed water. 4. Support the development of an integrated mode of recycling, transportation, dismantling and utilization of waste products and equipment, and reduce intermediate links. Public resources trading platforms at all levels are encouraged to set up columns and open up green channels to smooth the trading of waste products and equipment assets. Strengthen the popularization and application of advanced processing and utilization technology and equipment of renewable resources, support the upgrading and transformation of existing processing and utilization projects, and improve the level of mechanization, informatization and intellectualization. To study the technical route and implementation path of resource utilization of retired photovoltaic modules and waste wind power blades, and to promote the recycling of power batteries for new energy vehicles. We will further expand the channels for the comprehensive utilization of large quantities of solid wastes such as fly ash, coal gangue, metallurgical slag, industrial by-product gypsum and construction waste, and expand the scale of utilization in the fields of ecological restoration, metallurgy, building materials and infrastructure construction. By 2025, the comprehensive utilization rate of general industrial solid waste will reach 60%.

(8) Strengthen scientific and technological innovation

Promote the construction of four green hydrogen production demonstration zones in Xining, Haidong, Haixi and Hainan, and implement a number of demonstration projects of hydrogen production from renewable energy electrolysis water. Focus on promoting the application of hydrogen energy in the chemical industry and promoting the application of hydrogen energy in the industrial field in an orderly manner. Relying on the chemical industry foundation of our province, giving full play to the advantages of renewable energy, salt lakes and other resources, we will focus on promoting the project of Haidong Hydrogen Loading (Haidong) Carbon Neutralization Industrial Park, promoting the "photoelectric hydrogen storage", driving the hydrogen energy industry chain cluster with renewable energy green hydrogen power, implementing hydrogen energy technology and green logistics, and promoting the industry to be clean and non-carbonized. It will become a well-known hydrogen energy industry base at home and abroad, a demonstration and application characteristic area and a hydrogen energy export base, and promote the construction of the national clean energy industry highland. Promote the development of green hydrogen chemical industry in Delingha and Golmud Industrial Park of Haixi Prefecture, and promote the landing of a number of demonstration projects of synthetic ammonia, methanol glycol, dimethyl carbonate (DMC) and downstream terminal chemical products. Explore the application of hydrogen energy in metallurgy, building materials and crystalline silicon industries to reduce carbon emissions.

(9) Low-carbon transformation

Supporting industrial parks with good integration foundation and complete digital infrastructure to take the lead in carrying out pilot demonstration of smart park construction.

2. Give priority to encouraging leading green and clean energy enterprises to build industry Internet platforms, improve the level of enterprise data management, application and sharing, accelerate the popularization and application of industrial software, and promote the development and application of industrial applications (industrial APPs). Improve the on-site production process, improve the decision-making of low-carbon operation management, optimize the allocation and coordination of social resources, and manage the carbon footprint of the whole life cycle of products, so as to promote the traditional industry to realize intelligent production, network coordination, personalized customization and service extension.

3. Strengthen the supporting functions of enterprise energy consumption-carbon emission data monitoring, data quality management, "energy and carbon" dual-control ancillary services, carbon emission peak prediction and carbon neutralization path planning, build Qinghai carbon trading ancillary service system, support government carbon trading management, and enhance the ability of key energy-using units to participate in the carbon market. Enterprises are encouraged to build energy and carbon management centers, carry out carbon asset management for key enterprises, and build a "energy and carbon" digital support system covering the whole process of energy production, transmission, conversion and consumption in Qinghai Province, so as to realize the closed-loop management of the whole process, full coverage and budget.

3. Carbon peak action

in key industries (10) Petrochemical industry

By 2030, short-process synthesis technologies such as one-step synthesis of olefins and ethanol from syngas will be applied on a large scale, and the energy consumption per unit product will strive to reach the advanced level in China.
