On February 23, the Development and Reform Commission of Ningxia Autonomous Region issued a circular on the "14th Five-Year Plan for the Development and Implementation of New Energy Storage in Ningxia", which pointed out that the key development direction of new energy storage on the power side is to establish a "new energy + energy storage" mechanism. According to the operation demand of the power system, in combination with the development and construction of the national large-scale wind power photovoltaic base in the desert Gobi desert and the new energy projects in the region, a number of new energy storage power stations will be laid out to build a friendly power cluster with matching power output characteristics and load characteristics, so as to ensure the efficient consumption and utilization of new energy, and enhance the grid-connected friendliness and capacity support capacity of new energy.

According to the 14th Five-Year Plan of Ningxia Energy Development, a number of million-kilowatt photovoltaic bases will be built in Shapotou District, Hongsibao District, Ningdong Energy and Chemical Industry Base, Zhongning County, Yanchi County, Lingwu City, Litong District, Tongxin County and Qingtongxia City; In Wuzhong City, Guyuan City, Zhongwei City and other areas rich in wind energy resources, we should coordinate the access and absorption conditions of power grids, steadily promote the construction of centralized wind power projects, and upgrade the old wind farms in Helan Mountain, Sun Mountain and Fragrant Hill. In principle, the new energy storage on the power supply side should be built within the power supply stations such as wind power, photovoltaic power and thermal power plants, or centralized co-construction and sharing according to needs, so as to reduce the fluctuation of new energy output, alleviate the pressure of peak shaving and frequency modulation of the system, and promote the consumption of new energy.

In addition, focusing on the areas where wind and solar resources are concentrated, we will support the development and construction of source-network-load-storage integration and multi-energy complementary projects, and promote the construction and operation of demonstration projects such as "Ningdian into Hunan" project, Zhongwei, Yinchuan, Wuzhong, Shizuishan, Guyuan, Ningdong and other areas.

" is to accelerate the demonstration application and large-scale development of new energy storage. 1. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding ideology

is to fully implement the spirit of the 20th National Congress of the CPC and the Central Economic Work Conference, to thoroughly implement the spirit of the instructions and instructions of the General Secretary of Xi Jinping in inspecting Ningxia's important speeches, to adhere to the new strategy of "four revolutions and one cooperation" for energy security, and to build a well-off society in an all-round way. Focus on breaking through the energy storage on the power supply side and the grid side, scientifically guide the energy storage on the user side, accelerate the high-quality and large-scale development of new energy storage in our region, and promote the "three major transformations" of clean power supply, intelligent grid and social electrification.

2. The basic principles

are overall planning and coordinated development. In order to meet the needs of large-scale new energy development in high proportion and improve the level of power security, we should strengthen top-level design, strengthen the connection with energy and power planning, rationally determine development goals, optimize the layout of energy storage, encourage the construction of centralized energy storage, promote the integrated development of source, network, load and storage, and improve the efficiency of resource utilization.

Innovation leads and demonstration goes first. Through demonstration projects, we will promote key technology research and development, system integration and innovation, accelerate the transformation of achievements, promote multi-scenario and large-scale applications, and promote industrial upgrading and cost reduction. Create an open and inclusive environment for innovation, encourage pilot projects, form typical experience from point to area, promote business model and institutional mechanism innovation, and support the sustainable and healthy development of new energy storage.

Market driven and policy support. We will coordinate the reform of the power system, clarify the dominant position of the new independent energy storage market, give full play to the decisive role of the market in the allocation of resources, and establish a sound price formation mechanism for electricity market transactions. We should guide social capital to participate in energy storage investment, implement relevant supporting policies such as national green finance, capacity subsidies and energy consumption indicators, and create a favorable policy environment.

Based on safety and standardized management. Strictly abide by the safety bottom line, strengthen the safety risk prevention of new energy storage, and clarify the main body of safety responsibility in each link of the new energy storage industry chain. Establish and improve the closed-loop management system of new energy storage planning, filing, construction, operation and post-evaluation, strengthen the life-cycle quality supervision of energy storage facilities, and ensure the safety of the whole process of construction and operation of new energy storage projects.

3. The development goal

is to realize the transformation of new energy storage from the initial stage of commercialization to large-scale development by 2025, gradually cultivate and improve the market environment and business model, and have the conditions for large-scale commercial application. The innovation capability of new energy storage technology has been significantly improved, and a number of diversified new energy storage projects have been built in the application scenarios of source, network and load sides, striving to achieve a new energy storage installed capacity of more than 5 million kilowatts. The capacity of energy storage facilities in the whole region is not less than 10% of the new energy installed capacity, and the continuous energy storage time is more than 2 hours, providing capacity support and flexible regulation capability for the new power system.

4. Key tasks

(1) Accelerating the development of new energy storage

on the power supply side The key development direction of new energy storage on the power supply side is to establish a "new energy + energy storage" mechanism. According to the operation demand of the power system, in combination with the development and construction of the national large-scale wind power photovoltaic base in the desert Gobi desert and the new energy projects in the region, a number of new energy storage power stations will be laid out to build a friendly power cluster with matching power output characteristics and load characteristics, so as to ensure the efficient consumption and utilization of new energy, and enhance the grid-connected friendliness and capacity support capacity of new energy. For new energy projects that do not have the conditions to build energy storage power stations, energy storage capacity can be implemented by purchasing or leasing. Coal-fired power plants are encouraged to rationally allocate new energy storage to improve the frequency modulation performance and operation characteristics of conventional power sources. Explore the use of existing plant sites and transmission and transformation facilities of decommissioned thermal power units to build new energy storage or wind and solar storage facilities.

(2) Focus on supporting new energy storage

on the grid side. The key development directions of new energy storage on the grid side are peak shaving and frequency modulation, power support in local periods, emergency reserve for accidents, and investment in delaying or replacing grid projects. Build new energy storage at key grid nodes with intensive load access, large-scale new energy convergence, insufficient system frequency and voltage support capacity to enhance the system's ability to withstand emergencies and recover from failures; In areas where transmission corridor resources and substation site resources are scarce, such as load center areas, temporary load increase areas, and phased power supply reliability demand areas, new energy storage on the grid side should be built to delay or replace the upgrading and transformation of transmission and transformation facilities and reduce the comprehensive construction cost of grid infrastructure; On the premise of safety and reliability, a batch of mobile or fixed new energy storage should be built in time as emergency standby power supply to enhance the emergency power supply support capacity of the system.

(3) Flexible development of new energy storage

on the user side Encourage qualified users to configure new energy storage, realize flexible and diversified development of new energy storage on the user side, explore new scenarios for integrated development of energy storage, enhance load response capacity, improve energy quality and efficiency, and expand application fields and modes of new energy storage.Around large data centers, 5G base stations, industrial parks, highway service areas and other end users, explore smart power plants, virtual power plants and other "new energy storage +" multi-integration application scenarios and business models. We will actively promote the construction of decentralized energy storage facilities on the user side, such as uninterruptible power supply and charging and switching facilities, explore and popularize the application of two-way interactive intelligent charging and discharging technology for electric vehicle, and enhance the flexible regulation ability of the user side and the level of intelligent and efficient power consumption.

(4) Diversified promotion of core technological progress

to mobilize the enthusiasm of enterprises, universities and research institutes, actively participate in the declaration of national energy storage demonstration projects, and promote the research of basic technologies such as energy storage materials, units, modules, systems and safety. We will carry out pilot demonstrations of high-capacity energy storage technologies such as compressed air, flow batteries and flywheels, high-safety energy storage technologies such as sodium-ion batteries and water-based batteries, and new generation of high-energy density energy storage technologies such as solid-state lithium-ion batteries. Expand the application fields of hydrogen storage, heat storage and cold storage. Promote the joint application of various technologies according to the system requirements, and carry out pilot demonstration of compound energy storage.

(5) Explore new energy storage business models

, encourage new energy power stations to allocate energy storage in the form of self-construction, rental or purchase, and give full play to the sharing role of "one station for multiple purposes". Actively support all kinds of subjects to carry out the application demonstration of innovative business models such as shared energy storage and cloud energy storage. Power generation enterprises and independent energy storage operators are encouraged to jointly invest in new energy storage projects and rationally distribute income through market-oriented means. Establish a mechanism for coordinated operation and benefit sharing of source-network-load-storage integration and multi-energy complementary projects. Actively guide social capital to invest in new energy storage projects, and establish and improve a fair guarantee mechanism for social capital to build new energy storage.

(6) Promote the participation of energy storage in the construction

of power market system, encourage energy storage as an independent subject to participate in various power markets such as medium and long-term transactions, spot and ancillary services, and reflect the multi-function value of new energy storage facilities. To study the access conditions, trading mechanisms and technical standards for new energy storage to participate in the electricity market, and to clarify the relevant trading, dispatching and settlement rules. We will improve the market mechanism for ancillary services suitable for new energy storage, promote new energy storage to participate in ancillary services in the form of independent power stations, energy storage aggregators and virtual power plants, and improve the compensation mechanism for "pay-for-performance" power ancillary services according to local conditions.

(7) Reasonably dredge the cost

of new energy storage, improve the price dredging mechanism of grid-side energy storage, establish the capacity price mechanism of grid-side independent energy storage power stations, scientifically evaluate the investment substitution benefits of new energy storage transmission and transformation facilities, and explore how to incorporate the cost benefits of alternative energy storage facilities into the recovery of transmission and distribution prices. We will improve the pricing mechanism to encourage the development of user-side energy storage, explore the establishment of a demand-side response compensation mechanism that links up with the electricity spot market, encourage users to use energy storage technology to reduce the investment in capacity expansion of the access power system, and give full play to the positive role of energy storage in reducing the investment in distribution network infrastructure.

5. Following the principles of technical feasibility, economic rationality, safety and reliability, the planning and layout

of energy storage facilities such as electrochemical energy storage and air compression should be planned as a whole, so as to speed up the construction of supporting facilities and promote the coordinated development of source-network-load storage. By the end of

the 14th Five-Year Plan, the installed capacity of new energy in Ningxia power grid will exceed 50 million kilowatts, striving to reach 55 million kilowatts. The allocation of new energy shall not be less than 10% of the total amount of new energy and the continuous energy storage time shall be more than 2 hours. The allocation requirements shall be subject to the specific notification. Considering the power grid structure and power balance of Ningxia as a whole, the new energy storage allocation scale of the whole region at the end of the 14th Five-Year Plan is more than 5 million kilowatts/10 million kilowatt-hours.

(II) Grid Side New Energy Storage Project Layout

Grid side configuration of new energy storage should be constructed in substations or dedicated sites, directly connected to the public grid, and should be laid out in areas where the construction of conventional transmission and transformation facilities is difficult and costly, so as to reduce the cost of grid construction. In order to avoid large power flow fluctuations in the power grid, the layout of energy storage power stations is mainly connected to new energy collection stations nearby. According to the distribution of new energy in Ningxia, priority should be given to the layout of energy storage projects in Wuzhong, Ningdong, Zhongwei and other cities with rich new energy, and Yinchuan, Shizuishan, Guyuan and other cities should allocate energy storage in time according to the scale of new energy access in the later period.
