With regard to the problem of illegal water intake and use in the Qipanjing area of Etuoke Banner in Ordos City,
there are eight groundwater overexploitation areas in Ordos City, which is the largest number of groundwater overexploitation areas in Inner Mongolia Autonomous Region, of which the groundwater level in the Qipanjing area of Etuoke Banner has dropped by more than 20 meters since 2019. In the past two years, the region has been warned six times by the relevant departments of Inner Mongolia Autonomous Region for the serious decline of groundwater level. Inspectors found that since 2018, the actual exploitation of groundwater in Qipanjing overexploitation area has been higher than 9.5 million cubic meters all the year round, and has increased year by year, far exceeding the controlled exploitation of 5.12 million cubic meters issued by the autonomous region and the local reported exploitation. A large number of enterprises take water in violation of laws and regulations without effective supervision. The spot check found that nine concrete mixing enterprises did not have legal water intake procedures, and all the production water was privately purchased groundwater ; Hongying Coking and other enterprises did not use water according to the water source and quantity specified in the water intake permit, and a large number of groundwater from various illegal channels were privately purchased. For a long time, Etuoke Banner did not attach importance to the basic work of water conservation, water saving and water management, allowed enterprises to construct water intake projects in violation of regulations, occupied the water resources of tributaries of the Yellow River, and even arbitrarily changed the river course to make way for the development of resources, which greatly affected the natural habitat of Wuzhulingou River. After investigation, the political position of the Etuoke Banner Committee and the government is not high, the management and intensive utilization of water resources are not paid enough attention to, the supervision is absent, and many water-saving measures in the implementation plan of the over-exploited area of Qipanjing have not been implemented, resulting in a serious decline in groundwater level. The supervision and law enforcement of water conservancy departments in Ordos City and Etuoke Banner are loose and soft, and the problem of illegal water intake and sale has not been solved for a long time.
In accordance with the authority of cadre management, Zhao Changqing, deputy director of the Water Resources Department of the Autonomous Region, and Shi Yanjie, then deputy mayor of the Ordos Municipal Government, were given criticism and education, Cao Wenqing, then secretary of the Etuoke Banner Committee, was given administrative warning and punishment, and Batudeliger, then director of the Water Resources Bureau of Etuoke Banner, was given serious warning within the Party and administrative dismissal; Jia Rui, then standing committee member and deputy head of Etuoke Banner, and Zhang Jun, then deputy head of Etuoke Banner, were given administrative demerits; Gao Huaijing, secretary of Etuoke Banner Committee, Wang Guoquan, deputy secretary of Etuoke Banner Committee and head of Etuoke Banner, Liu Tianyun, deputy head of Etuoke Banner, and Aodeng, then deputy secretary of Etuoke Banner Committee and head of Etuoke Banner, were given administrative warnings; Wang Hua, then deputy director of Ordos Water Conservancy Bureau, Lin Jianming, member of the Party Group of Ordos Water Conservancy Bureau and director of Ordos Water Conservancy Development Center; Chen Deliang, then director of the Water Resources Management Department of the Water Resources Department of the Autonomous Region, Wang Jian, then director of the Water Resources Bureau of Ordos City, Lei Siren, then director of the Water Resources Bureau of Ordos City, and Tian Shenghua, then member of the Standing Committee and deputy head of the Etuoke Banner Committee, were given critical education.
