On June 15, a summit on high-quality development of leaders of large enterprises in the cement industry was held in Beijing Jinyu Group with the theme of "focusing on double-carbon fortification, accelerating transformation and upgrading, and promoting green, low-carbon and high-quality development of the industry". Zhou Yuxian, Secretary and Chairman of the Party Committee of China Building Materials Group, Yang Jun, Secretary and Chairman of the Party Committee of Anhui Conch Group, Jiang Yingwu, Secretary and Chairman of the Party Committee of Beijing Jinyu Group, Ji Youhong, Secretary and Chairman of the Board of Directors of Huarun Cement Group, Zhang Xiaohua, Secretary and Chairman of the Party Committee of Hongshi Holding Group, Zhang Anping, Chairman of Taini Group, Huaxin Cement Vice President Yang Hongbing and other leaders and relevant responsible persons attended the meeting. The meeting was chaired by Zhou Yuxian.
The meeting analyzed the macroeconomic environment and the development situation of the industry, and conducted extensive and in-depth discussions on the implementation of the national "double carbon" strategy, deepening the structural reform of the supply side of the industry, and promoting the green, low-carbon and high-quality development of the industry, thus forming an important consensus.
The meeting pointed out that a safe, eco-friendly, sustainable and healthy cement industry is of great significance to help build a new development pattern and serve the national economy and people's livelihood. We should further study and implement the spirit of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the 20th National Congress of the Communist Party of China, strengthen confidence in the development of the industry in the current critical period of economic stabilization and recovery and industry transformation and adjustment, and unswervingly promote the supply-side structural reform of the industry focusing on resolving excess capacity and green low-carbon transformation, so as to promote the steady and far-reaching development of the industry.
The meeting issued a proposal to the whole industry to promote green, low-carbon and high-quality development:
First, strengthen confidence in development and promote high-quality economic development. We should have full confidence in the overall improvement of economic operation and face the current situation of cement market rationally. Large enterprise groups should firmly establish the idea of a national chess game, give full play to their leading role, actively adapt to the new characteristics of industry development, strengthen confidence in development, take practical and effective measures to stabilize industry expectations, and plan layout for the long-term and high-quality development of the industry.
The second is to strengthen supply-side control and promote the dynamic balance between supply and demand. We should strengthen industry self-discipline, resolutely implement the policy of normal peak staggering production, and promote the formation of a high-level dynamic balance of demand-driven supply and supply-created demand. We should strictly control new production capacity, intensify the elimination of backward production capacity, stop implementing technological transformation aimed at expanding production capacity, and stop investing in the construction of cross-provincial replacement cement projects. We will support government departments to further improve policy standards for energy consumption control and carbon emission control in the industry, and force backward production capacity to withdraw. Explore the establishment of cement structure adjustment fund, set aside channels for the transformation and development of cement production capacity, and create conditions for optimizing the market layout.
Third, we should take the initiative to implement the "double carbon" strategy and accelerate the high-end, intelligent and green transformation of the industry. Actively implementing the requirements of carbon peak and carbon neutralization is the only way to serve the mission of the national strategy and realize the green and low-carbon transformation. Major groups should take the lead in implementing the requirements of the Party Central Committee and the State Council on the high-end transformation of manufacturing industry, implement the new development concept completely, accurately and comprehensively, adhere to the coordinated promotion of carbon reduction, pollution reduction, greening and growth, and strengthen energy efficiency improvement, pollution prevention and control, substitution of raw materials, development of low-carbon products, carbon capture and storage. Promote the deep integration of digital technology and traditional manufacturing, enable green manufacturing, realize the whole process of carbon reduction from source to terminal, and accelerate the high-end, intelligent and green transformation of cement industry. We should promote the cement industry to be incorporated into the national carbon market as soon as possible, scientifically determine the total amount of carbon quotas, enhance the competitive advantage of high-quality enterprises, and accelerate the green development of the industry in a market-oriented way. We should adhere to intensive and efficient development, promote the deep integration of industrial chain, innovation chain, capital chain and talent chain, enhance the industry's ability to resist risks, and help build a new development pattern with the domestic economic cycle as the main body.
Fourth, improve the daily communication and coordination mechanism and improve the level of industry governance. We should improve the regular exchange mechanism, strengthen information exchange and sharing, learn from each other's advanced experience, strengthen the overall coordination of short-board regions, and solve the problem of unbalanced development of the industry. Based on the principle of marketization and legalization, we should explore various forms of cooperation, realize complementary advantages, accelerate the promotion of regional industrial concentration, and lead and promote the high-quality development of the industry.
Fifth, carry forward the excellent culture of the industry and create a good social image. Deeply implement the socialist core values, consciously implement the Anti-monopoly Law and the Anti-Unfair Competition Law, take the initiative to assume social responsibility, actively publicize and promote the positive energy of the industry, and fully display to the society the image of the industry with profound foundation, modern governance, green environmental protection and responsibility.
The meeting emphasized that the cement industry should actively integrate into the overall situation of national economic development, actively adapt to the new characteristics of industry development, actively respond to the new challenges of the times, effectively guarantee effective supply, accelerate transformation and upgrading, achieve high-quality development, and contribute to the strength of the cement industry for Chinese-style modernization.
At present, the downward trend of cement demand is prominent, energy prices remain high, costs remain high for a long time, and profit compression has become the norm. Improving energy efficiency and reducing cost pressure have become the key breakthrough points for cement enterprises to enhance their comprehensive strength and market competitiveness.
