Recently, Fujian Marine and Fishery Law Enforcement Corps Sea Island Law Enforcement Detachment, Minnan Law Enforcement Detachment, Xiamen Marine Center of the Ministry of Natural Resources, Xiamen Natural Resources and Planning Bureau, and Xiamen Marine Comprehensive Administrative Law Enforcement Detachment carried out the first special law enforcement inspection of the sea sand mining project in the sea area of Xiamen Bay in 2023.
In the sand mining area, the inspection team inspected a jet operation ship anchored in the C mining area of the sand mining area by taking photos to obtain evidence, using VHF walkie-talkies to inquire, detecting the ship's position and verifying the coordinates of the operation area; Law enforcement boats and UAVs were used to conduct a comprehensive inspection of the three mining areas A, B and C involved in the project, and no illegal sand mining operations were found.
In the project department of China Jiaotong Sanhang Airport Area, the inspection team inspected the two owners of Xiamen Road and Bridge Construction Group Co., Ltd. and Xiamen Wanxiangtong Co., Ltd., listened to the work reports of the two companies, inquired about the general situation of the project, the progress of implementation, and the management of offshore construction. The relevant information of "two rights in one" of the two units, the operation logs and accounts of sea sand mining, as well as the entry and exit reports of construction vessels and marine environmental protection measures were carefully checked. For the problems found in the inspection, the inspection team ordered the owner units to verify the reasons and seriously rectify them, and asked the Xiamen Marine Comprehensive Administrative Law Enforcement Detachment to follow up. In the process of
inspection, law enforcement officers require project owners to carry out mining in accordance with the mining methods, mining processes and environmental protection requirements determined in the "Sea Area Use Demonstration Report" and "Marine Environmental Impact Report", strictly implement the construction ship reporting system, establish and improve the sea sand mining and sales account, and ensure that the project uses the sea according to law.
This special law enforcement and inspection action is a measure taken by Fujian Provincial Corps to fulfill the responsibility of "two unification" of natural resources, innovate the supervision mode of marine natural resources, and ensure the legitimate, rational and orderly development and utilization of marine natural resources. In the next stage, the provincial marine and fishery law enforcement team will continue to serve ahead and strictly enforce the law, effectively maintain the order of sea sand exploitation and protect the marine ecological environment.
