On February 23, the National Development and Reform Commission and other departments issued guidance on coordinating energy conservation, carbon reduction and recycling to speed up the renovation of products and equipment in key areas.

1. General requirements

(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should fully implement the spirit of the 20th National Congress of the Communist Party of China, fully, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, focus on promoting high-quality development, accelerate the green transformation of development mode, thoroughly implement the strategy of comprehensive conservation, expand effective investment and consumption, and strive to achieve the goal. Gradually classify and promote the renovation of products and equipment in key areas, accelerate the construction of waste recycling system, promote the full use of waste products and equipment, realize the industrial chain cycle of production, use, renewal, elimination and recycling, promote the high-end, intelligent and green development of manufacturing industry, and form a green and low-carbon production mode. To provide strong support for achieving the goal of carbon peak and carbon neutralization.

(2) The working principle

is to focus on key points and make steady progress. Focus on products and equipment with large production and sales volume, wide application range, high energy consumption and better implementation conditions, and actively promote renovation and transformation. Respect the objective law, grasp the rhythm of work, stick to the bottom line of safety, summarize the work results and feasible models in time, and gradually extend to other fields.

Insist on reasonable calibration and classified guidance. Combining with the stage of industrial development, we should rationally delimit the level of energy efficiency and continuously improve the standard system according to the technical level of similar products and equipment at home and abroad. We should adhere to the policy of classification, one product and one policy, formulate implementation guidelines in different fields, and steadily and orderly promote the renovation and transformation of products and equipment.

Insist on saving, intensive and smooth circulation. We should break through the difficulties and blockages, innovate the organizational mode and working mode, promote the renovation and recycling of products and equipment as a whole, realize the economical and intensive use of resources, and promote the smooth circulation of the industrial chain. Fully combine the value characteristics of waste products and equipment, classify and implement standardized recycling, and improve the recycling level of renewable resources.

Adhere to market orientation and comprehensive measures. Establish a long-term mechanism combining incentives and constraints, give full play to the decisive role of market allocation of resources, promote advanced energy-saving and carbon-reducing technologies and products and equipment, and eliminate backward and inefficient products and equipment in accordance with the law and regulations. Comprehensive use of fiscal, taxation, financial, investment, price and other policies to stimulate the initiative of all parties to participate in renovation and recycling.

(3) The main objective

is to further enhance the market share of high-efficiency and energy-saving products and equipment by 2025 by promoting the renovation and recycling of products and equipment in key areas as a whole. Compared with 2021, the average operating thermal efficiency of industrial boilers and power station boilers increased by 5 percentage points and 0 respectively. The proportion of high-efficiency and energy-saving products in industrial and commercial refrigeration equipment, household refrigeration equipment and general lighting equipment reached 40%, 60% and 50% respectively. The recycling of waste products and equipment will be more standardized and smooth, and a number of replicable and popularizable advanced recycling models will be formed to promote the recycling

of major renewable resources such as scrap iron and steel, scrap non-ferrous metals and waste plastics. 2. Accelerating energy-saving and carbon-reducing renovation

of products and equipment in key areas (1) Focusing on products and equipment in key areas. With energy conservation and carbon reduction as the important orientation and energy efficiency level as the important grasp, we should focus on the key points, first easy, then difficult, and promote the renewal and transformation of products and equipment in an orderly and coordinated manner. We will formulate implementation guidelines in different areas and continue to improve them, and strengthen guidance for local and industrial enterprises. The first batch focuses on boilers, motors, power transformers, refrigeration, lighting, household appliances and other products and equipment with relatively mature implementation conditions and strong demonstration and driving role, promotes relevant enterprises and units to carry out renovation and transformation, and coordinates the recycling and utilization of waste products and equipment. Closely track and timely summarize the progress of renovation and recycling in the above areas, and expand the focus of work to other products and equipment in a timely manner.

(2) Rationally delimit the energy efficiency level of products and equipment. Based on the Advanced Level of Energy Efficiency, Energy-saving Level and Access Level of Key Energy-consuming Products and Equipment (2022 Edition) and the current mandatory national standards for energy efficiency, local and relevant industries and enterprises are encouraged to implement product and equipment renovation and transformation, and to reach the level of energy efficiency and energy saving after renovation and transformation (energy efficiency level 2), and strive to reach the advanced level of energy efficiency (energy efficiency level 1). Combining with the actual situation of technological progress and development expectation of the industry, the dynamic transformation of energy efficiency level is implemented, and the advanced level of energy efficiency, energy-saving level and access level of key energy-using products and equipment are timely updated.

(3) Gradually classify and implement the renovation and transformation of products and equipment. All localities should organize and carry out energy-saving diagnosis, strengthen supervision after the event of energy-saving review, and comprehensively arrange the use and energy efficiency level of related products and equipment in key industries and fields in the region. In light of the actual situation, all localities should refine their work measures, strengthen their support and guidance, promote key enterprises to formulate work programs, rationally set up a transitional period for policy implementation, steadily and orderly promote renovation and transformation, and ensure safe production and stable operation of equipment in enterprises. Supporting central enterprises, state-owned enterprises and key enterprises to play a leading role in demonstration, taking the lead in implementing energy efficiency management of industrial chain and supply chain, actively adopting advanced energy-saving and carbon-reducing technologies, eliminating low-efficiency and backward products and equipment, and carrying out large-scale renovation of products and equipment in accordance with actual conditions.

(4) Strengthen the market supply and application of high-efficiency energy-saving products and equipment. Supporting production enterprises to increase R & D investment, develop green design, upgrade technology and technology, and enhance the manufacturing capacity of high-efficiency and energy-saving products and equipment. Develop a number of key enterprises and manufacturing agglomeration areas with strong innovation ability, advanced management level and international competitiveness in the production of high-efficiency energy-saving products and equipment, and promote the proportion of production, sales and use of high-efficiency energy-saving products and equipment. Promote the use of advanced energy efficiency products and equipment in green buildings, ultra-low energy consumption buildings, near-zero energy consumption buildings and major transportation infrastructure. Retail enterprises and e-commerce platforms are encouraged to guide consumers to give priority to purchasing products and equipment with advanced energy efficiency by setting up product zones, highlighting proprietary logos and issuing green coupons.

3. Improve the recycling system

of waste products and equipment (1) Smooth the recycling and disposal of waste products and equipment. In accordance with the principle of marketization and legalization, all localities should adhere to the orientation of "standardization, scale and refinement", organize the docking of supply and demand for recycling and disposal of waste products and equipment, and promote information sharing and business cooperation between production and use units of products and equipment and standardized resource recycling enterprises. We will support the development of an integrated mode of recycling, transportation, dismantling and utilization of waste products and equipment, and reduce intermediate links. Public resources trading platforms at all levels are encouraged to set up columns and open up green channels to smooth the trading of waste products and equipment assets. We will support the development of the "Internet +" mode and foster an online trading platform for waste products and equipment. Give full play to the role of asset appraisal institutions to improve the level and efficiency of asset appraisal of waste products and equipment. We will implement the requirements of the Notice on the Transaction and Circulation of State-owned Assets of Enterprises issued by the State-owned Assets Supervision and Administration Commission of the State Council, improve the disposal system of state-owned waste products and equipment assets, and promote enterprises to dispose of related assets efficiently and regularly. Support the supply and marketing system to explore the advanced mode of recycling waste products and equipment. Promote household appliances manufacturers to carry out the action of recycling target responsibility system. Local governments are encouraged to establish a contact system for key enterprises in resource recycling.

(2) Promoting high-level recycling of renewable resources. Relying on the recycling system of waste materials, we will build key cities, national "urban mineral" demonstration bases and resource recycling bases, plan and lay out a number of high-level sorting centers, processing and utilization bases and regional trading centers for waste products and equipment, and promote large-scale, standardized and clean recycling of waste products and equipment. Strengthen the popularization and application of advanced processing and utilization technology and equipment of renewable resources, support the upgrading and transformation of existing processing and utilization projects, and improve the level of mechanization, informatization and intellectualization. Supporting enterprises and scientific research institutions to strengthen research and development of technical equipment, promoting advanced technologies such as fine disassembly of waste products and equipment, efficient dissociation of composite materials, clean extraction of valuable metals, recycling of rare and precious metals, and strengthening research and development and application of large-scale complete sets of equipment.

(3) Standardizing the remanufacturing of waste products and equipment. Encourage the remanufacturing of qualified waste products and equipment, and the quality characteristics and safety and environmental protection performance of remanufactured products and equipment should not be lower than prototype new products. Promote the application of non-destructive testing, additive manufacturing, flexible processing and other technologies to improve the level of remanufacturing processing. Speed up the improvement of equipment remanufacturing standards for waste products. Strictly implement the quality supervision of remanufactured products and equipment, and standardize the production and sales of remanufactured products and equipment. Support product and equipment manufacturing enterprises to establish a reverse recycling system and develop high-level remanufacturing.

4. Strengthen support and guarantee

(1) Strengthen financial and policy support. We will make overall use of fiscal and financial policies such as government investment and special re-loans, increase support for medium- and long-term loans, effectively stimulate investment from the whole society, and guide relevant enterprises to actively carry out product and equipment renovation and recycling. We will implement preferential policies such as enterprise income tax for energy-saving and water-saving special products and equipment, accelerated depreciation of fixed assets, and exemption or immediate refund of value-added tax for products of comprehensive utilization of resources. We will improve the government's green procurement policy, expand the scope of government green procurement, and increase support for government procurement of high-efficiency and energy-saving products and equipment that meet policy requirements. Promote state-owned enterprises to take the lead in implementing green procurement guidelines for enterprises.Local governments are encouraged to guide enterprises and residents to purchase high-efficiency energy-saving products and equipment by means of subsidies, replacing old ones with new ones, and rewarding points. In principle, subsidies should not be given to products and equipment whose energy efficiency is lower than energy-saving level. We will support eligible manufacturers of high-efficiency energy-saving products and equipment and resource recycling enterprises to issue green bonds, list financing and refinancing, and disclose environmental information in accordance with the law and regulations.

(Two) improve the energy efficiency and elimination standards of products and equipment. We will accelerate the formulation and revision of a number of mandatory national standards for energy efficiency, strengthen coordination with the advanced level of energy efficiency, energy-saving level and access level of key energy-using products and equipment, and rationally set indicators at all levels of mandatory national standards for energy efficiency in accordance with the principle of "high but not low". We will accelerate the filling of gaps in power generation efficiency standards and old equipment elimination standards in wind power, photovoltaic and other fields, and provide technical basis for the renovation and transformation of new products and equipment. Improve the supporting standards of product equipment technology, production and manufacturing, inspection and testing, certification and evaluation. Expand the implementation scope of green product certification such as energy efficiency labeling, energy saving, low carbon and resource recycling. Strictly implement and timely revise the Catalogue of Guidance for Industrial Structure Adjustment, and gradually improve the requirements for the elimination of backward products and equipment.

(3) Strengthen the R & D and application of advanced and applicable technologies. Deeply find out the technical difficulties and blockages in the renovation and recycling of products and equipment in key areas. Make full use of innovative resources such as scientific research institutions, industry associations and key enterprises, focus on the production and manufacturing of high-efficiency energy-saving products and equipment, resource recycling and high-end equipment remanufacturing, concentrate on breaking through key common technologies such as basic materials, structural design and processing technology, and form a number of advanced energy-saving and carbon-reducing technologies with independent intellectual property rights and core competitiveness. Advanced and applicable technologies and products and equipment for energy conservation, carbon reduction and resource recycling will be included in the "Green Technology Promotion Catalogue", "Green Industry Guidance Catalogue" and "Industrial Structure Adjustment Guidance Catalogue" to encourage categories, and continue to strengthen the promotion and application.

(4) Strengthen supervision and management. To give full play to the role of checking the source of energy conservation review, enterprises shall not purchase and use products and equipment with energy efficiency lower than access level for new construction and expansion projects, new projects with annual energy consumption of 10000 tons of standard coal and above, and projects supported by financial funds such as investment from the central budget, and shall not purchase and use products and equipment with energy efficiency lower than energy conservation level in principle. Priority should be given to the purchase and use of products and equipment with advanced energy efficiency. Departments in charge of energy conservation at all levels and departments in charge of industry and information technology should strengthen supervision over energy conservation of energy-using products and equipment in key enterprises and units. We will improve and standardize the system of electricity ladder price increase in high energy-consuming industries, and promote relevant enterprises to carry out product and equipment renovation. Market supervision departments at all levels should strengthen quality supervision, prohibit the production and sale of products and equipment with energy efficiency lower than current energy efficiency level 3 (5) according to law and regulations, and severely crack down on false publicity of energy efficiency level. We will strengthen environmental supervision over the recycling of waste products and equipment and the processing and utilization of renewable resources to avoid secondary pollution. In accordance with the law and regulations, we should crack down on the illegal refitting, assembly, dismantling and disposal of waste products and equipment.

5. Strengthen organization and implementation

(1) Strengthen overall coordination. The National Development and Reform Commission, together with the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, the Ministry of Commerce, the People's Bank of China, the State-owned Assets Supervision and Administration Commission of the State Council, the General Administration of Market Supervision and the State Energy Administration, will strengthen coordination and cooperation, form joint efforts, do a good job in work scheduling, follow-up evaluation, supervision, inspection and experience summary, and implement the objectives and tasks in detail. The Ministry of Industry and Information Technology, together with the National Development and Reform Commission and other departments, will intensify the implementation of the energy efficiency improvement plan for motors and power transformers, and do a good job in the renovation and transformation of motors and power transformers. SASAC of the State Council organizes central enterprises to play a leading role in demonstration, strengthen the research of advanced energy-saving and carbon-reducing technologies, strengthen the production and manufacturing of high-efficiency energy-saving products and equipment, and take the lead in renovation and recycling.

(2) Strengthen the implementation of responsibilities. All localities should fully understand the importance of speeding up the renovation and recycling of products and equipment in key areas, refine work measures in light of actual conditions, and implement them in a solid and orderly manner. All localities should actively carry out technical and business training on energy efficiency improvement and recycling of products and equipment, and promote relevant enterprises and units to enhance the operation and maintenance management capabilities of important products and equipment. Relevant industry associations, professional think tanks and third-party organizations should implement the national deployment, actively play the role of bridge and link, and promote the renovation and recycling of products and equipment in key areas.

(3) Strengthen publicity and guidance. Actively carry out important activities such as National Energy Conservation Publicity Week and National Low Carbon Day, make full use of all kinds of traditional and new media channels, create a strong atmosphere for the whole society to participate in energy conservation and carbon reduction, increase the publicity of excellent projects and typical cases of product and equipment renovation and recycling in key areas, and promote a number of advanced experiences that can be used for reference and replicated. Local governments, industry associations and relevant institutions are encouraged to organize activities such as technical product docking exchanges and application demonstration on-site meetings to promote the exchange and promotion of advanced energy-saving and carbon-reducing technologies and products and equipment.
