We will comprehensively clean up preferential electricity prices for projects with high energy consumption and high emissions. We will comprehensively promote household heating metering and charging according to heating heat, and improve preferential policies for ultra-low energy consumption buildings, renewable energy building applications and clean heating gas and electricity prices in rural areas. (5) Carry out the pilot construction of carbon peak. We will increase support for the promotion of carbon peak, actively recommend typical and representative regions and parks to carry out pilot construction of carbon peak, provide support in policy, capital and technology, help pilot areas and parks to accelerate the realization of green and low-carbon transformation, and provide replicable and popularizable experiences and practices. V. Organization and implementation
(I) Strengthen overall coordination. To strengthen the centralized and unified leadership of the city's carbon peak work, the city's leading group of carbon peak and carbon neutralization work will carry out overall deployment and systematic promotion, study major issues, establish policy systems and carry out major projects. According to the division of responsibilities, the members of the leading group of the city's carbon peak and carbon neutralization work formulate specific work programs and decompose them into each year, make clear the measures to promote them, and firmly implement them. The Office of the Leading Group of Municipal Carbon Peak and Carbon Neutralization Work should strengthen overall coordination, regularly dispatch the progress of work in various districts, counties, key areas and key industries, and urge the implementation of various objectives and tasks. (II) Strengthen the implementation of responsibilities. Departments of all districts and counties should have a deep understanding of the importance, urgency and complexity of carbon neutralization work, and strictly implement their work responsibilities in accordance with the work objectives and key tasks set out in this plan. Each district and county shall put forward a practical and feasible timetable and road map for reaching the carbon peak according to the resource endowment, industrial layout and development stage of the region, and scientifically formulate the work plan for reaching the carbon peak in the region, which shall be issued and implemented by each district and county after comprehensive balance, deliberation and approval by the leading group of carbon neutralization work for reaching the carbon peak in the city. (III) Strict supervision and evaluation. We will improve the regulation of total energy consumption and intensity, rationally control fossil energy consumption, and gradually shift to a dual control system of total carbon emissions and intensity. Gradually establish a systematic and perfect comprehensive evaluation system of carbon peak and carbon neutralization, which will be incorporated into the comprehensive performance appraisal of high-quality development in all districts and counties. Strengthen the application of supervision and evaluation results, praise outstanding units and individuals according to regulations, and report criticism and interview accountability to departments and districts and counties that fail to achieve carbon emission control targets in accordance with regulations. The district and county governments should organize the annual evaluation of the target task of carbon peak, and report the progress of relevant work and major issues to the leading group of carbon peak and carbon neutralization work in a timely manner.
